Reference is made to the Gap Filler Study covered by memo S949-104 (CTel), S955-110 dated 3 Jul 59, which was addressed to COR. In this study it was confirmed that although the Gap Filler site C3D Des Joachims did not provide optimum cover, it did fill the corridor gap and was still required.
Later E in C staff reviewed the site for interference problems and it was necessary to recommend relocation of C3D 15-20 miles to the west to eliminate interference with the NRC Radio Observatory which is being located at Lake Traverse, refer our memo S949-105(DRDP) 7 Jul 59 to DADR. Upon receipt of this agreement, ATSC was instructed to resite C3D accordingly.
However, it is now apparent from min (1) that relocation of C3D alone is not sufficient, but that some degree of terrain screening is necessary over a 20º sector to eliminate interference to the NRC facility. In effect in order to satisfy NRC's requirement the new site for C3D must be located so that a sector of roughly 20º east or south-east is blanked out by the terrain contour. The exact sector cannot be specified until resiting data is available.
It is recommended that this reduction in coverage east or south-east for site C3D be accepted and your concurrance is requested. Subsequently arrangements will be made with NRC and the responsible RCAF staffs to slect the most suitable location.
