The last paragraph of your letter to DOT of 15 Mar 63 must have been sent to all Forest Protective Associations as the letter dated 10 Apr 63 received from Gaspesian Forest Protective Association reads as if the access roads and buildings were constructed. This is not the case at Squatteck. No contract was awarded. No construction was done. Hence, there is no need for maintenance of the access road nor custody of the installation.
The Ottawa River Forest Protective Association's letter of 16 Apr 63 reads correctly. The access road has been built and the buildings erected at Belleterre, so maintenance of the road and custody of the installation is involved at this site. However, it is not intended that major maintenance be done by the Forest Protective Association but only minor maintenance required to keep the road passable.
With reference to "keeping other people from using these roads", we had issued instructions to the general contractor to erect a farm type gate and short fence at the beginning of the new access road as shown on the attached sketch. However, the general contractor was told by Consolidated Paper Corporation that they didn't want a gate at this point as they were logging at the bottom of the hill and were using the first portion of the road as shown on the attached sketch. If the Forest Protective Association is concerned about public traffic on this road, this office will not object to a gate and fence being erected if the key is available to our personnel at a convenient office in Belleterre or Ville Marie. If this is done, we would appreciate knowing where the key may be obtained.
Further to the Ottawa River Protective Association's letter of 16 Apr 63, no contract was awarded and no construction was done at Nishkotea Lake, hence there is no need for mainenance of the access road nor custody of the installation.
