Jun – Jul 63

Effective 1 Jun, 430 Squadron Grostenquin, "stood down" to re-equip with CF-104 aircraft and assume a strike reconnaissance role. The working establishments of 137 Transport Flight and 314 Technical Services Detachment both located at Langar were cancelled. 30 Air Materiel Base Langar commenced rundown in preparation for final disbandment by 1 Mar 64.

304 TSD Langar was disbanded and its functions were absorbed by CJS (London). 137 Transport Flight Langar was disbanded; its manpower, aircraft and other resources were moved to 2 Wing Grostenquin, France where they were absorbed by 109 Communication Flight to form a new Unit – 109 Composite Unit. Effective 1 Aug 63, 421 (Red Indian) Squadron Grostenquin "stood down" to re-equip with CF-104 aircraft and assume a strike reconnaissance role. On AFHQ authority all airwomen established positions in the Air Division were converted to airmen positions.

The CF-104 Operational Capability Trials Unit at 3 Wing, Zweibrucken, Germany was disbanded. As of 15 Sep, 1 Wing’s new establishment came into effect. Effective 1 Sep, 441 (Checkerboard) Squadron Marville "stood down: to re-equip with CF-104 aircraft and assume a strike reconnaissance role. The trade designation of Photographer (Photo) was changed to Photographic Technician (Photo Tech) and all applicable unit establishments were amended to reflect this change.

The Trade Designation "Clerk Stats" was discontinued and all established ClkStats positions were converted to ClkAdm or DProc positions on AFHQ authority. One Expeditor aircraft from 109KU, and one Expeditor and one T-33 aircraft from 1 Wing, were deleted from Unit establishments because of revised proficiency flying standards. Effective 1 Nov, 439 (Tiger) Squadron Marville "stood down" to re-equip with CF-104 aircraft and to assume strike reconnaissance role. Adjustments to established positions in all Wing Instrument Flights were made, 3 and 4 Wing Flights were increased, at the expense of 1 and 2 Wings, to support an increase in pilot strength on the German Wings.

A new Organization Instruction was issued to the AWU Decimomannu to detail the functions required to support CF-104 aircraft operations at the Unit. Effective 16 Dec, substantial increases to security personnel positions at 3 and 4 Wings were authorized by AFHQ to meet NATO commitments.

A study was carried out of RCAF Support Unit Metz, at the direction of the AOC. The completion of the project was delayed due to supervisory personnel being on annual leave or on repatriation. The report was still under consideration and had not been released at the time of this report.

The third in a series of study reports on civilian overtime employment was completed and issued during September.

A study was carried out on space allocation and utilization in the 4 Wing Accounts Section. This project was successful in achieving the desired results at only a fraction of the original estimated expenditure.

The officer i/c ManEng was repatriated and the replacement officer arrived from MPSU Centralia.

The a/n officer completed the five week Work Study Specialist Course at the RAF School of Work Study, Hendon, England.

The missing components for the Management Engineering Section photo equipment were received and a few trials runs were carried out to test the equipment and at the same time to assess the capability of such equipment for management engineering studies. Two of the three cameras provided were found to be unserviceable and a UCR was raised.

A method of recording CF-104 Dragchute Repacking and Component usage was formally adopted for use throughout the CF-104 Squadrons within 1 Air Division. An officer and Sr. NCO attended a Forms Control Conference conducted by DManEng at AFHQ.

An officer from AFHQ/DStats conferred with the Stats/Anal Staff on reports control procedures. The Maintenance Activity Report STATS 3603 was formerly introduced to the CF-104 squadrons at 4 Wing.

Two Sr. NCOs returned from having successfully completed a six week advanced mathematics refresher course at Station St. Jean and were advised of their selection to attend a Stats Analysis Course in the UK at a later date. The civilian statistician from ATCHQ/SOMIS conferred with the Stats Analysis staff personnel on matters pertaining to the proposed submission of Air Division Air Transport data to ATCHQ for inclusion in the Air Movements statistical summaries. The Air Movements Statistical Summary for 1 Air Division for the period Apr, May and Jun was published and distributed.

