RCAF STATION LOWTHER
HISTORICAL SUMMARY
1 January 1965 to 31 December 1965

Introduction

The major function of this Unit is to provide surveillance data and Time Division Data Link facilities to 29th Norad division under a Mode I Operation. This Unit also functions as an NGCI under a Mode III Operation, whereby tracks from RCAF Stations Pagwa and Moosonee are passed to this Unit. All tracks are then passed to Calumet NCC. Station Lowther has a manual interceptor control capability as required under Mode III Operation.

1. SUMMARY OF UNIT ACTIVITIES

Station Lowther has been carrying out SAGE testing in preparation for the implementation of the BUIC Phase II Program, under which this Unit will assume it’s new role as a BNS site during Mode III Operations, feeding all data to Calumet NCC. In conjunction with the BUIC Phase II Program the strength of the Intercept Controller establishment has been slowly depleted over the past year. These positions are not required under this program. BUIC Phase II is to be implemented 1 Jan 66.

The single shift maintenance concept was initiated by all Ground Environment Sections of this unit in September 1965. Under this plan the majority of maintenance will be carried out by specific maintenance crews during normal working hours. One man monitor crews will be assigned during after duty hours.

This Unit was successful in passing the annual Radar Squadron Assessment. There have been two RSA evaluations since takeover from the USAF in 1963. Both have been successfully passed by Station Lowther.

2. OPERATIONS

This Unit was credited with a pass on it’s Radar Squadron Assessment.

3. TRAINING

An "On the Job Training Programme" has been carried out by all Ground Environment Sections throughout the year.

A 3-day ECCM familiarization course was conducted for operations personnel by Staff personnel.

A 3-day course on FPS-27 alignments and test equipment was conducted by Canadian Marconi.

Station personnel were on parade at RCAF Station Lowther for the purpose of raising the new Canadian Flag.

12 Sep 65

Two flights of Station personnel paraded at Kapuskasing on the occasion of the commemoration of the Battle of Britain. (Parade Orders as addendum II).

11 Nov 65

Two flights of Unit personnel took part in the Remembrance Day Parade in Kapuskasing.

19 Nov 65

Distinguished citizens of Kapuskasing and Hearst attended the official opening of the Officers Mess.

1. A/C W Weiser MBE DFC CD, Deputy Commander of 30th Norad Region will make an official visit to Station Lowther the 6 and 7 Jun 65.

2. Dress for the duration of the visit will be: within work areas, No. 6A, outside work areas, No. 6 dress. Officer personnel No. 6 dress for all areas.

3. Details of the visit itinerary are attached at Appendix "A". It should be noted, however, that the times and places to be visited may be altered without warning. All sections, therefore, are to be in readiness for an inspection well in advance of the stated times. Those areas not specifically listed are to be similarly in readiness for an unscheduled visit.

4. Appendices "B" through "L" detail specific duties and responsibilities of sections and individuals. Queries and problems should be directed to the Visit Co-ordinator, F/L TR Axcell, local 123.

Sgt MM Dennison, recently released from the RCAF was successful in a recent competition for the appointment of Civilian Personnel Officer, RCAF Station Lowther, Ontario.

F/O PJ Dunne arrived this Unit to assume the duties of Duty Operations Officer.

18 Jan 65

S/L WD Gordon, ADCHQ Legal Officer, conducted a three-day visit to this Unit. S/L Gordon was readily available throughout the visit to provide legal advice for Station personnel.

25 Jan 65

Captain Tervitt, RCA Dental Detachment, Trenton, arrived on the Unit to establish the semi-annual dental clinic. During the following two-week period, Captain Tervitt hopes to carry out dental examination of all Station personnel.

Mr. Wylie and a five (5) man team from Canadian Aviation Electronics arrived to carry out calibrations on the FPS-27.

2 Feb 65

F/L E Zapf, Regional Welfare Officer, reported to Station Lowther to examine current welfare cases.

Mr. W Anderson, Mr. R Munro and Mr. J Graham (ETELCO) arrived at this Unit to commence installation of the new dial telephone system.

A select curling team from Station Lowther departed the Unit to complete in the regional bonspiel hosted by RCAF Station Downsview.

15 Feb 65

A parade was formed at 1200 hours for the purpose of raising the new Canadian Flag. The parade consisted of all Unit personnel under the Command of F/L T Axcell. At the conclusion of the ceremony, the Commanding Officer, W/C ID Tenove presented Canadian Forces Decorations to the following personnel:

21 Mar 65

Sgt M Thomas, NCO i/c of the Station Accounts Section was advised of his selection as a successful candidate of the CFR annual competition. Sgt Thomas was offered a commission in the rank of Flying Officer to be effective 1 April 1965.

F/O D Orr, President of the Station POMC Safety Committee departed the Unit to attend a two week safety course conducted at RCAF Station Camp Borden.

A/C W Weiser, Deputy Commander, 30 Norad Region, arrived on an official visit to RCAF Station Lowther Ontario. A/C Weiser was met at the Kapuskasing Airport by the CO, W/C ID Tenove and driven to the RCAF Station Lowther, arriving at 1715 hours. A reception was held by the officers and wives at the Officers’ mess in the evening of 6 Jun. The following day A/C Weiser toured the operations complex and domestic site. At 1300 hours 7 Jun, A/C Weiser inspected the departure guard prior to departing the Unit for Station Pagwa. (Itinerary is attached as addendum 1).

