PART II - PERSONNEL ADMINISTRATION

Staff Changes

F/L E Regal, Pers/Adm assumed the position of SOPA/2-2 eff 25 Jul 65, replacing F/L JV Ranson, Pers/Adm, who was transferred to ADCHQ.

F/L G Vadeboncoeur, Pers/SSRec assumed the position of SOPA/3 eff 27 Jul 65 replacing F/L JP Tucker who was transferred to Stn Centralia.

S/L HG Phillips, Air/P assumed the position of SOPA/2 eff 23 Jul 65. S/L Phillips was transferred to 4ATAF Ramstein eff 29 Sep 65.

W/C DE Clarke was promoted to W/C eff 1 Aug 65.

Recreation

3 Wing won the AOCs Sports Achievement Award for 1964-65.

3 Wing retained the Air Division Inter Wing Hockey Championship.

Welfare

The ASWelOs maintained bi-monthly visits to the Wings and quarterly visits to AAFCE, SHAPE and CDLS(L).

Cdr Aharon, Director of Alcoholic Research Foundation, Ontario visited Air Division to discuss problems related to alcohol.

The ASWelOs have assumed responsibility for service personnel and dependents in the UK on an integrated basis. This has necessitated a close liaison with various resource organizations in the UK, such as the "Soldiers", "Sailors", "Airmen" Families Association.

Administration

Lt Col Hilliard CFHQ/DSCW, visited SOPA and the Wings on a familiarization visit re the RCAF method of operating the M&I outlets in Air Division.

The unit badge proposed by AWU Deci was approved by the Inspector of RCAF Badges.

1965 Annual Poppy Campaign co-ordinated by SOPA. Poppy sales amounted to $1,213.53 (US) and a cheque in this amount was forwarded to Canadian Legion, Ottawa.

1965 Canada Savings Bond campaign in Air Division co-ordinated by SOPA.

1965 General Federal Election Voting in Air Division co-ordinated by SOPA.

SOPA conducted a survey on the estimated student enrolment figures for SU Metz, 1, 3 and 4 Wing schools up to the 1969/70 school term.

PART III - GROUND TRAINING

Resume

The following major events of interest occurred during the last year.

The Air Division Technical Training Section located at 3 Wing, which consists of four Cpls in the trades of AETech, AFTech, SETech and ETachA conducted the following courses during the year.

TA Training - a course each was conducted prior to the Apr TEB and Oct TEB for candidates in the trades of AETech, AFTech, ITech and ETachA.

Familiarization Courses - 48 officers and NCOs were given basic information on CF104 a/c systems during Sep and Oct.

A number of safety and maintenance investigations were undertaken by this cell.

ROTP Enrolment - 27 applicants for ROTP training were counselled and documented by the SOGT in conjunction with a team from CFHQ; of these applicants, 15 were accepted for ROTP training.

Language Training - The VIF method of language training in French was extended to 1 Wing last September. In addition, a second French class using the VIF method of instruction was organized at 3 and 4 Wings. Librairie Hachette self-study courses in required numbers were purchased for Decimomannu, 3 Wing, 4 Wing, and this HQ.

Changes in Personnel

The following changes in personnel occurred during the past year.

F/L Birbeck was repatriated in Jun.

F/L LeFrank assumed the position of SOGT/GT2 in July.

WO2 Henwood was transferred into SOGT/GT3 position from 1 Wing in Oct.

Cpl Ryan was transferred to the SOCE section in Oct.

Conferences

The following conferences were attended during the past year.

SOGT attended the ROTP Summer Contact Training conference at Trenton during the latter part of Mar 65.

A Ground Training conference chaired by SOGT was conducted at this Headquarters early Sep 65. Included in the conference was a language training seminar attended by the language teachers in the Command under the direction of the French language teacher at ADHQ.

PART IV - SECURITY

A - GENERAL

Personnel

During the period under review, the SOSec staff comprised of 4 officers, 1 WO, 3 Sr NCOs, 3 Cpls, and 1 LAC ClkAdm, with one civilian clerk employed on PMC licensing records. Incumbents of the officer positions were as follows:

During this period, the following changes occurred affecting SOSec staff and the Wing Security Officers:

S/L Diguer assumed the position of SOSec as of 23 Jul, replacing S/L Whitfield who was SOS to retirement 5 Aug.

F/L Brown was promoted to S/L eff 28 Nov.