The semi-annual Operational Effectiveness Review for the period Jan to Jun 63 was published and distributed. A Maintenance Analysis Study on the serviceability status of CF-104 aircraft was prepared and presented to SOAE and to SAEO at 3 and 4 Wings. A briefing on the value of accurate statistical information was presented by an officer from the Statistics/Analysis Section to MSE officers attending the annual MSEO’s Conference being held at 4 Wing Baden Soellingen. A briefing on information being recorded in the STATS 3603 Maintenance Activity Report and in the STATS 3624 Sortie Planning Effectiveness Report was presented to technical and operational staffs at 3 Wing Zweibrucken.

Two representatives from the Stats Anal Staff visited 3 Wing to observe data control and reporting procedures. A civilian representative from AFHQ/DStats conferred with the Stats Anal Officers on various matters relative to data processing.

Two NCOs attended Forms Management Course the Civil Service Commission, Kemptville, Ont. Briefing aids were prepared and presented to AOC for possible use at the Air Council Briefing. Two airmen attended a Forms Design Course conducted by the Civil Service Commission at Hull, PQ. A Stats/Analysis briefing on Stats Form 3603 and 3624 was presented to technical and operational staffs at 2 Wing.

Two Sr. NCOs returned from an eight week Statistical Analysis Course at RAF Base Kirkton in Lindsey. One Sr. NCO was repatriated to Canada. A replacement NCO was transferred in. Revised instructions for the Stats 3624 Sortie Planning Effectiveness Report were drafted to satisfy the requirement of all HQ and Wing Operations staffs. A monthly Stats Briefing was given to the AOC and HQ Staff.

1 Jun 63 to 31 Dec 63

Throughout the period 1 Air Division was primarily occupied with the task of completing the phase out of the Sabre aircraft and the equipping the squadrons with the new CF-104 aircraft. Many problems have been solved as the new squadrons have progressed towards their tactical evaluation; many others still remain to be solved. Disposal of outdated equipment, routine operating duties, in addition to the problems associated with the introduction of a new aircraft have required a high level of activity from all Branches of the Technical staff.

The Scottish Aviation MRP at 3 and 4 Wings worked continuously throughout this period at the embodiment of modifications to CF-104. Deployment of CF-104 aircraft to AWU Decimomannu commenced on 6 May 63 with 3 Wing supplying four aircraft and supported by technical personnel from 3 Wing for the period of 6 May to 20 Sep. 4 Wing then took over the deployment to AWU Decimomannu from 20 Sep to 13 Dec 63 and maintained five aircraft at that base for squadron pilot training.

422 (Tomahawk) Squadron of CF-104 aircraft activated at 4 Wing.

The first Air Division CF-104 OFTT was accepted after installation and calibration on 30 Jul 63. It then underwent an update modification programme and was declared ready for pilot training on 30 Aug 63.

In July the installation of TACAN in 11 T33 aircraft was completed at 2 Wing by 6RD MRP. This completed the fitment of 1 Air Division’s unit establishment of 23 aircraft plus one reserve aircraft held at Scottish Aviation.

137 (T) Flight was moved from 30 AMB Langar to 2 Wing effective 1 Aug 63. The five Bristol aircraft were added to 109 Communications Flight of 2 Wing to form 109 (KU) Communications Flight. The move was made with a minimum of disruption.

430 (Silver Falcon) Squadron of CF-104 aircraft activated at 2 Wing.

The second OFTT installation was completed and accepted at 4 Wing 11 Oct 63, and after an update modification programme, was declared ready for pilot training 20 Nov 63

Dakota aircraft completed CAIR at Scottish Aviation on 1 Nov. This completed the CAIR programme on Dakota aircraft in Air Division until approximately Jul of 1965.

A Litton MRP was established at 5 FTTU 3 Wing during November to undertake a range of repair to LN3 Inertial Navigation System components beyond RCAF field capability but not to the extent of deep overhaul. The MRP will process equipment from all Air Division units on an equitable basis and is expected to sharply reduce the number of returns to R & O. This will improve LN3 equipment availability and somewhat relieve the serious AOG situation.

421 (Red Indian) Squadron of CF-104 aircraft activated at 2 Wing.

The revised procedure and the test equipment for the calibration of the NASARR Contour/Mapping and Terrain/Avoidance (CM/TA) modes were received at the end of August and the ground calibration programme was initiated immediately at 3 Wing.

The installation of the 2 Wing Armament Systems Workshops was completed during that month.

The Bomb Toss Computer removal project was completed in October, as well as the incorporations of a 15,000 range cursor for NASARR. 4 Wing initiated their NASARR CM/TA modes ground calibration in early October.

