Gap Filler Radar Stations - Pinetree
Permission to Enter for Field Survey and Soil Investigation

Authority has been granted by the DM for the employment of consulting engineers to carry out field survey, soil investigation and preliminary design work for the various gap filler radar stations at individual sites when approved by Treasury Board. Treasury Board has authorized the construction of six stations as listed in the 1959/60 construction programme (one of which has to be resited). It is anticipated that authority to construct the remaining 39 stations will be given as soon as cost sharing negotiations with the USA are completed.

Subject to a few stations which will have to be resited for technical reasons (but still remain within the same general area), it is recommended that the Provinces be advised of this proposed construction and be requested to grant permission to enter for field survey and soil investigation on Crown Lands. Although the ultimate requirements will be for only a small area, such as 100 ft by 200 ft, a larger area may be surveyed to determine the best location. In addition, a survey is required for the all-weather access road based on a 66 ft cleared right-of-way and a 12 ft road with power and communications lines alongside. A nominal amount of tree cutting will be necessary to do this surveying, depending upon site conditions.

At the present time the sites can only be described in most cases by their latitude and longitude and the name of the Township, if the area has been legally surveyed. As soon as the field survey has been completed, it will be possible to supply your office with a plan showing the accurate location of each site and the areas to be acquired.

It is suggested that no negotiations be made with private owners until these sites have been confirmed by CTel; however, where the site is owned or leased by a lumber company, it might be just as well to advise the Province in advance at this time.

On the attached sheets, the sites have been listed with their county, township, latitude, longitude, owner and remarks such as lots and concessions where known and where forestry towers exist. Subject to discussions with the Provinces, it is proposed to provide accommodation for the fire rangers in the radar towers were forestry towers have to be removed.

Also attached are six copies of provincial maps showing the approximate location of the various sites.