55037 Sgt AC Stebbing, AFP 4, was promoted to FS eff 1 Apr.

204597 F/L DC Ewing, WSecO at 3 Wing, was promoted to S/L eff 26 Apr.

246102 F/O EW Roberts was transferred from SIU(E) to 1 Wing eff 21 Jun, to the position of WSecO.

Visits to SOSec

The following is an outline of the visits to the SOSec Branch that occurred during the period:

Commander Butroid, CFHQ/D/Sec, visited 4 Wing and 1 Air Div HQ on a familiarization tour.

The Wing Security Officers attended a Security Officers Conference held at 1 ADHQ 8 and 9 Nov.

S/L G Stubinski, CO, Armed Forces Identification Bureau, visited 1 ADHQ and the SU on 27 - 29 Oct.

S/L G Grant, S/L Benninger, from CFHQ, visited 4 Wing and 1 ADHQ in conjunction with an AFP establishment survey during the period 12- 20 Sep.

The 4 ATAF Security Inspection Team of Col Hurlbert, USAF, Capt Brinster, French Air Force, Capt Isel, German Air Force, and S/L Francis, RCAF, visited 1 Air Div HQ on 24 Aug for the annual visit on the handling and security of NATO classified documents.

S/L R Jordan, Directorate of Security, CFHQ, visited SOSec on 10 May, prior to the inspection of the ESIU detachments.

S/L G Grant, Directorate of Security, CFHQ, visited SOSec on 27 May, following the Joint Capability Inspections at 3 and 4 Wings.

Capt AE Schwichtenberg and Capt G Avadikian, Veterinarians, USAFE Hospital, Wiesbaden, visited this HQ to discuss RCAF Sentry Dog problems and introduced Capt Avakikian to SOSec staff.

Cdr Wright, CFHQ Cosmic Controller, conducted an inspection of handling and storage procedures on CTS and NATO classified matter.

Temporary Duty - SOSec Staff

The amount of TD for SOSec staff officers totalled 137 days which included staff visits to units, Joint Capability Inspections, Unit Tactical Evaluations, security screening requirements, Liaison visits and other normal inspections concerning police and sentry dog problems.

F/L Brown, CSecO, attended a Military Management Course from 22 Nov to 17 Dec.

B - OPERATIONS

Members of SOSec staff participated in Exercise Triplex in January, attended a meeting of the Joint Operational Board at 4 Wing, held between 28 Apr and 4 May, and visited 3 and 4 Wings for PRC evaluation and Tacevals, etc.

Joint capability inspections were conducted at 3 Wing on the 19 - 20 May, and 6 - 9 Dec, and at 4 Wing on 24 - 26 May and 29 Nov - 2 Dec. Security arrangements were found satisfactory.

C - SECURITY

ADI C22.01/02 (Clearance - Foreign National Civilian Employees - France) was completed and promulgated on 30 Mar. ADI C22.01/03 (Clearance - Foreign National Employees - Germany) was completed and promulgated on 21 May. ADI (HQ) 22.01/01 (Security of Classified Matter - ADHQ/SU) was also completed and promulgated 15 Apr to become eff 21 Jun.

SIU(E) completed the last German National civilian clearance in July. German National security clearances are now completed by the French and German security agencies through the SI Detachments at 3 and 4 Wings.

A review of the Denial of Access Records at this HQ is nearing completion, and revised and updated lists will be forwarded to all Air Div units as soon as possible.

Statistical information concerning security administration is included in Appendix A, attached.

D - POLICE ACTIVITIES

Statistical returns concerning activities of the Command Police Section are in Annex A, attached.

Small Arms Instructors

To maintain instructor strength a Small Arms Instructor's (SAI) course was arranged by SOSec and held at 3 Wing from 20 - 30 Apr, which was attended by 13 AFP selected from units of 1 ADHQ. 12 successfully completed the course, and one student CTd because of a domestic problem.

Sentry Dog Programme

During this period, 12 replacement Sentry Dog Handlers were qualified at the USAF(E) Sentry Dog School, Wiesbaden, Germany. One Dog Handler was qualified as a replacement Kennel Master.

Three RCAF Sentry Dogs were purchased during 1965 to replace dogs euthanized during this period.

Quarterly Kennel Inspections were conducted at 3 and 4 Wings by the USAF(E) Veterinarians, Wiesbaden and SOSec staff in accordance with the RCAF/USAF agreement.

