Organization and Management
NARRATIVE REPORT
Dec 61
An Air Division MSE Dispatcher was added to SOMSE of this Headquarters to co-ordinate all interwing transport thus reducing the number of duplicate MSER runs. The HQ/CR was moved to the establishment of Support Unit, Metz under the control of the Support Unit PAdO. The Unit title of 5 Movements Unit (Marville) was changed to 5 Air Movements Unit.
Jan 62
One FS and two Sgts. Clerk Intel added to HQ SOInt Staff. This complete the planned required complement for Target Folder Staff in SOInt. The establishment of 6 Movements Units, Paris was cancelled on disbandment of that Unit. A small detachment was left there on the establishment of SOMov of 1 Air Division HQ. One officer attended the four week Method Study Course held at the Work Study School, Cranfield, England.
Feb 62
One S/L and one Cpl. added to the establishment of this HQ for duty as RCAF representation at the French Central Liaison Mission, Paris. In conjunction with the reduced hours of Operation of Langar fields, the radio facility for Air-Ground-air was removed and the message centre hours reduced to 16 per day. In accordance with AFHQ’s programme for statistical instructions, a booklet entitled "Statistical Instructions Part V – 1 Air Division" was issued. This booklet lists all approved statistical returns sponsored by Air Division. In conjunction with this, action was initiated to centralize all control of statistical returns in the Stats Section.
Apr 62
The EA/AOC position was downgraded from S/L to F/L in accordance with AFHQ direction to all Commands. The trades of Communications Operator Supervisor, Teletype Operator and Radio Operator were combined to the trade name Communications operator. In addition to the above, the List/Branch of Air Services/Flying Control was changed to Air/Services/Air Traffic Control and the established Section of Flying Control changed to Air Traffic control. Trade name of Ground Defencemen was also changed to Nuclear Defence Instructor.
May 62
3142 TSD at Bristol Siddeley Engines was closed on completion of Orenda contracts there. Since the commencement of Yukon freight flights between Canada and Europe, all aircraft engine overhauls are carried out by Canadian contractors. Two officers attended the five week Work Study Specialist Course at the RAF School of Work Study at Hendon, England.

Planning
NARRATIVE REPORT
CF-104 Plans
Considerable progress has been made in the planning for the introduction of CF-104 aircraft into 1 Air Division. Dates have been finalized for the de-activation of the Sabre squadrons and for the activation of the CF-104 squadrons. Also, the CF-104 aircraft delivery schedules for all four Wings has been published. Consequently, it has been possible to finalize detailed plans for CF-104 operations and for the facilities and resources required to support such operations. Although the CF-104 programme is progressing from the planning into the implementation stage, all activities associated with the programme are being co-ordinated and monitored by the SOPlans Branch to ensure that there are no deficiencies and that there are no discrepancies in the time phasing of the various projects within the programme.
61 AC&W Squadron
Because of the forthcoming change in the role of 1 Air Division, together with the future NATO plans for this unit, a study was carried out to consider the future of 61 AC&W Squadron. As a result of this study, a proposed plan was submitted to AFHQ recommending that the status of 61 AC&W Squadron be reduced to that of a training facility, in the near future, and that the unit be disbanded effective 30 Sep 63.
30 Air Materiel Base, Langar
With the re-equipment of 1 Air Division with CF104 aircraft and the introduction of the concept of Supply Depot support direct from Canada, the logistics activities of 30 AMB, Langar are being progressively reduced and eventually will cease. A plan was submitted to AFHQ, therefore, recommending 30 AMB, as a unit, be disbanded, approximately 1 Jul 63, that 314 TSU HQ become the parent unit at Langar effective 1 Jul 63, and that 312 Supply Depot be disbanded approximately 1 Nov 64. The future role and location of 137 (T) Flight beyond 1 Jul 63, has not been determined to date.