An analysis of airborne data from the CM/TA modes programme showed that 1 Air Division results compared favourable with those obtained at CEPE Cold Lake using the same equipment.

The PC Promotion Boards were held in Aug 63. Eligible officers were considered for PC and extensions to SSC as well as promotion to F/L, S/L, W/C and G/C as applicable.

The position of CHQ Recreation Officer was assumed by 243529 F/L JP Tucker on 17 Jun 63. The former incumbent, F/L FH LeFeuvre, was transferred to Stn Camp Borden on 25 Jun.

The semi-annual conference of Air Division Recreation personnel was held at 3 Wing Zweibrucken on 4, 5, and 6 Sep. A copy of the minutes of this conference has been forwarded to AFHQ.

A Judo instructor’s course was held at 4 Wing from 1 to 12 Oct, with Cpl M Takahashi, fourth degree black belt, as instructor. American Army personnel were in attendance at this extremely well received course.

Under the direction of F/L DJ Kempson, a CRCS Water Safety Instructor’s Course was held at 1 Wing from 18 to 23 Oct.

The Air Division International Ice Hockey Official’s School was held at 1 Wing. Throughout the years this has proved to be one of the most popular courses conducted in Air Division. The 1963 course was no exception, graduating 29 RCAF personnel.

The planning conference for the winter programming of the Canadian Forces Network was held at 1 Air Div HQ on 30 Oct. In addition to Mr. A Brown, the Programme Director, and all Wing radio station managers were in attendance.

F/L JP Tucker from 1 Air Div HQ attended the annual conference of the European Recreation Society from 7 to 10 Nov. At this conference, he was moderator for a panel discussion on the Trends in Physical Recreation.

The 1 Air Div Bandmasters’ Conference was held at 1 Air Div HQ on 13 Nov. At this time plans were laid for the annual inter-wing Volunteer Trumpet and Drum Band competition.

The female personnel from 3 Wing won the 1 Air Div WP Bonspiel held at 3 Wing on 14 to 15 Dec 63.

The network consists of five 50 Watt FM transmitters, one at each base of the Air Division (public property), and one headquarters studio at Metz (public property) and five studios for local production at the Wings and at Metz (provided out of M&I funds). The network connection is provided by service micro-wave voice circuits.

During the period, CFN Headquarters continued to broadcast 116 hours a week, with week-day sign-on at 0630 hrs; Sat, Sun and holiday sign-on at 1000 hrs. Sign-off daily is at 1200 hrs. Programme hours at the four Wing stns vary only slightly from this, some of them staying on the air later to serve night crews.

Network Headquarters makes available to all stations approximately 70 hrs of CBC tape and shortwave programmes and 46 hrs of local production by volunteers and staff.

The four Wing stations accept from 60 to 70 hours of the CBC material, filling the remainder of their broadcast time from local production by their own volunteers as available. In the event that local volunteers are not available at the Wings, however, there is at all times a programme available to them on the network line.

Special programming during the period included a broadcast of the Air Division Football Championship, done direct from the field by CFN staff. The Grey Cup Game from Canada was made available by overseas cable connections. During the critical period following the assassination of President Kennedy the CFN Programme Director and staff cancelled regular programming and brought an almost continual account of events following the shooting in Dallas. Not only was CBC coverage brought to CFN listeners, the short wave transmissions of the Voice of American and AFRS were tuned in with vigilance and discretion to give a balanced and complete picture of the events, and reactions to it around the world. Many favourable comments were received RCAF listeners and also from U.S. forces members in the area covered by CFN. Many of the latter chose CFN’s coverage in preference to that provided by AFN.

An eight-week course for interested volunteers in the Metz area was begun in December. Network staff contributed spare-time hours to encourage activity in the non-publicity owned portion of the CFN Metz facilities.

A technician was hired in August to take charge of maintaining publicly owned CFN equipment. A graduate in electrical engineering of the University of Marburg (with one supplementary examination to write), he has proven the value of having one person whose full occupation is the care of the five CFN transmitters and the Metz studio equipment. He spent a day at the transmitter factory in Brive-la-Gaillarde (central France) obtaining supplementary information not contained in the manual supplied. The fact that he is able to attend on a regular schedule to all transmitters, at Metz and at the Wings, benefits all locations by extending his experience and giving continuity of maintenance.

