Detailed Functions of TACC

The detailed functions of the TACC are as follows:

a

To implement the orders of the AOC in the fulfillment of the assigned role of 1 Air Division.

b

To maintain direct control of RCAF aircraft assigned to air defence and strike missions and direct 61 AC&W Squadron for the most efficient utilization of those forces, exercising such control as has been delegated by the AOC or his authorized representative including the handover of aircraft to adjacent sectors as necessary.

c

Collect and display pertinent information on air activities and the status of forces for air defence within 4 ATAF.

d

Disseminate specific operational and intelligence information to the COC, adjacent TACCs, 61 AC&W Squadron, and the IDF and AWX Squadrons.

Exercise control of electronic radiations within 1 Air Div as specified in the Air Div War Plan.

f

Co-ordinate and implement exercises in time of peace as specified by Air Division directives.

g

Monitor subordinate unit implementation of surveillance and control procedures prescribed by pertinent directives.

h

Analyze and determine dangers to aircraft resulting from the employment of thermo-nuclear, nuclear, chemical biological, or high explosive weapons against or near bases being utilized for aircraft under control of 61 AC&W Squadron, including dangers resulting from fall-out.

Plot probable courses and intensities of the fall-out patterns of nuclear and thermo-nuclear weapons exploded in the UK and continental Europe and to warn 1 Air Division units of the potential dangers to them from radioactive fall-out.

Transmit air raid alerts and warning to 1 Air Division installations and allied units as required, as determined from the TACC situation display.

Ensure liaison within Allied Air Raid Warning control agencies.

Maintain ground conditions status board in the TACC showing: (i) Serviceability and Ground/Air attack status of Allied Air installations likely to be used by aircraft under the control of 61 AC&W Squadron. (ii) Air Raid Alert status of 1 Air Division installations and bases being used by 1 Air Division. (iii) Probable fall-out pattern resulting from the explosion of nuclear or thermo-nuclear weapons within the range of 61 AC&W Squadron operations, including recorded radiation intensities as they become available.

Ensure liaison as required between TACC and anti-aircraft elements established at or near 1 Air Division installations.

TACC Duty Analysis

Position – Sector Commander
Major Responsibilities

The efficient functioning of the TACC; the operational control and reporting on the operational efficiency of assigned forces as directed by the AOC 1 Air Division.

The co-ordination of air operations with adjacent TACC and Sector Commanders.

Duty Controller

Position – Sector Administrative Officer
Major Responsibilities

To implement all directives from the Sector Commander and ensure conformation with existing operational procedures. Prepare and submit necessary reports on the conduct of missions or exercises as required by the pertinent Ops Orders or directives.

Procure and amend all applicable operations publications and charts to ensure the Duty Staff has current copies of same.

Process all incoming and outgoing operations and administrative correspondence.

Supervise the Clerk Steno in the preparation of necessary outgoing correspondence.

Register classified messages, letters and documents.

c

Maintain necessary correspondence files.

Maintain a TACC historical record in accordance with AFAO 71.00/01.

Review and revise TACC Standard Operating Procedures and Unit War Plan as directed by the Sector Commander or 1 Air Division HQ.

Process all administrative matters in conjunction with the appropriate section of RCAF Support Unit, Metz.

Publish necessary shift schedules and maintain necessary leave, TD and extra duties for all TACC personnel.

Supervise the NCO i/c Sector Administration.

Ensure sufficient officers are scheduled to meet all planned operational commitments and standby officers are available for alerts and/or emergencies.

Supervise the Training and Trade Advancement of all airmen and NCOs.

Modify and procure operations room equipment and communications as required.

Carry out such other special duties as ordered by the Sector Commander.

Position – Duty Controller
Major Responsibilities

Implement the orders of the Sector Commander in the fulfillment of the assigned role of 1 Air Division.

a

Supervise the states of preparedness and commitment of defence forces assigned to assure defence action against those hostile targets allocated to 1 Air Div by 12 AF and 1 CATAC ACCs for tactical action.

b

Direct the states of preparedness for those air defence forces not previously committed, but which have been allotted to him by the Air Division Combat Operations Centre.

c

Maintain direct control of RCAF aircraft assigned to strike missions and ensure that the conduct of the mission is as specified by current directives.

d

Request additional fighter forces from the appropriate authority when the situation warrants.

Maintain direct liaison with the Duty Controller 61 AC&W Squadron and Squadron Ops Officers.

Co-ordinate with adjacent TACC and Sector Operations Centre Duty Controllers on all current air operations subjects.

a

Implement directives pertaining to the handover and control of fighter aircraft between sectors.

b

Ensure a mutual exchange of the appropriate airfield, fighter, navigation and control facilities status is accomplished with adjacent TACCs and SOCs.

Be familiar with current directives, capabilities of equipment, air and ground situation.

Be familiar with enemy AOB, aircraft performance figures and possible tactics.

