An ME accident occurred in the morning with two vehicles involved – the snow plow and a Station Wagon – in which the latter sustained damage which cost $106.76 to repair. Cause factor was unsafe backing. One STP problem.

F/L J Birch assumes duties of COpsO in absence of S/L HA Pattinson – on TD to CPU Cold Lake. Exercise – Two Ton (B-52s). Exercise – Crash Bang (26 AD Sector SAGE). ADCHQ AC&W Visiting Team arrived to conduct a Staff Visit (23-27 Feb) in conjunction with the Air Staff Visiting Teams to visit Station Uplands during that period. The following officers visited this unit to evaluate controllers – S/L AW Bishop (OC AC&W VT) F/L GS Machen (Control), Major FG Ault (Surveillance), F/L WD Loney (Control). S/L JH Cochrane from Sector Edgar visited to coincide with ADC Staff AC&W Visiting Team. The week long Winter Carnival began. Two dances, a sleigh ride, snowshoe racing, toboggan racing and various mess competitions were held. LAW M Harder was chosen as the Carnival Queen. Cpl. WL Rogers and LAC RLG Pental arrived from Edgar to carry out corrective maintenance. One STP Exercise.

The 35th Anniversary of the RCAF and the 50th Anniversary of Flight were celebrated. Several MPs and citizens of the local area arrived at 1100 hours for a tour of the tower and the domestic site. Lunch was served in the Officers’ Mess with officers and wives in attendance. Over a hundred invitations were sent out inviting citizens from the local area to partake in the afternoon ceremonies. A parade was held at 1330 hours when WO1 Regrave gave an address tracing the history of the RCAF from its inception in 1924. S/L GR Phillips (retired) took the inspection and the highlight of the programme was the cutting of the birthday cake and a presentation of a silver tray to S/L Phillips by W/C HE Smith, AFC, Commanding Officer. S/L JH Phillips, DFC, came from Trenton to help pay tribute to his dad. The airwomen served tea until 1600 hours. A mess dinner was held in the Officers’ Mess at 1900 hours with wives and guests in attendance. Exercise – December Bride (B-52). ECM – 30 minutes from December Bride E 1-5; 10 min from Cowbell E 1-4.

The following personnel attended: F/L RL Kirkby and F/L Rushton from AFHQ, F/L RW Farrington, Mr. SH Woodend and F/L FA Tanner from ADCHQ, Mr. RE Greenwood and WH Bacon from Canadian Arsenals Toronto and Dr. FR Hunt from National Research Council. A sample was taken of ground based and airborne spot jamming and of slow sweep jamming from a B-47. A conference was held to summarize the trials. F/L SR Gaylor from Station Edgar visited to become familiar with Raid Marshall techniques – 2 days. Messrs RW Bowslaugh, RJ Evans, LM Nagata and HJ Simon CGE Radar Service Overhaul Party arrived. FPS-6 off the air. Exercise Catseye 6. ECM – 45 minutes from Ground Jammer. 3 – 5 condition. Chessmatch.

Exercise – Big Blast. ECM – 1 hour from Ground Based Jammer (Aztime Trials). 1 ½ hours from C-119 Boneyard (Aztime Trials). ½ hour from Big Blast Archie (Aztime Trials).

Messrs. L Smith, TM Reddie, JA Davey and IA Todd arrived to supplement CGE Radar Service Overhaul Party. Mr. C Burroughs, Quebec Water Safety Director, arrived to examine personnel on Water Safety Instructors Course. WO1 GN Smyth, WO2 HG Patrick and FS JB Prince from ADCHQ arrived to check heating, air conditioning and refrigeration equipment. ECM – 1 ½ hours from Barndoor, Electronic on Search, Condition 1-4. F/L FA Tanner, F/L RW Farrington and Mr SH Woodend of ADCHQ (visiting for Azimuth Time Recorder Trials – 7 Apr) took pictures of various degrees of jamming on the FPS–6 as provided by the CEPE Dakota. Dr. FR Hunt from NRC conducted a few tests with his Stepped-Gain Receiver on the FPS-6, in the morning to determine the cause of spurious responses evident since the installation of the Rigid Radome.

F/L NJ Ashton, Mr R Stangroom and Cpl. Cassis, Physical Fitness Test Team (5 BX) from AFHQ arrived to test personnel (3 days). ECM – Synthetic Triangulation problem. One STP exercise. Letdown trial at Uplands – aimed at increasing the landing rate by decreasing spacing between aircraft.

Mr. Fred Illingworth of Canadian General Electric arrived for the purpose of supplying parts to CGE workmen presently overhauling the FPS-6. Airmen’s Trade Examinations held – 0900 hours to 1200 hours. Broadcast Control Chessmatch. ECM – 40 minutes from Kenneth B-29. L, S and X band. S/L HA Pattison assumes command of Station Foymount in the absence of W/C HE Smith attending the CO’s Conference at ADCHQ.

15 Apr 59

F/L A Della Stua, F/L CF Wilkinson, Cpl. RJ Currie and Cpl. EO Razzell from 3 ADCC Edgar, made a staff visit (2 days). The Joint Defence Plan has been re-drafted to incorporate Nuclear Defence as well as Security. FPS-6 back on the air. A secret registered parcel was received from the Systems Development Corp., Santa Monica. The inner package had been slit open and there is a danger of a possible compromise. GPA 40 performance monitor equipment on the FPS-6 was installed. We can now take continuous figure of merits. ECM – 2 hours 30 minutes from unknown source. Condition 1 – 5. One STP exercise. The scope camera has been re-located on GCI 10 in Room 216 (GCI Controllers Room). W/C HE Smith reassumes command of RCAF Station Foymount on return from TD.

Fire alarm sounded at 1710 hours – fire, in ceiling around exit light, outside swimming pool caused by faulty wiring. (Incorrect installation). Considerable damage to walls in swimming pool (smoke) and outside wall needs repair. A full Summary Investigation was carried out. Mr. Jack Kenney and Mr. Ned Cook of National Research Council arrived to test components Astrid. (Astrid Compass Trials).

Sgt. WL Rogers, LAC RE Foster and LAC GV McDougall from Station Edgar visited for 1FMP Preventative Maintenance. One STP exercise. WO2 R Smith from ADCHQ arrived to investigate the fire in the Rec. Hall and was appointed a member to the Summary Investigation.

F/L GRE Dube and F/L JN VanBuren from AFHQ visited on a preliminary siting trip to site GATR SAGE ANNEX. Our controllers were briefed on the above noted shortly after their arrival. Emergency – XL Blue 2 lost AC power – returned to Uplands without incident. Exercise – Big Blast. Chessmatch (F-102s). ECM – 1 hour 5 minutes – source unknown. L Band, Condition 2-3; 1 hour from Big Blast aircraft; L and S Band Condition 4.

W/C EJ Gauthier, STelSO from ADCHQ made an annual STelSO Liaison Visit. Chessmatch. Voltage Stabilizer at RX Site burned out at 2100 hours. All VHF and 4 UHF receivers unserviceable. All common frequencies restored in 10 minutes, site back on air completely at 2325 hours.

Dr. JK Houston, MD, arrived from Kingston to assume duties of SMO for the summer months. F/L TA Bruce, Med MO, to be hospitalized for an operation at Rockcliffe Hospital and later transferred there on staff (approximately 15 Jun). Dr. Houston came from Queen’s University where he did a year’s Post Grad. Studies and has been employed previously at Sea Island and Station Holberg.

Captain Boucher from Camp Petawawa and Pte. Sabine Pasley from RCDC 13 Coy Trenton arrived to provide dental treatment to the station personnel (duration of visit – one month). F/O EW Gummeson, AS/G Def and FS I Hargreaves arrived from Station Uplands to arrange Ground Defence Continuation Training (3 days). Mr. N. Cooke and Mr. B. Steedman of NRC arrived to test astrid transmissions through Uplands to NRC. F/C PG Hudson, URTP Pers/Adm, reported in from McMaster U. Squadron Hamilton for summer training. LAC JE Spurrill from 53 GObC Det Brockville reported in for two week’s trade training. Four airmen from Edgar arrived for two days cross training. One STP exercise.

Cpl. JR Genest, AFP from ESIU Rockcliffe visited for one day on investigational duties. Exercise – Catseye 7. ECM – Jolly 32 – S Band. Working Crystal – 1 hour. Chessmatch. Emergency – HLD 2 lost radio receiver – HLD 1 locked on and section returned to Ottawa – picked up receivers before landing. Emergency – Golden 3 lost engine over KC – recovered at Plattsburg.

WO2 WR Rockey from ADCHQ visited for the purpose of a Command Fire Inspection (3 days). F/L J Birch assumes the position of COpsO in the absence of S/L HA Pattison on TD. (COpsO’s Conference – Edgar). Landscaping for Admin Bldg, rear of Rec. Hall and rear of CE Section, has been approved and work has commenced. ECM – KSW working Crystal – L Band and Chaff – 57 minutes. Mechanical jamming Crystal area – 1.30 minutes. One STP exercise.

F/Os DJE Bigu, GR Hunn, WE Mulinder and HJ Emson arrived from Station Uplands for two days cross training. Exercise – Big Blast. ECM – Exercise Big Blast LS Band. Messrs CJ Acton, WJ Wilson, AJ Dawson, HF Jackson and Age Argue of DOT; Lt. Comdr. RM Dunbar, RCN, Captain ST Chisholm – Army and F/L JF Cartwright visited for one day. All are members of the Canadian Delegation to the forthcoming conference of the International Telecommunications Union at Geneva where they must defend the use of RCAF frequencies. They visited here to ask questions here relating to radar and communication equipment. A thorough briefing was presented by the Unit Telecom Staff.

F/L WK Beattie, SOPhoto ADCHQ, made a staff visit. F/C B Knaggs, URTP AS/FtrC, reported in from UBC Squadron for summer training. Unknown – 1 KC 97 Track #UA6 – DP21 scrambled ident 1 KC-97 #29U8 at 1552Z. One STP exercise. Over one hundred "I" cards were processed by the AFP, for service personnel and for dependents 12 years and over.

Five airmen arrived from 2451 (Aux) Squadron Windsor for summer camp training. The FPS Upper Beam receiver was off for two periods of 40 minutes and 1 hour and 30 minutes early in the morning in order to clear faults in the Transmit/Receive switching system.

F/L FA Tanner, ADCHQ, arrived for ECM trials. Exercise – Private Eye. 2 Chessmatches. Admin teletype circuit to St. Hubert was out for two hours in the morning due to cable damage between Ottawa and Montreal resulting from an electrical storm.

F/L AL Seward, 3 ADCC Edgar, visited to present a current "Threat" briefing to all unit personnel cleared Secret. The briefing was later cancelled due to illness. F/L Eakins, ASWelO AMCHQ, visited for one day. F/O RW Hipgrave, Sgt. CP Callander and LAC J Folk from Station Uplands reported in to carry out the regular weapons and explosives inspection. Exercise – Private Eye. ECM – 55 minutes. S Band – GCI Site Run. One STP Exercise. Power failure of one minute in Ops Bldg., all radar equipment went off as well as all VHF and UHF transmitters.

G/C RDP Blagrave, SPSO ADCHQ, here for staff visit. Twenty personnel from 2451 (Aux) Squadron Windsor spent the weekend here for Auxiliary training in STP briefings and explanation as to duties during Wray Day Exercise, planned for July. Severe arcing in FPS-6 Waveguides at 1515 hours. – required reduction in power. Returned to normal power at 1800 hours. ECM – 15 minutes L – FPS-3 and S Band – US Big Blast. Jolly 55 – L and S Band – 2 hours and 35 minutes. One STP exercise. FPS-3 was stopped at 0400 hours to check 36X synchro – back on with 1X synchro maintenance at 0730 hours.

FPS-6 off the air to change magnetron and check circuitry at 0840 hours. Time off 2 hours 20 minutes. FPS-6 waveguide arcing at 1500 hours. – power reduced and at 1520 hours FPS-6 was off completely.