14 Jun 65

The ADCHQ RSA team consisting of S/L Birch, F/L Young, F/L O’Connor, F/L Stewart and F/O Miller arrived at the Unit. After a thorough evaluation of the operation segments, RCAF Station Lowther was credited with a pass rating.

15 Jun 65

G/C Bowes, SGESO, ADCHQ, conducted an inspection of the Ground Environment Section.

18 Jun 65

S/L GW Fulton was TOS from Station Uplands and assumed the duties of CGEO and Acting Commanding Officer, vice W/C ID Tenove who was transferred to 1 Air Division, Canadian Armed Forces Europe. F/L W Stewart reported on TD from Station Pagwa to carry out cash count and complete M&I Audit Board. F/O GE Hay arrived on the Unit to assume the duties of Senior Accountant Officer.

F/O JG Moore was TOS and reported to the Unit to assume the duties of Duty Operations Officer.

27 Jun 65

F/L F Chin and WO2 J Reilly departed on TD to 66 Radar Squadron, Calumet, USA, to participate in BUIC Phase II briefing.

28 Jun 65

Ontario Department of Transport Safety Team arrived on the Unit to conduct POMC safety checks. Duration of visit was expected to be three days.

16 Jul 65

The Station Radio Station, call sign identification CFLO, which hitherto was not on the air but was expected to be active shortly, was cancelled as a Unit activity. The decision to terminate any plans for broadcasting resulted in the establishment of a commercial Radio Station in Kapuskasing.

22 Jul 65

W/C WR Tew arrived at the Unit to assume the duties of Commanding Officer, relieving S/L GW Fulton. S/L Fulton will assume the position of CGEO.

25 Jul 65

Station Pagwa softball team arrived on the Unit to participate in a softball tournament with RCAF Station Lowther team. RCAF Station Lowther Amateur Radio Club was organized and held their first meeting. S/L GW Fulton was elected President.

4 Aug 65

Captain WR Kyle, RCADC and Assistant reported to the Unit to conduct the regular Dental Clinic.

15 Aug 65

After careful deliberation and approval of plans by the Mess Members, long awaited renovations to the Officers’ Mess were commenced by personnel of the C&E Section.

12 Sep 65

A Parade commemorating the Battle of Britain was held at the Cenotaph in Kapuskasing. A Squadron was formed consisting of two flights of personnel from RCAF Station Lowther and two flights from 647 Squadron, RCAC. S/L GW Fulton acted as Parade Commander. W/C WR Tew laid a wreath in memory of those of the RCAF Station North Bay provided a Fly Past during the ceremony. (Parade Order as addendum 2).

27 Sep 65

F/L W Watson, SOPA, ADCHQ, reported to the Unit to conduct a regular semi-annual inspection of the administration activities of M&I Accounts.

6 Oct 65

The Station school bus, when returning from Kapuskasing, was involved in an accident with a private automobile. Minor damages resulted to the Station bus but extensive damages occurred to the automobile. No injuries resulted from the accident. Preliminary investigation by the Ontario Provincial Police, Kapuskasing Detachment absolved the bus driver from all blame.

18 Oct 65

F/O BS Greaves, from RCAF Station Centralia Ontario, reported to RCAF Station Lowther. F/O Greaves will assume duties of Duty Operations Officer.

26 Oct 65

Mr. AE Bodsworth and Associates from Canadian Marconi arrived at Station Lowther to conduct magnetic amplifier changes to the GLA8. The team will also conduct a course for Unit personnel on the FPS-27 alignment and test equipment.

11 Nov 65

A Remembrance Day Parade was held in Kapuskasing consisting of two flights of Unit personnel with contingents from 647 Squadron, RCAC, "A" Company, Algonquin Regiment RCA (M) and Royal Canadian Legion. F/L WJ Smith acted as Parade Commander. W/C Tew, Commanding Officer, RCAF Station Lowther, placed a wreath at the Cenotaph. Wreaths were also laid by Mr. G Maybury, Mayor of Kapuskasing, Major J Shipman, Officer Commanding "A" Company, Algonquin Regiment RCA(M) and other distinguished personages.

Extensive renovations to the Officers’ Mess were completed.

16 Nov 65

F/L D Sharp reported to the Unit to interview Station personnel requiring welfare assistance.

19 Nov 65

The official opening of the recently renovated Officers’ Mess was held with Officers’ Mess Members hosting distinguished citizens from Kapuskasing and Hearst.

29 Nov 65

F/L DR Vincent, SOPA, ADCHQ, arrived on the Unit to carry out an inspection on the administrative segment of the Mess and Institute activity.

6 Dec 65

A/V/M Lister, AOC, ADCHQ, arrived at 1630 hours to carry out the Annual Inspection of RCAF Station Lowther. The anticipated arrival of the AOC and party had been scheduled for 1200 hours but were delayed due to adverse weather conditions. (Itinerary of the Inspection is attached as addendum 3).

12 Dec 65

S/L Sinclair and F/O Haggart of CFHQ visited the Unit for a period of three days to inspect fire prevention facilities on RCAF Station Lowther.