In addition to hiring of the technician mentioned above, following are personnel changes during the period. In the month of October one of the Metz announcing staff was released for unsatisfactory behaviour, leaving a staff of three at the CFN control centre. He has not been replaced.

In November the staff manager at 4 Wing terminated his contract and was repatriated, being replaced by the previous 1 Wing manager. A new staff member was brought in from Canada and installed as Manager at 1 Wing. CBC seconded personnel remained at two, the Director and the Programme Director.

The Rev TR Davies, MC, MA, BD, DD, Chairman of the Chaplaincy Committee of the United Church of Canada visited 1 Air Division on 8 Jun and 14 – 21 Jun as the official representative of the Canadian Council of Churches’ Committee on Chaplain Service (Protestant).

During this period, Dr.Davies visited 1 Air Div HQ, SU Metz, 30 AMB and the four Wings. During the morning of 18 Jun a period of meditation for all Chaplains (P), 1 Air Div was conducted by Dr. Davies at 2 Wing.

The Rev EGB Foote, OBE, BA, DD, LLD, Chaplain General (P) of the Armed Forces began a visit to 1 Air Div on 10 Dec 63 visiting 1 Air Div HQ, SU Metz, and the four Wings. Dr. Foote preached at Divine Worship 1100 hrs 15 Dec at SU Metz and administered the Sacrament of the Lord’s Supper at 1200 hrs. In the evening of 15 Dec, Dr. Foote preached at 1 Wing Protestant Chapel.

Dr. Foote departed for CJS(L) 16 Dec had to visit Senior Chaplains, British Forces, returning to 4 Wing 18 Dec for period of leave. Dr. Foote will resume visits to 4 CIBG and Paris area following New Year.

With the closing down of 30 AMB and the transfer of the Itinerant Chaplain position from 1 Air Div HQ, new organizational structure was introduced with two Chaplains (P) at 2 and 3 Wings. This necessitated several transfers of personnel.

15 Jun 63

The second group of sentry dog handlers and sentry dogs completed training at the USAF(E) Sentry Dog School and were transferred to 4 Wing.

The 1 Air Division Sentry Dog Manual was promulgated.

Installation of safety belts in the front seat of all AF licensed PMCs was made compulsory.

During the period under review the first draft of the 1 Air Security Operations manual was completed and a new establishment submission on personnel requirements for 1 Air Division Nuclear Strike Wings prepared and submitted to AFHQ.

The following historical events have occurred during the above period which affected the Command Legal Officers:

On 1 Jul 63 the Federal Republic of Germany became a contracting party to the NATO SOFA. The provisions of that agreement have been expanded by the conclusion of a Supplementary Agreement between the FRG and NATO States stationed in the FRG. The most important aspect of this SA as far as the CLegOs are concerned is the provision waiving FRG jurisdiction in criminal matters back to Canada subject to recall within 21 days. In effect, this gives Canada the right to try, except in the most serious cases, all Canadians in Germany subject to the Code of Service Discipline. It is anticipated that trials by Special General Court Martial of dependents will be more frequent in future. In fact, SGCM to try a dependent wife at 3 Wing is awaiting Order of the Minister, which is expected to be granted, and the trial is tentatively set down for 17 Dec 63.

As a result of an attack on a woman at Moville, Co Dovegal, Irish Republic, AB A Daigle, of the 5^th Canadian Escort Squadron was handed over to the Irish authorities for trial by judge and jury at Dublin on 13 Nov 63 on a charge of attempted murder. At the request of the JAG, SOPA/3 attended the trial as a legal observer on behalf of DND. AB Daigle was found guilty of an included lesser offence of malicious wounding and was sentenced to 15 months’ imprisonment in Mountjoy Prison, Dublin.

I – Policy

During the greater portion of this period, the role of 1 Air Division was two-fold, with half the Division comprised of CF104 Strike squadrons striving towards an operational status, while the remaining Sabre VI squadrons fulfilled their Air Defence role. Finally, on 1 Nov, the last Sabre VI squadron disbanded, and 1 Air Division became wholly involved in the Strike role.

430 Interceptor Day Fighter (IDF) Squadron at 2 Wing disbanded, and 25 Sabre aircraft were ferried to Scottish Aviation Ltd at Prestwick for disposal.

Two officers of 1 Air Division HQ attended the 2^nd Aircent Tactical Weapons meet at Hopsten Air Base Germany, serving as judges. Although 1 Air Division forces did not participate, the experience should prove beneficial considering our possible future involvement in such a competition.

