Gap Filler Radar Stations- Various
Preliminary Construction Engineering Report

Further to our S10-136-80/5 (JDPG) of 26 Nov 59 and S10-136-80/5 Vol 2 (JDPG) of 15 Jun 60, it is requested that TB approval be obtained for the construction of seven (7) additional Gap Filler Radar Stations to bring the total to 45 sites.

The general descriptions in the Preliminary Construction Engineering Report and Cost Estimate of 26 Nov 59 will apply to these additional sites with two amendments. In para 7, Power Supply, the power supply will either be commercial and one APU or two diesel generators. In para 6, Services, a fuel oil storage tank for 2,000 gals will be supplied for sites with commercial power and 50,000 gals for sites with diesel generated power.

The original Gap Filler programme consisted of 45 sites selected by Operation Pillow. Of these 45 sites, 35 were approved operationally by RCAF and USAF and 10 were to be resited. During the summer of 1959 5 new sites were selected, of which 3 were approved operationally. As the result of the changes in radar coverage and siting criteria, a complete review of all sites was made during the winter of 1960 with the result that 23 sites were to be resited. During the summer of 1960, 23 new sites were selected, of which 21 were approved operationally. During the spring of 1961 2 new sites were selected, which will be consider for operational approval on 18 July.

Due to the difficulty of access and the larger amount of work to be done at the remaining 16 new sites, confirmation of the preliminary cost estimate has not yet been received from the consultants. However, it is anticipated that these new locations will not seriously affect the total cost estimate for 45 sites, although individual sites will naturally be higher or lower due to site conditions.

In order not to affect the Beneficial Occupancy Dates for the complete CADIN Gap Filler Programme, it is essential that TB approval for these 7 new sites be obtained now, with subsequent adjustment made for the remaining 16 sites at a later date.
