Sir:
I have the honor to refer to your Note No D-155 of June 13, 1955, agreeing that the construction and operation of certain additional radar stations in the Newfoundland-Labrador area shall be the responsibility of the United States Government, subject to the conditions contained in the annex attached to your Note.
The terms set forth in the annex are acceptable to my Government, which concurs in your proposal that your Note and this reply shall constitute an agreement effective on the date of this Note.
