Gap Filler Radar Stations
The a/n references have been reviewed and it would appear that a number of inspections were incomplete due to lack of keys. It is to be noted that lacking a complete list of stations responsible for interim care and custody from ADC (prior to 11 Jun 63), this Directorate waited for a request from individual stations for keys to their assigned gap fillers. On receipt of a specific request, keys were issued within 24 hours. Your attention is directed to the attached Appendix "A" to 10-36-80/5 (DCEP) dated 15 Jul 63, which indicates the number of keys issued prior to receipt of ADC 10-36 (SOCE) of 11 Jun 63.
From this Directorate's point of view, the purposes of these inspections is to record any deterioration which is taking place within or without the buildings as the result of lack of occupancy. This information will be placed on the project files and if, as and when any particular station is approved for completion of construction, it will be used as a guide by the specifications writer in preparing the work to be done. There might be minor repairs or maintenance which it is considered desirable to do in order to prevent further deterioration, but damages such as floor tiles which have lifted are not considered in this category. The most important preventative maintenance is considered to be thorough ventilation of the buildings at least twice a year.
As far as the access roads are concerned, it is considered that the repair of culverts and filling of potholes is all that is necessary for access to the sites. The use of graders or bulldozers to reshape the road is considered unwarranted as the steep grades will again become rutted after the first heavy rainstorm.
The question of maintenance by Dept of Lands and Forests of the access roads being used by the fire rangers is being dealt with by CCE/Prop through DOT (RE). The matter of farm type gates at the beginning of the access roads has been dealt with by separate memos.
Re Tobermory and Formosa - Station Edgar's statement that no maintenance was required is questionable because they too didn't have keys to inspect the inside of the buildings.
The other reports are considered reasonable but it had been hoped that they would be in more detail.
