The calendar year 1966 in the Air Division was a very interesting financially, particularly because of the impending relocation of our French based units.
First and foremost, we found it necessary to persuade CFHQ and Treasury Board to make provision to reimburse and compensate our personnel dislocated because of the move. This was the subject of a special submission and many meetings and negotiations with Departmental and Treasury Board personnel. We are reasonably confident of success in this regard.
We were also involved in an attempt to resist a lowering of our Overseas Allowance and we were successful to the extent that the reductions were postponed for six months. We also convinced the Treasury Board and Department Officials that the system of Overseas Allowances in effect should be replaced by a more equitable method of compensating personnel for the additional costs and inconvenience of living in European communities with the result that a study to introduce these changes is to get underway in Ottawa early in 1967.
As a final major activity in 1966, we undertook to obtain Public support for the Maple Leaf House, which is the sole Non Public Fund facility at AWU Decimomannu Sardinia. As at 31 Dec 66, approval had not been obtained but here again we are fairly confident of success.
In a more routine way, a full slate of accounting inspections of units and verifications of funds was conducted during calendar 1966 and no defalcations or major irregularities were encountered.
