This office has released the Northern Electric Co to proceed with the installation of standard towers, antenna groups and radomes at nine Gap Filler sites in accordance with the Outside Plant Installation Schedule (Atch 1). It will be noted that the schedule is based on four crews operating in specific areas and on the best available data on footing BOD's.

In the course of preparing the attached schedule, it was noted that site construction drawings issued by CCE in March 1962 will have footings available for tower installation in July 1962. If this time of four months is taken as an average to accomplish the contractual action and subsequent pouring of foundations, it will be seen that site construction drawings not as yet in the hands of DCL cannot have foundations available for tower installation prior to October 1962.

To date, 32 sites have been issued by CCE. Of these, 8 are forestry tower installations and 24 are standard installations. Based on the average arrived at in par 2, Atch 3 indicates that the last twelve sites will not be available prior to 30 September and extending into October and possibly November. Reference to Atch 2 will show that the GSMO installation schedule will slip after 1 September 1962.

It is the intention of GSMO to install 32 standard towers, antenna groups and radomes during the period 1 July to 31 October. Since installation of radomes will be impractical after this date, the end date for completion of footings must be 15 October. Should the construction progress as estimated by this office be valid, utilization of GSMO contractor crews after 1 September will drop to one or at most two crews (see Atch 2) with consequent financial implications to the GSMO. The carryover of an additional eight towers to the spring of 1963, coupled with the installation of thirteen forestry towers and forty-five electronic equipments prior to November 1963, imposes an almost impossible workload on GSMO.

Should the eight standard tower footings not be complete in time for installation of outside plant this year, it is extremely unlikely that the buildings will be completed during the 1962 construction season. The completion of these sites by CCE in the 1963 construction season, together with the carryover of five forestry tower sites, will definitely preclude this office from completing the installation of forty-five electronic equipments as per the advanced PCSP of 15 June.

In view of the foregoing, it is requested that the BOD's for Gap Filler footings be reaffirmed. In addition, confirmation is requested that construction of Gap Filler sites willb e completed during the 1962 construction season.
