Access Roads
Project files have been received for the construction of access roads to the following Gap Filler Sites:

Before carrying out detailed checking of the consultant's designs for these roads, an examination was made of the cost of access roads now under construction for the Gap Filler Programme. Data provided by the project officer is appended. This includes the contract awards together with the amounts claimed to date and an estimated unit price per mile for the roads. It is interesting to note that at sites where rock was encountered, the unit cost is approximately $40,000 to $50,000 per mile, and at the sites where rock was not encountered the unit price is running approximately $20,000 to $30,000 per mile.
It is apparent that by producing detailed plans and specifications, the standard of road being built is in excess of that required for normal access to the sites by tracked vehicles.
It is proposed therefore that consideration be given to the award of lump sum contracts for the construction of the Gap Filler sites complete with services. As an overhead cost the contractor should be asked to include a sum for clearing a construction trail into the site. A suggested route for the construction access road could be included with the SIP for the Gap Filler Sites.
Upon completion of the site, a survey of the construction access road could then be carried out and any improvements to this road could be carried out either as a second contract or as an extension to the original contract.
This proposal would force the contractors to construct the most economic access to the site and this might meet the RCAF requirement. Hence some of the large costs, especially in areas that do not involve rock excavation, could be reduced.
May this proposal be considered and advice forwarded to DEngC before a great deal of engineering work is carried out examining the present project files.