Dispersal Policy
SHAPE has, from time to time, reaffirmed the validity of the MC60 "Off-Base Dispersal Policy". However, certain modifications have been considered by SACEUR whereby money budgeted for dispersal could be used for "hardening" the facilities on airfields. 1 Air Division HQ has, until recently, considered that the dispersal policy as stated in MC60 is invalid and that the money saved by cancelling this policy could be spent more advantageously on a "hardening" programme. Because of 1 Air Division Headquarters’ views, Belgium had been asked to hold in abeyance any action on provisioning of dispersal sites for Bertrix and St Hubert airfields and no action has been taken to provide dispersal sites for the RCAF airfields in France and Germany. Recently, however, RCAF objections to the "Off-Base Dispersal Policy" were withdrawn. Consequently it is expected that Belgium will proceed with the programme in accordance with SHAPE criteria.

Intelligence
NARRATIVE REPORT
Dec 61
With the acquisition of the AOC/COS War Room and the STSO War Room, the Target element of SOInt began the preparation of the Targetting Section. Plans were also proposed for alterations to the Operational Intelligence Section of SOInt to provide better utilization of space and improved briefing facilities.
Jan 62
S/L Roy arrive in January to assume duties as head of the Targetting Section. Preparatory work in that Section proceeded at a swift pace and the target date for the first course of instruction was Jul 1962 for Targetting personnel destined for 3 (F) Wing.
Feb 62
New steel-mesh doors were installed in the bunker providing a higher degree of security for SOInt and the other bunker occupants. Preliminary planning was begun for Exercise Silent Tread, the annual combat survival exercise. It was not certain at that time whether the exercise would be held this year or not. Two members of the Targetting Section proceeded to Rockcliffe, Ont., for the Photo Interpretation course.
Mar 62
Toward the end of March it was decided to continue with the combat survival training and preparations for Silent tread were resumed at an accelerated pace.
Apr 62
One member of the Targetting Section attended the Physical Vulnerability Course at Oberammergau.
May 62
One officer of the SOInt staff attended the RAF Intelligence School course at Air Ministry. After completion of preparations, Exercise Silent Tread was held and proved very worthwhile. Changes in the CF-104 programme necessitated altering the date of the first course of instruction in Target Intelligence to 13m Aug 62.

German Mine Disaster – Relief Fund. On 12 Feb 62 a mine explosion and cave-in at Voelklingen, Germany (in Saarbrucken district) took the lives of 298 men. The following day, 1 Air Division units were invited to contribute to a relief fund to aid the families of the victims. On 1 Mar, a benefit hockey game was staged by 3 Wing and a cheque for $1,222.95 was presented, at the 3 Wing arena, to Mayor Hemmer of Voelklingen. The publicity given to this even by German newspapers and television exceeded all expectations.
12 Mar 62
On 12 Mar a further amount of $4,312.92 was collected from 1, 2 and 4 Wings, and SU Metz. A cheque for this amount was presented to Mayor Hemmer at the Voelklingen town hall on 12 Mar. Again this ceremony drew a great deal of gratitude and publicity from the German people.
RECREATION
Dec 61
In December 1961 seven radio announcer operators, who had received their training from the Ryerson Institute of Technology, arrived to work at the various Wing Radio Stations and Network Headquarters in Metz. New studios were completed in Metz and occupied on 15 Apr. Network operations did not start from Metz until 21 May, with 1 and 3 Wings carrying the burden until that date. A new short wave antennae has been erected and newscasts are being received daily direct from Canada. CBC are sending tapes of their programmes via Yukon aircraft and they are being received and aired one week later.
The winter sport programme which included hockey, badminton, basketball, bowling, broomball, curling, judo, 22 rifle (indoor), skeet, soccer, swimming and volleyball, proved to be an exceptionally full programme. The inter-Wing hockey championship was won for the first time by the 4 Wing Raiders. In previous years 3 Wing had been the winners. This year 3 Wing was the only team not in the play-offs.
For the second year in a row, 2 Wing were the winners of the 1 Air Division Sports Achievement Trophy. This trophy is presented on a fiscal year basis to the unit in 1 Air Division that obtains the most points for sports competitions, organizing of recreation clubs and running of tournaments, and best competitor in inter-wing leagues.
The inter-unit voluntary trumpet and drum band competition was held at 2 Wing and was won again by the 2 Wing band, with 3 Wing second, and 1 Air Div SU band a close third.
The CBC sent over a group of entertainers early in December 1961 and they toured the wings and 30 AMB. There were capacity audiences at all units. They toured the Canadian Army bases in Soest after completing their visit to the RCAF units.
