RCAF STATION LOWTHER
HISTORICAL SUMMARY
1 January 1966 to 31 December 1966
INTRODUCTION
The major function of this Unit is to provide, as a BNSS, a surveillance data, Time Division Data Link facilities and air/ground/air voice communications facilities to 29th Norad Division under a Mode I Operation. During Mode III Operation the above information and facilities are provided to a BNCC located at Calumet, Michigan fulfilling the BUIC Phase II role of the unit.
CRS Lowther is an FD site having as its major equipment an FPS-27 search radar, FPS-26 primary height finder, and an FPS-6 height finder. The unit is located on the eastern extremity of the 29th Norad Division and acts as an overlap site feeding data to the 41st Norad Division at North Bay. Operational control of CRS Lowther is from Duluth, Minnesota, USA.
SUMMARY OF UNIT ACTIVITIES
CRS Lowther assumed the functional role of BNSS as of 1 Jan 66 with implementation of the BUIC Phase II Programme. A consequent complete reduction of Intercept Controllers resulted.
BUIC Phase II originally encompassed a crude system of mode transitioning, but developments over the course of the year sophisticated the system to an effective and efficient level. The maintenance function of the unit has been streamlined with the incorporation of single shift maintenance of the radar and unmanned operation of the GATR site during evening and midnight shift periods which was implemented in Dec 66.
During the summer of 66, the Kapuskasing Detachment from CFB North Bay which maintained the TACAN located at the Kapuskasing Airport, was dismanned. CRS Lowther has been given the duties of CE maintenance and security watch over the unmanned TACAN site.
Following the final closure of CFS Pagwa in mid-December, a rear party was stationed at CFS Lowther with F/L Shephard and several NCOs from CFS Pagwa completing final administrative duties. A rear security party of MPs left at Pagwa report daily to CFS Lowther to assure their personal safety.
A discovery in December of suspected fraud in the Unit Supply Section is currently under investigation.

Station personnel paraded in the town of Kapuskasing in commemoration of the Battle of Britain and then attended church services at St Marks (Anglican) and St. Patrick’s Church (Catholic).

The station hosted 88 Knights of Columbus from the town of Smooth Rock Falls for a tour of the complex.

The Officers Mess hosted 60 people from the Kapuskasing Badminton Club.

Two flights of station personnel paraded in the town of Kapuskasing in the Remembrance Day Parade. One T-33 aircraft from CFB North Bay performed a fly-past during the ceremony. The CO later was guest speaker at a dinner held by the Canadian Legion of Kapuskasing.

Final point standings placed the Airmen first, the Officers second, the Corporals third, and the Sergeants last. The Carnival was terminated by an all-ranks dance in the Station Recreation Hall on the evening of 26 Feb. The entire carnival was a success.

W/C Rideout, Major Osborn, F/L Young and five warrant offices arrived for a four day tour of inspection of the CE Section. The group inspected the R&M Section and all the problem areas of the unit. A report was made giving constructive criticism of unit problems. A dinner was held in the Station mess hall with the Sr. NCOs and Officers of the station hosting the group. At the conclusion of the tour W/C Rideout presented a briefing to describe the new CE organization at Command level and how we were to fit in with our problems.

Final renovations have been completed to the old manual operations room to convert it to a Station Theatre. Self-help was used to build a curved viewing screen of plywood. F/O JJP St Laurent, Tech/CE was TOS this unit from CFB Cold Lake to assume the duties of SCEO. The CE Section has been without a SCEO since the departure of F/L Yee, 30 Sep. FS Petrow, TelMSup was temporarily given the duties which he performed commendably.

The extra mural French Language Training classes commenced for the year 1966 – 67. An initial enrolment of 12 started classes in the newly located library/lecture room.

Mr. Ryan and Mr. Webb of Canadian Westinghouse arrived for a two day visit to investigate a leaking PFN and caved in wave-guides of the FPS-27 Search radar. The caved in wave-guides were discovered locally on 4 Nov by unit technicians while investigating radar performance problems.

Two flights of station personnel paraded in the Town of Kapuskasing in the annual Remembrance Day Parade. One T-33 aircraft from CFB North Bay performed three fly-pasts during the ceremony by prior arrangement by the unit Commanding Officer. The CO later was guest speaker at a dinner held by the Canadian Legion group of Kapuskasing. F/O Moore also attended the diner as the CO’s Assistant. See ADDENDUM III for the parade itinerary.

The Sr. NCOs and Officers held a combined mess dinner in the station mess hall with following entertainment in the Officers Mess. A number of invitees of the Town of Kapuskasing attended. See ADDENDUM IV for a listing of guests.

The Kapuskasing Badminton Club, of which F/L Wallace the SAO is an active member, utilized the Officers Mess for a party terminating the badminton zone playdowns.

F/O Kerwin the unit CAdO departed for Station Hubert for a one week CAdO course.

F/O Banks, TelOpsO, started NBC #5 Course at CFNBCS Borden.

The new ground environment organization encompassing the new position as per ADCI 3.01/6 of SSTO became effective. F/O Banks filled the position of SSTO with F/O Moore as TelMaintO and F/O Greaves as TelOpsO. Rotation of positions is planned for early 1967.

Mr. Murray Stewart from CAE Winnipeg completed temporary repairs to the pressuring system of the FRT-49 wave-guide at the GATR site. More complete repairs will be effected in the spring of 67 pending favourable weather conditions.

F/L Sharp the Regional Welfare Officer from CFB North Bay visited the unit.

F/L Law and F/O Hawrylak from ADCHQ (rear) Longueuil conducted a two day staff visit of the unit ground training. A complete tour of all sections with appropriate briefings ensued with a terminating debriefing to the Commanding Officer. The report was generally good.

F/O G Earle, SOPA, arrived for the annual Admin staff inspection. The report was favourable. Mr. White, Mr. MacFarland, Mr. Lynn and Mr. Gibson of Canadian Marconi Company, Montreal completed the trial installation of a heat exchanger modification to the FPS-27 Search radar. Mr. Webb from MATCOM arrived for observation of a heat exchanger modification carried out on the FPs-27 Search radar.

The annual traditional Christmas Dinner was held in the station mess hall with all service and civilian personnel attending. Senior NCOs and Officers acted as waiters and washed up afterwards. LAC John Last, the youngest airman was appointed CO for the evening. Entertainment followed in the various messes. The vote of thanks given the CO later, was a measure of the evenings success. The Kapuskasing High School was successful in bidding for the old FPS-3 Search radar equipment, stored at CRS Lowther, from Crown Assets. The High School took delivery of the equipment this date for instructional purposes in the electronics class at the school.
