Section II COMMENTARY |

912 CAS and 912 PDC: During the period 1 January 1961 through 31 March 1961 these sections have accomplished and experienced the following: A list of key personnel as of 31 March 1961 is as follows: (see the matrix at the end of this report) Two (2) officers and twenty-five (25)airmen were rotated from this station during this period. No officers and twenty-one (21) airmen arrived and were assigned this station during this period. Two (2) airmen were placed on TDY to Kinchloe AFB, Michigan, for separation and immediate reenlistment. The following number of airmen were promoted to grades indicated: S/Sgt. 1; A/1C 6; A/2C 7. One (1) airman was demoted from A/3C to A/B under Article 15, VCMJ. Upgrade percentage January 8.8%; February 6.6% and March 3.6%. Test results percentage January 37.5% passed; February 25% and March, N/A. Number of personnel on OJT as of 31 Dec 60 34; 31 Mar 61 28. Number of personnel put on Control Roster: Two (2) NCOs. 912 APM: During this reporting period A/1C Edwin A Wright, this section, was selected Airman of the Month for January 1961. The APM Section strength remains at eight (8) personnel. During this period there were five (5) military offences and two (2) civil offences. Four (4) personnel were punished under Article 15, UCMJ. Of the five (5) military offences, three (3) involved larceny of a minor nature, and two (2) involved conduct unbecoming. Only one (1) of the larceny offences were unfounded. Two (2) personnel were punished under Article 15 for the conduct unbecoming offences. The two (2) civil offences were committed off the station and were committed by one airman. He had to appear in court on the offences and was fined and given a thirty (30) day suspended sentence. The offences involved assault and property destruction. During this reporting period there were seven (7) reportable accidents. Four (4) occurred off the station and three (3) occurred on the station. All were considered minor in nature with no personal injuries involved. 912 CSG: Health of the Organization No days were lost from injuries during this period. The overall health of this organization has been excellent. Medical supplies have been adequate and have been shipped on time during this period. A total of 269 immunizations have been given during the reporting period. The sewage disposal plant has been functioning properly and a bacteriological specimen is being sent for analysis frequently. Personnel hygiene for this station has been excellent. A total of 891 patients visits have been recorded with 1,139 prescriptions filled for military and their dependants during this reporting period. All pets on this station have been immunized against rabies. 912 FSV: The Dining Hall has been painted completely during this period. Removed potato peeler to rear of Dining Hall which also helps to keep the Bakers Department neater. Purchased juice glasses, water glasses, coffee cups, platter, silverware, and servicing utensils. ADC Food Service Evaluation Team, consisting of Major RL Hanson, S/Sgt. MM Pesch and T/Sgt. NF Brussen were here at this section evaluating the section for Food Service Completion Program, as of this date our standing has not been made known. 912 OAC: Radar set AN/FPS-502 and the Inflatable Radome were deleted during the period of this report. Installation of the AN/AFS-6B was completed and equipment placed in operation. Installation of the Rigid Radome was completed on the FPS-3 Tower to replace inflatable Radome. HF Equipment has been turned down and deleted with the exception of one set still in operation on a special test frequency. Installation of Telephone Conference Equipment was accomplished during this period. Conference can be used with six (6) telephone instruments or six (6) Tie Lines. Overhaul of Comm-Elect Test Equipment was accomplished during the month of February satisfactory. Visit of 4602nd Staff Assistance Team was accomplished with satisfactory results. Mr. Ross Francis, Site Engineer, was transferred and Mr. Kenneth Chapman was promoted to Site Engineer. 912 SSV: The Special Services Section moved into its new location in the recently completed Multi-Purpose Recreational Building, on 27 February 1961. Equipment check-outs are now handled from this location. Building S-70, an excess building, has been secured by Special Services, and it will be moved to the rear of the Multi-Purpose Building for the storage of boats and motors. The Station Bowling Alleys, located in the new Multi-Purpose Building were opened on 1 March 1961. The two (2) alleys are being utilized to a great extent, and should provide the station personnel with man hours of enjoyment. During the first month of operation, more than 2,300 lines were bowled. A Bowling League has been organized on station, and has been in operation since 13 March 1961. It consists of twelve teams, representing all sections of the Squadron. The League will last for eleven weeks, then playoffs will be held among the top four (4) teams. Trophies will be awarded at the Bowling Banquet to be held at the completion of the league. The Station Basketball Team completed a very successful season this year. The team won first place at the Pinetree Tournament held at Kapuskasing, Ontario. 912 ODC: During the reporting period, a new Forward Tell, Tactical Data, and Scope Reporting has been implemented in Ottawa NORAD Sector. This change nicknamed "COIN" Committee on Information Needs required many changes in communications and other standard procedures. A test period was set up for one month enabling all personnel working with the new system to become familiar and work out bugs. STP was run with COIN procedures in place. COIN procedures are expected to be on a 24 hour basis in early April. Intercept Training is progressing rapidly as more direct Pilot-Director type missions are scheduled instead of Battle Staff missions. A new control procedure change is at the present being evaluated at RCAF/ADC HQ and completion and implementation is expected by 15 April 1961. 