APPENDIX "A" - Org Chart

INFORMATION

  1. Expansion of the Air Defence System in Canada requires the activation of numerous aircraft control and warning units across Canada, and in accordance with the 1952-53 Programme of Activities a permanent radar station will be installed at Foymount, Ont. For purpose of security these radar stations will be described as "RCAF Radio Stations" and will be prefixed by an identifying number.

INTENTION

  1. To form 203 RCAF Radio Station at Foymount, Ont.

EXECUTION

  1. 203 RCAF Radio Station is to form at Foymount, Ontario effective 1 Aug 52. This activation date is the date on which the RCAF takes over administrative responsibility of the station. ADCHQ is to advise AFHQ when the station is capable of assuming its operational functions. An advance party is to be detailed to take over the station facilities from AFHQ/AMTS/DFE on a date to be arranged by ADCHQ and AFHQ/AMTS.

Functions

  1. To provide control facilities for fighter squadrons of ADC.
  2. To collect, evaluate and display information on the air situation within its areas of responsibilities for use by military agencies and Civil Defence authorities.
  3. To provide early warning services within the area of surveillance of its radar.
  4. To commit such Air Defence forces as may be assigned to it when authorized to do so.

Command

  1. The officer appointed to command 203 RCAF Radio Station Foymount is to be the Commanding Officer as defined by QR (Air) Article 1.02 (xxi).
  2. Functional and administrative control of this Radio Station is to be exercised by the AOC ADC.

ADMINISTRATIVE ARRANGEMENTS

Establishment

  1. Establishment 6214 GCIF is to become effective 1 Aug 52.

Personnel

  1. The transfer and/or posting of personnel is to be arranged by AFHQ and ADCHQ.
  2. The posting or movement of personnel to form the advance party is the responsibility of ADCHQ.

Advance Party - Authorization of Civilian Positions

  1. To enable the advance party to function efficiently and to provide continuity in the maintenance and provision of services, authority to hire civilian personnel may be obtained prior to the formation date of this unit against estab 6213 GCIF. This authority will apply to certain positions in sections 2150, 2100, 2230 and 2270 only.

Equipment and Supplies

  1. The provision of equipment and supplies is to be arranged by AMCHQ and ADCHQ, in accordance with CAP 16 Vol. I.

Accounting

  1. Expenditures are to be charged to vote 600.
  2. This Radio Station is to be self accounting for pay and equipment.
  3. Treasury services will be provided by:

(a) CTO DND
"A" Bldg.
Ottawa (for civilian pay)

(b) DTO, DND
760 Victoria Square
Montreal, PQ (for other purposes)

  1. RCAF Station Uplands is to provide pay and equipment accounting for the advance party.

Risk Allowance

  1. For purposes of QR (Air) Vol. III Art 205.30 and AFAO F5.30 this unit is not designated a flying unit.

Accommodation & Messing

  1. Accommodation and messing are to be arranged by AOC ADC.

Medical, Dental and Chaplain Services

  1. Medical, dental and chaplain services are to be arranged by AOC ADC.