The Grey Cup film was received early in December and was shown at all RCAF 1 Air Div units and others, such as AAFCE and Ramstein. It also was loaned to CJS London and Canadian Embassies in Paris, Brussels, Copenhagen and Bonn.

Information was received from 3 Wing Operations concerning T-33 "626" that was diverted from 1 Wing and did an intentional wheels up landing at 3 Wing. The wheels up landing was done purposely because one main gear did not go down. 3 Wing runway closed to remove the aircraft. The aircrew were not injured. 2 (F) Wing runway closed due to a USAF F-86H who diverted from Phalsbourg and blew a tire on landing. The aircraft swerved off the runway destroying 10 runway lights and putting a lot of mud on the runway. A further delay was caused when the ground personnel could not get a two bar to remove the aircraft and the runway sweeper would not start. This did not change the 2 Wing Zulu status.
5 Dec 61
4ATAF advised SM that Exercise Roulette for the 14th and 28 Dec cancelled. 4 Wing tower advised SM that contact with T-33 "646" had not been made since 1818Z. The ETA was 1l906Z, so at 1911Z when no word had been received, the search and rescue was alerted. At 1940Z, F/O Smith, the captain of 646 checked in with 4 Wing and reported he had been involved in a mid-air collision. At the time, F/L MacDonald the second pilot had not been heard from. 4ATAf was advised and ground search and rescue was implemented. No helicopter scrambled at this time. The search and rescue located 1 USAF pilot believed to have been in collision with 646 (USAF aircraft 1 T-33). F/L MacDonald found safe at 2032Z. No information had been received on second USAF pilot. It was later confirmed that 646 and the USAF T-33 did have a mid-air collision. Both aircraft had been on a night general air traffic navigation exercise under two different air traffic control agencies. They collided while both cleared for the same altitude. Live Scramble: During the accident concerning 646 above, an SOS was reported by Yellowjack 90 miles NE flying a distress triangle. YDG was scrambled live to intercept the SOS. The SOS was under Sembach approach control, so YDG was broken off and returned to base.
6 Dec 61
Live diversion: SBE was diverted live from practice intercepts to investigate a SOS in a right hand distress triangle over 4 Wing. The SOS was Jacket 85 on a local trip, with temporary radio failure. 85 made contact with 4 Wing GCA, so SBE returned to practice intercepts.
7 Dec 61
Exercise Roulette 68/61 effective.
Exercise Roulette 68/61 fade out
9 Dec 61
Andrews reported an unknown track coming out of the ADIZ in KF2000 and requested aircraft for an identification pass. JLR and JLS were airborne enroute GT to SB and were diverted live on the unknown (U35LD). At 1205Z 4 (F) Wing advised VC 614 (T-33 from Soellingen) was 20 min overdue at 4 Wing. JLR and JLS under Logroll control intercepted U35LD and identified it as VC 614, they then escorted it to Soellingen. VC 614 had been flying a local instrument trip and was practicing aural null on the Charlie beacon (south of Frankfurt). He had missed station passage and drifted towards the ADIZ.
10 Dec 61
The 4ATAF Manual 55-1 came into effect, changing most status reporting, aircraft alert status, etc.
12 Dec 61
Exercise Co-Op 61/3 scheduled for this day was delayed 24 hours. SOS. RBO#3 had a flame out under YJ control. A successful relight was made at 35,000 feet and he recovered safely at 3 (F) Wing.
13 Dec 61
Exercise Co-Op 61/3 effective
Exercise Co-Op 61/3 cancelled due to weather.
SOS. A USAF T-33 declared an emergency with complete electrical failure. He was intercepted by Sandal 62 and escorted to 2 (F) Wing.
14 Dec 61
Live Diversion. HM P and Q were airborne on a practice scramble and were diverted live on a SOS in HE 1020. SOS was a USAF aircraft under Spangdahlem control, so HM P and Q were broken off and returned to practice intercepts. JLQ2 declared an emergency when his canopy came open in flight. He returned to and landed safely at 4 (F) Wing.
16 Dec 61
Exercise Super Chief was played.
17 Dec 61
