1973 Frontier Carnival Rules

Eligibility:

Competitors may participate only for the Mess and Carnival Team to which they belong.

Wives and girl friends may participate only on the team to which their husband or boy friend belongs.

Associate members of the messes and their wives or girl friends are eligible to participate for the mess and team to which they belong.

The members of the Junior Ranks Mess will be divided into two teams.

Scheduling:

All events will commence at the scheduled time.

Failure to begin a competition within fifteen minutes of the scheduled time will result in a default by that team and will be scored a loss for the offending team.

The Carnival Committee shall decide before 1300 hours if the events for that particular day should be cancelled due to inclement weather. The Committee shall be responsible for the rescheduling of cancelled events.

The following names and colors shall designate the different groups of competitors:

For tournaments (events or sports involving more than one game) two points will be awarded each team each time they win and one point to the loser.

In all other events except barber shop quartet and skits scoring will be:

Snow Sculpture:

A Snow Sculpturing competition will be held for the following divisions: Carnival Teams – PMQ’s and trailer park – Barrack Blocks – Schools and youth groups.

Prizes for the carnival teams will be awarded as per general rule scoring number one..

Prizes will be awarded in other divisions.

Only snow, water and ice paint may be used in construction of snow sculptures.

All sculptures must be completed by 0945 hours, Saturday, 10th February, 1973.

General Rules for Sports:

It is essential to the smooth running of the carnival that all events commence at the specified time. To this end general rules one and two under Scheduling shall be strictly enforced. Competitors should be present for events five minutes prior to the time the event is scheduled.

Several of the sports are carried out very close to the spectators and it is possible for competing teams to be interfered with. To prevent this, teams are requested to encourage their members to assist in crowd control.

If one team intentionally interferes with another, they shall be disqualified in that event.

If a spectator intentionally interferes with another team his team shall be disqualified in that event.

Jury of Appeal:

The following procedure shall apply for any team wishing to lodge a protest.:

The team captain shall immediately inform the referee or umpire that the event or sport is being completed under protest.
The team captain will submit his appeal in writing to the chairman of the carnival committee after the competition is over.
Only appeals submitted in accordance with (a) and (b) will be considered by the Jury of Appeal.
The Jury’s decision will be final.

Mixed Teams:

Mixed teams shall have equal representation of ladies and gentlemen. In the case of a team consisting of an odd number of players one sex shall not outnumber the other by more than one person.

Players can only participate on one team in any event or sport. That is, in only one of the following categories: Men’s/Ladies Singles – men’s/ladies doubles – mixed.