Be acquainted with the current weather, airfield and navigational aid status.

c

Be familiar and have readily available in detail, the capabilities of assigned forces.

Maintain current status display of all assigned forces, and the state of airfields, navigation aids, weather and adjacent control facilities.

Ensure dissemination of appropriate status, operations and intelligence information to the COC, adjacent TACCs, 61 AC&W Squadron and the Squadrons.

Supervise the receipt, analysis, plotting and dissemination of information received pertaining to the use of atomic, bacteriological or chemical weapons against bases or aircraft under RCAF control.

Ensure air raid alerts and warnings are transmitted to 1 Air Division units as required.

Order Search and Rescue action for RCAF aircraft emergencies and co-ordinate such action until the emergency is finalized.

Carry out such special duties as ordered by the Sector Commander.

Major Responsibilities

Maintain direct contact with fighter squadron operations and 61 AC&W Squadron Duty Controller in the implementation of operations orders and directives.

Ordering of aircraft states.

Detailed assignment of forces to fulfill the duty controllers general assignment.

c

Details of recoveries, alternates, handovers, flight following, mission reports, etc.

Scramble orders to 61 AC&W Squadron Duty Controller.

e

Record and consolidate tactical action and results to determine success of intercept and strike missions.

Ensure safety of aircraft under control by proper utilization of facilities, weather and airfield information.

Alert and co-ordinate Search and Rescue action for RCAF aircraft when an aircraft emergency develops.

Carry out other duties as ordered by the Duty Controller.

Position – Surveillance Controller
Major Responsibilities

Collect, display and disseminate to COC aircraft, airfield, weather and navigation aid status as required.

Receive and display fighter squadron Form Bs and current readiness status.

Receive and maintain airfield status for all airfields that may be used by 1 Air Division fighters.

c

Receive and display pertinent weather information on 4 ATAF airfields as received on the tactical weather teletype circuits.

d

Advise the Duty Controller TACC of current and forecast weather conditions.

e

Ensure 12 AF and 1 CATAC TACC are provided with current status of RCAF assigned forces.

Ensure liaison with adjacent TACCs and SOCs on track production and identification of tracks in the 4 ATAF area.

Brief 61 AC&W Squadron Duty Controller, Squadrons operations and the COC as necessary on the current air surveillance situation.

Preplot and correlate planned exercise tracks.

Carry out such other duties as ordered by the Duty Controller.

Position – Liaison Controller
Major Responsibilities

Maintain day to day liaison with adjacent TACCs and SOCs.

a

Co-ordinate scheduled exercises involving aircraft and/or C&R systems of 1 CATAC, 12 AF, 83 Group and DAT 901 Sectors 1 and 2.

b

Arrange fighter handovers with adjacent TACCs and SOCs during day to day operations.

Maintain records of current status of forces of units in adjacent sectors.

a

Maintain records of current call signs, frequencies, operational deployment of fighters, radars, navigation aids and airfields of adjacent sectors.

b

Maintain current records on restrictions and directives affecting landing and turn-around of RCAF interceptors at other than RCAF bases (i.e. cross servicing details).

c

Process requests for RCAF interceptors to conduct cross servicing exercises and co-ordinate such activity within the provisions of Air Division Instructions and as directed by 1 Air Division HQ.

d

Co-ordinate the action for the cross servicing of other than RCAF interceptors at RCAF bases within the provisions of Air Division Instructions and as directed by Air Div HQ.

Recommend action necessary to amend directives or procedures to enhance the operational effectiveness of missions involving other than RCAF forces.

Carry out such other special duties as ordered by the Duty Controller.

Major Responsibilities

An officer is required on duty in the TACC during exercises and wartime:

a

To advise TACC Commander on dangers to aircraft resulting from the employment of thermo-nuclear, nuclear, chemical, biological, or high explosive weapons against or near bases being utilized for aircraft under control of 61 AC&W Squadron, including dangers from fall-out.

b

To plot possible courses and intensities of the fall-out patterns of nuclear and thermo-nuclear weapons exploded in the UK and continental Europe and to warn 1 Air Division units of the potential dangers to them from radioactive fall-out.

c

To cross-tell fall-out plots to 1 Air Division HQ COC and to allied TACCs as required.

d

To transmit air raid alerts and warnings to 1 Air Division installations and allied units as required, as determined from the TACC situation display.

e

Liaison with Allied Air Raid Warning systems.

To assist in maintaining ground conditions status board in the TACC showing: (i) Serviceability and Ground/Air attack status of Allied Air Installations likely to be used by aircraft under the control of 61 AC&W Squadron. To advise the Commander TACC on all matters pertaining to ground defence and to assist him in local defence matters.

Ensure liaison as required, between TACC and anti-aircraft elements established at or near 1 Air Division installations.

To perform any other duties as may be allocated by the Sector Commander or other appropriate authority.