421 Squadron at 2 Wing disbanded and ferried their aircraft to Prestwick on 12 Aug.

The annual ACE sponsored fall exercise "Lion Vert" was held early in September. Phase I and Phase Ii of the exercise was CPX and 1 Air Division participated only by activating a Player Control Cell at 1 Air Division play. Phase III of the exercise, however, entailed live low level flying, and the CFk104 aircraft participated by flying low level target missions against "HAWK" missile units in the 4ATAF area.

441 IDF Squadron at 1 Wing disbanded, and since 439 Squadron alone remained in the 1 Air Division defence inventory, the Alert commitment (Zulu) was also discontinued.

430 Strike/Recce Squadron was formed at 2 Wing with a limited number of aircraft and pilots.

439 IDF Squadron at 1 Wing was disbanded and the last of the 1 Air Division Sabres were ferried to Prestwick. 439 Squadron’s disbandment marked the end of 11 years of RCAF Air Defence service in NATO Europe.

CF-104 aircraft of 3 and 4 Wings continued qualification criteria required of combat ready strike pilots.

IDF forces participated in Exercise Co-op 63-2, 11 to 13 June, and this was the last such exercise for 1 Air Division Air Defence forces.

Initially in the period, 1 Air Division IDF Squadrons continued to participate in Squadron Exchanges, the last exchange being held in August. 439 Squadron continued to fulfil its role in Ace Mobile Force by flying familiarization flights to Nea Ankhialos, Greece. Considering 439 Squadron was disbanded on 1 Nov, this exercise terminated on 3 Oct. Polar Bear/Tall Timber – an exercise effecting deployments to Norway was also discontinued in September.

The OCTU that formed in Feb 1963 at 3 Wing completed its task and was disbanded in August.

1 Jun 63 to 31 Dec 63

During the period under review the Operations Centre was commanded by S/L RJ Millage who holds the position of Director Operations Centre (D/OC). This period was marked by two major changes and the further development of the system set up earlier this year to handle the low level training of the CF104 Squadrons.

On 1 Jul 63, S/L WS Harvey was TOS, bringing the strength of the Operations Centre up to six S/Ls, 5 F/Ls, 3 F/Os, and 22 other ranks.

The major changes mentioned above were as follows. Effective 6 Oct 63, the Operations Centre became part of SASO’s organization instead of reporting directly to the Chief of Staff. During this period, W/C RF Herbert assumed the position of Staff Officer Intelligence and Operations (SOInt&Ops). The D/OC is now directly responsible to the SOInt&Ops and through him to the SASO. The second major change was in conjunction with the disbandment of the last three F-86 IDF Squadrons, following which the Operations Centre ceased to be directly involved with the Air Defence organization.

The Agencies that the Operations Centre now deals with when passing low level flight plans are – the Traffic Co-ordination Centre (TCC) MENTHOL located at Drachenbronn, France for flights within France; and the Air Traffic Control Centre located at Bonn, Germany for flights within the Federal Republic.

During the period of this report the Operations Centre participated in the following exercises:

These were large scale AIRCENT sponsored exercises designed to practice Air Defence procedures.

This was CINCENT’s annual Major CPX, and included large scale live flying.

A recurring SACEUR sponsored alert exercise.

A recurring 4 ATAF alert test. Eleven during period of report.

A recurring test of ACE communications systems. Four during period of report.

In the six-month period, SOPR disseminated a variety of News and information material to media located in Canada and Europe. The break-down is as follows:

1. News & Feature Stories – 69 individual items
2. Radio recordings – 60 news and feature items
3. Still photographs – 438
4. TV features – 14

Forty two members of the Press visited the Air Division during this period, and each of these was escorted and assisted by the SOPR staff in the preparation of information in material. These visitors included representatives of daily and weekly newspapers, magazines, and radio/TV outlets from across Canada, and also from the NATO Information Service.

AOC’s Handing Over Ceremony and Parade, held at 1 Air Division HQ, at which time 166 A/V/M DAR Bradshaw assumed command from retiring AOC, 127 A/V/M IE Wray.

85 persons, including a large number of mayors and civil authorities, toured the Wing and viewed "Sound of Security" Display. (Noise Education).

LAC RG Cole, Ladysmith, BC received the BEM and LAC RW McLaughlin, Moncton, NB received the Queen’s Commendation.
