Dear Sir:
Re: Proposed Gap Filler Sites - Eastern Canada
Your File: S10-136-80/5 Vol 2 (CCE/Prop)
Reference is made to your letter of March 29th concerning permissions required by your Department to enter properties at various locations for the purpose of conducting field surveys and soil tests for Gap Filler Sites. Enclosed is copy of a letter dated May 3rd, 1961 received from the Ontario-Minnesota Pulp and Paper Company Limited, holders of timber rights on the area required at Gold Rock, Ontario, granting your Department the right to enter the said lands to carry out the necessary works.
Also enclosed are copies of Entry Agreements obtained from Messrs Thurston Marshall and Charles M Bent covering your requirements at Bridgetown, NS. These Agreements were obtained by your Consulting Engineers, WH Crandall & Associates.
It is understood that in addition to these two owners, at least two other parties are involved, one by the name of Bent who gave his verbal permission to enter but would not execute any Agreement. The other party, whose name is unknown, apparently lives in Ontario.
Yours truly,
J R Baldwin,
Deputy Minister

Re: Your File Gap 9
April 28, 1961
This is to advise that we grant permission to the extent that we can grant such permission, to the Department of National Defence to conduct soil tests and field surveys on areas where this Company holds timber cutting rights in the vicinity of Gold Rock, Ontario.
We will not accept liability or responsibility for fire or other damage which may result.
Also we would suggest that you contact the Ontario Department of Lands and Forests, who administer Crown Land in Ontario, to alert them of activity in the woods. In the case of a private individual or Corporation a travel permit or work permit, as the case may be, is required. We do not know whether these regulations apply to the Department of National Defence.
Yours very truly,
THE ONTARIO-MINNESOTA