912 MTR: During this period the following changes were made: Received the warm storage building. All seasonal equipment was put into the new building. The office was moved and a break room was set up for the dryers. A new floor was laid in the break room and latrine. We received one new Dodge Carry-all. We had two new operators report into the section and lost one during this period. The 4602nd Supply Wing (ADC) conducted a Staff Visit on 20 February 1961 and no major problems were noted. 912 IDC: Contracts completed during this reporting period includes the following: (1) Installation of new refrigeration units in the Dining Hall. (2) Installation of pre-wash sink in the Dining Hall. (3) Installation of overhead electrical power line to offloading fuel oil points in the domestic and operations areas. (4) Modification of the interior of the NCO Open Mess. (5) 8,000 hours overhaul of three (3) Vivian diesel engines in the power plant was accomplished by Canadian Aviation Electronic personnel from Winnipeg, Manitoba. Contracts partially completed during this reporting period consist of: (1) Construction of the multi-purpose building, heated auto storage building, radar tower #5, and GATR building. Interiors of these constructions are completed. The exterior painting and landscaping will be completed when weather permits. (2) The SAGE Annex building is under construction at the present time and should be complete prior to the next reporting period. Work accomplished by station personnel, military and civilian, consists of the following: (1) Relocation of the Station Exchange from Building #2 to the newly constructed multi-purpose building. (2) Relocation of Special Services from building #S-51 to the newly constructed multi-purpose building. (3) Removal of radar equipment from Towers 2 and 3. (4) Remodelling and interior painting of the Dining Hall and Dining Room for this Sections entry into the ADC Trophy Competition. Work accomplished and completed by the IDC Section during this reporting period includes: (1) Modifying Officers Lounge and installation of a beer cooler. (2) Installation of an electric control on deep well pump. (3) Tiled two surveillance dias in operations section. (4) Removal of tower balloons from towers number 2 and 3. (5) Installation of permanent roofs on towers number 2 and 3. (6) Constructed new office in Supply Warehouse for Station Procurement Officer. (7) Relocation of Building S-63 to the contractor area. (8) Constructed form bins for the Administrative Section. Work partially completed by the IDC Section during this period included: (1) Construction of hose house for newly installed fire hydrant west of the heated auto storage building. (2) Replacing frozen sewer line from Motor Pool to Multi-Purpose building. (3) Construction of shelving in building S-51 in compliance with disaster control program. (4) Modification of shelves in the new Special Services Section. Expenditures for maintenance and repair were somewhat lower than the previous quarter. Approximately 12,872 man hours were required this quarter to accomplish the mission of this Squadron in the maintenance and operation of diesel power plant, central heating plant, vehicle and other facilities, and clearing of snow from roads, parking lots, air strip, and sidewalks. 921 MSS: A program was established during this period to improve all areas of the Supply Section. Consideration was given to the following areas and action accomplished as indicated: (1) Inventory and requisition all supply catalog requirements. Requisitioning action has been completed and many have been received. Posting and filing is progressing satisfactorily. (2) Semi-annual inventory of AF Form 538 Property. Established requirement for quarterly inventory of tool kits. Publication activities has delayed progress of tool requisitioning. (3) Improvement of administrative correspondence, files action is progressing. (4) Improvement of established monetary accounting procedures and financial program management. Improvement in this area is progressing satisfactorily. (5) Improvement of organizational structure and supply training programs. This is a continuing requirement and much improvement has been achieved during this period. (6) Accuracy of Materiel reporting. This area has improved as a result of improved training programs. (7) Improvement of UAL reporting and accounting. Increased improvement in this area is required. (8) Improvement of C&E Tech Supply operations. Concentrated efforts have been placed in this area during this period. Changes of prime mission equipment has required disposition of excesses and establishment of levels for the new equipment. Inventory and operational procedures have been improved during this period. (9) Established supply improvement inspection requirements pursuant to the provisions of ADCM 67-1. Project "912 Money Tree" was established and the report of initial inspection was submitted 15 March 1961 to the 4062nd Supply Wing. Progress reports for calendar year 1961 will be submitted as to arrive 4602nd Supply Wing no later than 18 March 1961, 21 June; 15 September and 15 December 1961. The purpose of this project is to ascertain the degree of attainment of the following objectives by the 912 Squadron: (1) Materiel discipline. (2) Re-orientating personnel. (3) Enforcement of compliance with policies and procedures. (4) Improved materiel reporting. (5) Review and evaluate material needs. (6) Hi-Value program. (7) UAL system improvement. |