CAFIB Operators

Three AFP were programmed for CAFIB training by SOSec during the Fall of 1964, and all successfully completed this course in the Spring of 1965.

SIT Courses

Eleven AFP were programmed for SIT training in the Fall of 1964 and all successfully completed the course at RCAF Stn Clinton during 1965.

AF Licensing

During Oct 65 a complete review of 1 ADHQ AF Licensing, operations, records and administration was carried out at all unit licensing offices. Staff visits were made to USAFE COMZEUR, Orleans, and 4 CIBG, Soest to discuss licensing problems.

The numerical returns for this period are shown in the Annex, following this Appendix.

PART V - FOOD SERVICES

Personnel

10 Jun 65

21235 FS JE Roby replaced 27189 Sgt CW Crawford as the Sr NCO i/c Food Services, AWU, Decimonannu.

Visits (Conference) made by SOFSv

6 Jan, 3 - 4 Feb, 5 - 6 May, 5 Aug, 30 Nov 65

Attended, as a non-voting member, the five United States Army Headquarters (USAREUR HQ) menu planning conferences which were convened at various locations including two at Giessen, Germany; one each at Munich, Germany, RCAF 1 Wing Marville, and Orleans, France. Purpose of the meetings are to approve the menu "A" and discuss current food services problems and policies. These meetings give the SOFSv an excellent opportunity to let USAREUR know our problems in using American rations and to solicit assistance with obtaining late date "B" and "C" food components or packs.

14 - 28 Jun 65

Attended, as the RCAF representative a Trade Specifications Board at RCAF Stn Trenton, Ont. Purpose of the board was to prepare with Army and Navy Food Services representatives, integrated Cook trade specifications for CFHQ approval.

12 - 16 Jul 65

In company with F/L MMR Theriault, 3 Wing Food Services Officer, attended as members, the Fourth International Congress of Dietetics held in Stockholm, Sweden.

6 - 8 Oct 65

A Liaison visit was made to the Financial Services Division of the Supply and Maintenance Agency (S&MA) of US Army CZ Europe located at Orleans, France. Accounts and Food Services representatives from Wings and Headquarters were briefed there on billing procedures which were introduced with the computerized system of Logistics support in Jan 65.

Events of Interest

5 - 6 May 65

Hosted the USAREUR HQ Menu Planners' Conference at 1 Wing, Marville. This was the first occasion that Air Division had extended hospitality to the personnel responsible for our Subsistence support. At the same conference, the US Menu "A" annual Food Plan for 1967 was discussed and RCAF Food Services officers, who attended, had an opportunity to express their ideas about foodstuffs to be requested, then.

11 - 24 Sep 65

W/C AL Campbell, Director of Integrated Food Services from CFHQ visited all the Wings, SU and AWU Decimomannu. During the visit, problems peculiar to Air Division were discussed with SOFSv and other staff officers.

19 Nov 65

The first Hercules airlift of public rations from Marville to AWU Decimomannu was introduced. With the retirement of the North Star a/c, the Pisa ration run was discontinued.

PART VI - CHAPLAINCY SERVICES (P)(RC)

Visitors

Mar 65

Colonel The Reverend JR Millar, D/Chaplain General (P), visited Air Division and the Wings in March. This visit was made prior to his appointment as Chaplain General (P).

The Right Reverend Ivor A Norris, Bishop Ordinary to the Forces (ACC) visited Air Division and the Wings in May. the Bishop carried out his episcopal duties by conducting Services of Confirmation for those candidates prepared by the Unit Chaplains.

Transfers

During the year, W/C D Stuart retired from the Service and was replaced by W/C G Fee. S/L William Lord was transferred from 1 Wing to replace W/C Fee as Wing Chaplain at 3 Wing. This leaves a vacancy at 1 Wing which it is hoped, will be filled early in the new year. In mid-summer, S/L D Thompson returned to Canada from 3 Wing after an extended period of service in the Air Division.

Statistical Returns - 1965

It might be noted that Chapel Offerings are up over the previous year by $1,140.67, and the Sunday School Offering is also up by $69.88.

CHAPLAIN SERVICES (RC)

Visitors

2 - 4 Nov 65

The Auxiliary Bishop (RC) to the Military Vicariate, Mgr NJ Gallagher, DD, visited the Air Division HQ. All the chaplains, including the Officiating Clergyman at AWU, Decimomannu, Father E Petri, met him at Metz.

