3rd Annual Frontier Carnival
General Rules

Eligibility:

Competitors may participate only for the Mess or Color Group to which he is normally a member.

Wives and girl friends must participate on the team to which their husband or boy friend belong.

Associate Members of the Messes may participate for their Mess. Wives husbands of these members are also eligible.

The Junior Ranks Mess members will be divided into two teams.

Scheduling:

All events will commence at the scheduled time.

Failure to begin a competition within 15 minutes of the scheduled time will result in a default by that team and will be scored as a loss by that team. In Round-Robin or competitions involving more than one game that game will be scored as a loss.

The Carnival Committee shall decide before 1300 hours on the days involved, if the events should be cancelled due to inclement weather. They are also responsible for the re-scheduling of cancelled events.

Mess Names and Color

The following names and color will be used to identify each inter-mess group:

Scoring:

The scoring for the Snow Sculpture will be as follows:

The scoring for the Parade Floats will be as follows:

Scoring of all other events except Barbershop Quarter and Beard Participation will be as follows:

In the case of ties the points will be divided between the teams. (i.e. for 1st and 2nd would yield 2.5 points for 2nd and 3rd would yield 1.5 points for each team.

Princesses:

Each color group elect a Frontier Carnival Princess by secret ballet which will be handed over, in a sealed box, to the Chairman of the Carnival Committee.

The Princess must be at least 18 years old and must qualify under General Rules – Eligibility 2 and 3.

The Carnival Committee will provide prizes for the Princesses.

Carnival Queen:

The Carnival Queen will be the Princess of the Winning team.

The Carnival Queen will be crowned on the closing night of the Carnival.

Snow Sculpture:

The Snow Sculpture competition will be opened in the following divisions: Inter-Mess – MQ area and Trailer Park – Barrack Blocks and Schools.

Points will be awarded for the Inter-Mess competition as per General Rule Scoring No. 1.

Prizes will be awarded for the 2nd and 3rd divisions.

Only snow, ice, water and ice paint may be used to construct the sculptures.

All sculptures must be completed by 0945 hours, Saturday, 12th February, 1972.

General Rules for Sports:

The nature of the sports involved allows the spectators to be near the team that they are cheering for and makes the events enjoyable. However, this increases the possibility that a spectator could interfere an opposing team. Therefore, it is requested that each team encourage their members to help in crowd control. The following will apply:

If one team intentionally interferes with another, then they shall be disqualified in that event.
If a spectator intentionally interferes with another team, then his team will be disqualified from that event.
Participants should be present 5 minutes prior to the time the event is scheduled.

Jury of Appeal:

Captain Warren – Sgt. Viel – Captain Belanger – Cpl. Szabo – Cpl. Filiatreault

Should any team wish to lodge a protest concerning an event, the following procedure will apply:

The Team Captain will inform the referee or umpire immediately that the event or sport is being completed under protest.
The Team Captain will submit the appeal in writing to the Chairman of the Carnival Committee after the conclusion of the competition.
Appeals not submitted in accordance with these rules will not be accepted by the Jury of Appeal.

The Jury’s decision will be final.
