    COMMENTARY

    Personnel:

    During the period of 1 October 1961 through 31 December 1961 the squadron personnel gains and losses were as follows: Gains – Officers, 1; Airmen, 65; Losses – Officers, 1; Airmen, 59.

    Operations:

    During the period 1 October through 31 December 1961, the Operations section gains and losses were as follows: Gains – Officers, 0; Airmen, 26; Losses – Officers, 0; Airmen, 22.

    Operational activities included 341 actual training intercepts and 286 synthetic intercepts. All Sector, Division and Tri-Region Exercises, both of the live and simulated types, were received with full participation by the Operations Section, although due to the annual rotation of personnel the Section was manned as low as 60% of authorized strength. Full Battle Team participation in the NORAD Forces Exercise "Sky Shield II" was realized.

    Personnel Training – An intensified training program was instigated by necessity, due to the influx of Airmen personnel who had a minimum of experience within the Manual AC&W Operations concept although they had a broad knowledge of the SAGE concept. This training program is progressing consistent with its aim and accomplishing the desired goals through maximum usage of the 15-J-1C Synthetic Trainers, Site-Centred system Training Problems, and individual training. Two three level airmen were gained and are now on OJT.

    The renovation of the Operations Room was completed.

    All Combat Ready Directors met the Intercept requirements in accordance with ADCM 55-2.

    Communications and Electronics:

    During the period of 1 October through 31 December 1961 the C&E Section experienced the following gains and losses: Gains – Officers, 0; Airmen, 12; Losses – Officers, 0; Airmen, 9.

    Facilities and Equipment: New Telco building and GATR building have been accepted.

    Budgetary and Fiscal Matters: Operated within our budget for the past quarter.

    Innovations, Plans and Projects Undertaken: Project "Tech Supply" was started in the past quarter and will be completed within the following quarter.

    Supply:

    The supply section experienced the following gains and losses: Gains – Officers, 0; Airmen, 3; Losses – Officers, 0; Airmen, 0.

    No projects were undertaken by this section.

    Civil Engineering:*

    ISO gains and losses for this period of report are as follows: Gains – Officers, 0; Airmen, 0; Losses – Officers, 0; Airmen, 2.

    New Equipment: The contract on the installation of a new Cleaver-Brocks boiler was completed and is now in operation.

    Budgetary and Fiscal Matters: The budget for the third quarter was submitted during the month of December.

    Innovations, Plans and Projects Undertaken: All projects were submitted for the Fiscal Year 63 O&R Program. Four out of the eight submitted were approved.

    Power House:

    The Power House gains and losses for this period of report are as follows: Gains – Officers, 0; Airmen, 3; Losses – Officers, 0; Airmen, 9.

    New Equipment Received: The Cleaver-Brooks boiler received by Civil Engineering was installed and is now in operation.

    Problems Encountered: A power failure occurred in December caused by malfunction of the over-speed trip.

    Projects Undertaken: The Flywheels were improved for safety purposes by construction of guards.

    Transportation:

    The following gains and losses for the period of 1 October through 31 December 1961 were as follows: Gains – Officers, 0; Airmen, 2; Losses – Officers, 0; Airmen, 1.

    Facilities and Equipment: The stock number and USAF Registration number have been received for the Dodge Ambulance. All assigned vehicles now have a USAF Registration number.

    Projects Undertaken: Safety belts have been installed in all vehicles that require them.

    Security and Law Enforcement:

    Gains and losses for this period of report are as follows: Gains – Officers, 0; Airmen, 2; Losses – Officers, 0; Airmen, 1.

    Facilities and Equipment: No reportable changes.

    Budgetary and Fiscal Matters: Not applicable, however, this section has procured through the Unit Petty Cash Fund a total of $46.00 worth of operating supplies.

    Problems Encountered: This section received an unsatisfactory rating from the Inspector General’s inspection conducted 7 October 1961. The main deficiency as pointed out by the IG, was administrative and reporting procedures. This condition is directly related to the recurring deficiency of not being assigned the 77150 S/Sgt. authorized in this Unit’s Manning Document. The complex and detailed nature of administrative and reporting procedures involving Security and Law Enforcement requires the experience of a senior 77150 S/Sgt. The Inspector General has again recommended to Air Defense Command that this condition be remedied.

    Food Service:

    Personnel gains and losses were as follows: Gains – Officers, 0; Airmen, 2; Losses – Officers, 0; Airmen, 3.

    Projects Undertaken: New Chinaware and glasses are on requisition for the Dining Hall. They are expected to arrive the first part of January 1962.

    The garbage room area will be tiled 4 feet high all around, and a new tile floor laid. This project will start the 10th of January 1962. On 15 October, a new heavy duty garbage can rack was installed in the Garbage Room.

    Medical Dispensary

    Gains and losses for this period of report are as follows: Gains – Officers, 0; Airmen, 1; Losses – Officers, 0; Airmen, 0.

    Projects Pending and Undertaken: The sink as yet, has not been installed pending local purchase of needed plumbing supplies. A work order for shelves for the treatment room has been approved and should be started in the near future. Completion date for above mentioned projects is not known.

    Administrative Section

    The Administrative Section gains and losses for this period of report are as follows: Gains – Officers, 1; Airmen, 2; Losses – Officers, 1; Airmen, 1.

    This quarter saw a near one hundred percent turnover of personnel working in the Administrative Section. The Administrative Officer and Chief Clerk rotated in early October; the former’s replacement, had a comparatively fresh staff with which to carry on. 30th Air Division’s General Inspection Team, too, departed in early October, after finding the Orderly Room functions in fine shape.

    Special Services:

    There were no gains or losses for this period to report.

    No projects were undertaken, no problems encountered and no new equipment was acquired during this period of report.

    Base Exchange:

    The Base Exchange Section gains and losses for this period of report are as follows: Gains – Officers, 0; Airmen, 1; Losses – Officers, 0; Airmen, 1.

    Projects Undertaken: The Base Exchange took over the management of the Snack Bar. As of this report no difficulties have been encountered.