Conferences

23 Feb 65

The Chaplains of 1 Air Division, including Father E Petri from AWU, were called into a meeting at Air Division HQ during which the SORA/RC studied with the chaplains the activities of the past year and made plans for the next 12 months. Part of this conference was devoted to the study of the new regulations concerning the conducting of services, etc.

3 Nov 65

On the occasion of the Bishop's visit, a one-day conference took place, chaired by the SORA/RC. In the course of this conference Bishop Gallagher informed the chaplains of the latest developments at the Council, gave his directives on non-military matters and received their comments and suggestions.

Pilgrimage

30 - 31 May 65

Thirty-five servicemen and their dependants attended the two-day International Military Pilgrimage in Lourdes.

Movement of Chaplains

The Itinerant Chaplain, S/L PA Frechette, was transferred to ATCHQ, Trenton as the Staff Officer Religious Administration, RC. He was replaced by F/L JAED Boisvert. Furthermore the position of Itinerant Chaplain was moved from 1 ADHQ to 1 Wing HQ. The actual list of the chaplains is now as follows:

Visits

25 Apr 65

The SORA/RC attended the military ceremonies at the cenotaph and church of Maison-Lafitte, in memory of some fallen Canadian aviators. He took the prayers at the cenotaph and preached in both languages at the church.

7 - 11 Jun 65

The SORA/RC attended the Tri-Service Chaplains Conference held at St Jean PQ.

19 - 23 Sep 65

Annual Retreat at Solesmes for the Chaplains of 1 Air Division conducted by F/L Gorieu (SupRes former chaplain at 3 Wing.).

18 Nov 65

The SORA/RC attended the Tri-Service Conference of the Senior Chaplains, RC, held at Ottawa.

In the course of the year, three complete staff visits were made by the SORA/RC to all units at the Air Division. One visit was made to CJS London.

1965 Statistical Returns for the Division

PART VII - CFN NETWORK

General

The Network consists of five 50-Watt FM transmitters located at Network HQ, Metz, 1, 3 and 4 Wings, and at Ramstein (4ATAF). Public property involvement in the network includes transmitters, broadcast antennas and CFN HQ studios at Metz. Studios at Wing locations are provided out of M&I funds. Network connections are made by RCAF microwave to the Wings, and by 4 ATAF microwave to Ramstein.

During the period CFN continued to broadcast 116 hours a week, with weekday sign-on at 0630 hrs, Sat, Sun and holidays sign-on at 1000 hr. Sign-off daily was at 0005 hrs. In some cases, Wing Stations stayed on the air locally after midnight with volunteer staffs to serve night crews.

Programming

Of the 116 hours weekly programming, approximately 70 were provided by CBC tape and shortwave services. The remainder was programmed locally from CFN Metz studios. Metz local programming was duplicated as far as possible by Wing stations, where broadcasting is considered a recreation for volunteers. There was, however, at all times a programme available from Metz during the 116 hours a week.

News programmes were increased from 4 daily to 7 daily throughout the period, thanks to changes in CBC's shortwave schedule. CBC tapes were delivered first to 4 CIBG and after broadcast there, were forwarded to 1 Air Div. The tape schedule contained a cross-section of Canadian programmes designed to provide material of interest to specific groups (housewives, children, teenagers, car hobby groups, etc.) as well as to a general audience. Special events given coverage during the period included the Canadian election, various space flights by US astronauts (taken from short wave with the co-operation of the American Forces Network), the Stanley Cup and Grey Cup games and the Queen's visit to 4 CIBG.

Technical

CFN's civilian technician was replaced during the period by a Cpl ComTech assigned full time to CFN. This technician is responsible for maintenance of publicly owned components of the network.

Personnel

In April, the local manager at 4 Wing was released for health reasons, and the 3 Wing manager returned to Canada on completion of his contract. These positions remained vacant until September. An announcer vacancy at Metz, filled in June, became vacant again in September as the Ryerson student in question decided to return to Canada to attend university. His position was filled by a Canadian student travelling in Europe who arrived by chance as the opening became available. The new 3 Wing manager, brought to Europe by the RCAF in August, resigned in Dec 65 (eff 1 Feb 66). Staff at the end of the period was as follows:
