APPENDIX "A"

MAJOR EXERCISES

15 Jan 60

Exercise Cold Wind: A Chessmatch type exercise of three waves to test turn around capabilities at Fighter bases. This exercise required a full manning basis. Results 5 MA, 13 MI. Southern SOP’s were used for this Unit, the outstanding observation of this exercise was that the selected SOP’s were too far south as the target force, on two occasions, altered course for base while fighter’s were either on the way to or on the displacement line.

23 Jan 60

Exercise Cueball 1/60: A no warning type exercise employing T-33 and CF-100 target force. The first wave this unit was assigned four CF-100s to two Faker tracks. Results 2 MA, 6 MI. During the second wave Eskimo assigned against five Faker tracks. Results 6 MA, 4 MI. The majority of negative results were attributed to VHF ECM Jamming.

25 Jan 60

Catseye 14: A no warning Sector Exercise, employing CF-100 and T-33 target force. Two waves of Faker targets. Results 8 MA, 8 MI. The initial surveillance picture was confused due to tracks splitting and fanning, during the second wave fighters were late on SOP.

25 Feb 60

Catseye 15 and Straw Boss 25: A no warning Division Exercise employing T-33 and CF-100 targets. The results 4 MA, 16 MI. The main observations were (a) the majority of tracks were neutralized prior to penetration of this sub-sector resulting in seven cancelled intercepts classed as MI’s. This exercise also pointed up a weakness in lateral tell between Crystal and Eskimo as four West bound targets went through the sub-sector. This unit picked up one and co-related it to a Faker target.

29 Mar 60

White Lightning: An ECM VHF Communications employing five B-47s flying a low line from Quebec City along 47º Parallel to 70.30 W and return. The first wave was a single B-47, the second a pair of B-47s, the third five B-47s abreast. CF-100s were scrambled against each wave. The target aircraft employed a multiple wave jammer, however, it was countered by transmitting on a tactical channel, waiting for lock-on, and the transmitting on a secondary VHF channel. Results 12 MA, 4 Mi. Three MI’s were attributed airborne equipment failure and one to ECM.

3 Apr 60

Wide Awake: An ECM Exercise with USAF/TAC employing B-57s as targets, this unit was assigned 4 CF-100s to hit whilst B-57s employed ECM Mechanical during a USAF deployment exercise. Results 3 MA, 0 MI. One CF-100 aborted after take off due to radar failure.

22 Apr 60

Cueball 6/60: A Northern NORAD Exercise using CF-100 and T-33 target force as Fakers. Results 2 MA, 3 Mi. An SOS occurred during this exercise DPK1, DPK2 was vectored to assist #1 and the aircraft landed without incident. Weather and AP presentation on PPI’s caused a limitation to XB’s effectiveness. This exercise further pointed up the necessity of a direct line between Eskimo and Crystal Battle Commanders. The assignment of fighters, tactical results, and handovers necessitate close liaison between these two positions where Faker tracks re concentrated close to or crossing the Sector boundaries.

20 May 60

Cueball 8/60: A Northern NORAD Exercise using CF-100 and T-33 target force. The main observation on this exercise pointed out the necessity of a re-study of the channelization of GCIs control capabilities. This comment has been passed to Ottawa Sector and then to ADCHQ. Results 5 MA, 2 MI.

MAJOR STP PROBLEMS

11 Dec 59

STP Problem 602. This was a war problem with the 1st and 3rd Divisions participating. The air traffic was composed of tactical aircraft and invader targets. The tactical aircraft were SAC deployment, evaluation and aborts; SAC retaliation flights and returning fighters; interceptor augmentation and MATS flights. Invader penetrations occurred simultaneous with the tactical aircraft. Active electronic jamming and chaff were lightly employed to disguise penetration tactics and to confuse the surveillance picture and the raid assessment as the raid fans out. Many Canadian targets were attacked and battle damage was minimized to ensure continued participation of 3 Division. The training objective of this problem was to exercise processing and display of operational information, current reporting of BLITZ, NUDET weapons status, tactical actions and track summary reports.

STP Problem number 658. This was a two-hour peace problem with a SAC exercise occurring concurrently. It was a joint ECM exercise in which 1st and 3rd Division participated. The general training goal of this problem was to promote a co-operative interplay between Divisions as well as interaction among the sub-sectors. This problem employed probable strike routes on the inbound SAC Fakers and strategy and tactics which would allow the Divisions to implement fighter deployment plan and interact on joint tactical doctrine. Interim spot jamming was included on some inbound SAC fighters and this was to exercise the triangulation centre.

STP Problem number 657. The problem, a limited warning war problem, began with a peace time condition which progressed to a full war time situation. The exercise extended over five hours and 64th Air Division, 1, 2 and 3 Sectors participated. The primary training objectives of the exercise included joint interaction of units at all levels within the region: defence against an invader strike from the northeast; exercise in fighter assignment and interception control; exercise in combating ECM; experience with an ESCAT air situation and the general characteristics of the SAC war plan. There was an opportunity to react to battle attrition and radioactive fallout threats.

22 Mar

STP Problem number 658 was scheduled for this date but was cancelled due to installation of the FPS-20.

6 Apr 60

This was a repeat of STP Problem 658. 1 Div and 3 Div participated in this exercise.

STP Problem 302(c). This problem simulated a wartime environment for a three hour period. The participants in this exercise were 30th SAGE Div and 3 Div. The main training objectives were to establish lines of communications and help to formulate SAGE-Manual standard operating procedures. Prior to the start time of the exercise NORAD had implemented "Cocked Pistol" and invader aircraft and the SAC EWO plans were put into effect. At the actual start time of the film there were both invader and SAC aircraft taking off on their missions and to overfly the area. All SAC retaliation aircraft were out of the area one hour after the film start time, however, at various times in the problem some small private aircraft flew in and out of coverage.

STP Problem 725B. This problem simulated a wartime environment. This was a tri-region exercise with 26th NORAD, and 1 Div and 3 Div participating. This exercise was designed as a joint SAGE-Manual and US – Canadian exercise. The main training objective was to provide situations where Sector Battle Staffs, interacting with the Combat Centre and Manual Combat Centre were to make decisions which affect the adjacent sectors and Divisions. Prior to the start of the film "Lemon Juice" was implemented by NORAD and shortly thereafter intelligence reports were received of DEW and Atlantic penetrations. At the start of the film ESCET had been completed. All Divisions were affected by SAC aircraft out bound on retaliation missions, by orbiting aircraft and out bound tankers. The first pick up of invader aircraft was shortly after the film start time and this then gave an initial heavy load of traffic which continued throughout the problem.

18 May 60

This was a repeat of Problem 658. Participating in this exercise were 1st and 3rd Divisions.

25 May 60

STP Problem 23 and 24. Participating in this exercise was 3rd Division only. This exercise was run in for preparation of Desk Top III. The films were of two hour duration each. STP problem 23 commenced at 0900 local and was a peace-to-war problem. The problem opened with approximately thirty minutes of light normally distributed peace-time air traffic. Background traffic increases in volume as the early invaders appear introducing the war phase of the problem. The invaders penetrated the Division in three separate strikes. The initial raid split as they progressed southward changing heading as they continued toward their targets. The two successive raids appeared as a two prong attack and overtook the earlier attacking forces within the Division. STP Problem 24 commenced at 1800 hours local and was a two hour war problem. This was a relative heavy problem designed to provide a defence exercise for a co-ordinated invader attack which employed splitting and merging strikes. The invader were high performance jet and turbo-prop aircraft which penetrated the division area in two phases. The first attack appeared as three separate groups of aircraft and these strikes broke into separate cells as they moved into the Division area. The second phase of the attack moved down through the sector in three separate groups. The primary training purposes of this exercise was to familiarize crews with a "limited warning" attack requiring a rapid transition from a peace-to-war situation and to provide an exercise in basic Air Defence functions during a wartime situation.
