Excellency,
I have the honour to refer to your Note No 254 of June 13, 1955, proposing that the United States Government should undertake the responsibility for the construction and operation of certain radar stations in the Newfoundland-Labrador area to augment the radar system already established in that area and to meet operational requirements of the mid-Canada early warning line.
I am pleased to inform you that the Canadian Government concures in this proposal, subject to the terms annexed to this note. If the United States Government concurs, I propose that this note and your reply shall constitute an agreement effective from the date of your reply.
