Care and Custody
Gap Filler Radar Stations

As a result of the austerity programme, the construction of the Gap Filler Radar Stations is being terminated. Twenty five stations will have been completed to various stages, whereas twenty stations have no contractual action taken.

Of the twenty five stations, ten stations will be approximately 95% completed, seven stations will be approximately 50% completed and eight stations will be approximately 10% completed. It is anticipated that all of the twenty-five stations will have been taken over from the various contractors by Oct 62.

The gap fillers which are 95 and 50 percent completed will be winterized and all openings sealed from the inside and outside. The sites 10 percent completed will not be constructed past the foundation stage. No maintenance will be required on the 10 percent sites. It is anticipated that that the only maintenance required for the other sites will be that due to damage caused by trespassers. It is therefore proposed that two inspection visits per year be carried out, one in the fall after the hunting season if possible and one in the spring.

The following arrangements are proposed to carry out the a/n visits.

  1. Sites to remain under AFHQ control and a representative from AFHQ carry out the visits. This proposal would provide a uniform inspection and report of all sites and would involve a minimum amount of mileage.

  2. Sites to be turned over to ADC/HQ and visits to be carried out by ADC/HQ. This proposal would provide the same advantages as if visits were carried out by AFHQ. However, it is felt ADC/HQ would be unable to handle this additional workload as they are having difficulty now carrying out all their inspection due to the additional radar stations being added to ADC.

  3. Sites to be turned over to the nearest prime radar as listed in the attached Appendix "A". This method would involve additional mileage and would not provide a uniform report.

Your approval of one of the above proposals is requested.
