Preliminary Construction Engineering Report
And Cost Estimates
- The Gap Filler Radar Programme consists of 45 stations extending from the Manitoba-Ontario boundary to the Atlantic Coast. Of these 45 stations, 35 sites have been approved operationally and have been surveyed by the CCE consultant. The following is a summary of the field information obtained.
Gap Filler Radar & Power Buildings
- The buildings will be prefabricated steel structures. The Radar Building will be approximately 1,400 sq. ft. in size and the Power Building, including emergency living quarters, will be approximately 700 sq. ft. for 1 APU and approximately 1,200 sq. ft for 3 APU.
Radar Tower
- The CE contract will include the construction of the foundations for the radar tower. The tower will be either three or four legged and 70 ft. to 75 ft. high, depending on whether it includes a fire ranger’s cabin. This alternative will be used where a fire ranger’s tower has to be removed from the site due to interference with the radar equipment.
Site Development
- The sites are 60 to 70 miles apart and can be reached by Provincial highways except for 3 sites which must be reached by railway and 1 site which must be reached by water or by air. The topography of the sites range from farmer’s fields to bald mountain tops. In a few cases, conventional perimeter walls and slab on fill construction will be possible, but in the majority of cases, a pier and beam type of construction will be necessary to overcome irregular topography.
Access Road
- The access road will commence at the Provincial highway or railway and will consist of improving existing rural or logging roads and constructing a new road for the balance of the distance. In some cases no access road will be required as the site is located adjacent to a Provincial highway. For other sites, the access road will vary from a minimum of one mile to a maximum of forty-five miles. The access road will be a twelve foot wide gravel road with two three-foot shoulders.
Services
- The essential services will be kept to a minimum in all cases and consist of a security fence around the building or tower, a small water system comprising a shallow well or reservoir or cistern, a septic tank or chemical toilet, a fuel oil storage tank of 5,000 or 10,000 gallons depending on the remoteness of the site.
Power Supply
- The power supply will either be commercial and one APU or three diesel generators. It will require the improvement of existing power facilities and/or the construction of a new three phase power line to the site.
Siting Instruction Plan
- The siting instruction plan for each station will be prepared when the field surveys have been received from the consultants. The tower will be located on the highest point of each site and the building as close as topographical conditions will permit.
