Beacuse of the nature of the warhead of the Bomarc missile, the actual release for launch of the weapon was controlled by a two key system, one Canadian (we owned the missiles) and one American (they owned the warheads). Notice that the system was not only a two key system, but to ensure the integrity of the weapon the keyholes were sealed with a lead seal - 1964.
