Dear Sirs:

Further to our 10-36-80/5 (JDPG) of 10 Jul 59 and the Statement of Services dated 10 Jul 59, your attention is requested to Para 22 pertaining to the submission of drawings and correspondence. Regardless of the person signing letters from Air Force Headquarters, all correspondence should be addressed as follows:

Your correspondence should be referenced as follows:

Re: (Purpose of letter) eg Reconnaissance Trip
Gap Filler Radar Station (area or site)

Our file number and date quoted in upper right corner.

Only one copy of correspondence is required and it may be sent unclassified, unless it mentions the name of more than one site. Classified correspondence shall bear the word "SECRET" and be mailed in two envelopes, the inner envelope bearing the word "SECRET".

A copy of your correspondence to Defence Construction (1951) Ltd may be sent if considered necessary to the technical administration of the project, but should be addressed in the same manner as a letter directed to Air Force Headquarters.

APPENDIX "A" to
10-36-80/5 (JDPG) of 20 Aug 59

It is essential that interim construction estimates be submitted as soon as reconnaisance trips to individual sites are completed in order that financial approval for construction may be obtained. It is realized that the lack of detailed information, such as the location of access road, will make this work difficult, but it may be overcome by submitting minimum and maximum figures for individual items which at the beginning are not definite. Estimates for power supply and communication facilities may be submitted based on average unit costs per mile in the various areas and omiting details of possible cost-sharing.

It is desirable that the field survey of the building and tower location on all approved sites be completed before this winter. It is hoped to be able to advise each consultant of the approved relocated sites in time to carry out this portion of the field survey this year. If the locating and surveying of the longer access roads are going to produce a delay in completing the survey of the building and tower location on all sites, this work may be postponed until next year, but as much preliminary field data should be obtained as possible in order to produce the preliminary construction estimates and engineering recommendations. In these cases, the field survey reports shall be submitted in two parts, the access road to follow in Part II.

Where sites are rocky and irregular, consideration should be given to balance the cost of building foundations with rock excavation by partially levelling the site.

Enquiries pertaining to power supply an communication facilities shall be confined to technical details, omitting financial matters and cost-sharing, if the companies are not prepared to commit themselves. Air Force Headquarters will not be able to commence negotiations until sometime in the Fall, after these projects have been financially approved for construction.
