Deputy Minister,
Department of Transport,
Ottawa, Ontario

Dear Sir:

Re: Field Surveys -
Gap Filler Stations

Enclosed are lists of a number of sites on which this department is considering constructing Gap Filler Stations in the Provinces of Ontario, Quebec, New Brunswick, Nova Scotia and Prince Edward Island. This department requires permission to enter the properties at these locations for the purpose of undertaking field surveys and soil investigation. A few of the stations may require resiting for technical reasons but will, in any event, remain withing the same general area. The ultimate requirement for each station will be for a small area of land approximately 100' x 200' but it will be necessary to survey a larger area to determine the best location for the station. This department also desires permission to undertake a survey for an all-weather road to each site based on a 66' cleared right-of-way and a 12' road with power and communication lines within the right-of-way. A limited amount of tree cutting and slashing will be necessary to undertake the surveys depending, of course, on site conditions.

The sites are listed giving county, township, latitude and longitude, and as far as the department as been able to determine the ownership. It will be noted that in a number of instances there are forestry towers on the sites and subjet to negotiation with provincial authorities it is proposed to provide lookout facilities for the fire rangers in the towers which this department proposes to construct where it is necessary to remove any of the forestry towers.

I would be grateful if you would obtain from the provincial authorities concerned, permission for this department to undertake the required field surveys and soil investigations. When these have been completed this department will be in a position to provide you with accurate locations of each site and the areas of lands to be acquired.

It is requested that no approach be made to private owners at this time until our requirements are more firm. Where the site is owned or leased by a lumber company, however, it might be well to advise the provincial authorities of our interest at this time.

I am enclosing three copies each of maps of Northern Ontario, Southern Ontario, and of Quebec, New Brunswick, Nova Scotia and Prince Edward Island, showing approximate locations of the sites.

Please treat the enclosed lists and maps as SECRET.

Yours sincerely,

for Deputy Minister.
