Section II COMMENTARY |

912 – CAS and 912 – PDC: During the period 1 October through 31 December 1961, these sections have accomplished and experienced the following: A list of key personnel as of 31 December 1961 is as follows: (see the matrix at the end of this report) All officer and airmen assignment actions have been completed. Phase out of USAF personnel was accomplished smoothly and without serious problems. Phase out of personnel was accomplished in increments. There were 147 personnel assigned on 1 October; 131 on 1 November; 73 on 1 December and 0 on 1 January 1962. The 30th ADIV (SAGE) IG Team inspected the Personnel Section on 2 and 3 October 1961. The overall rating of the section was "Excellent". Physical fitness testing was accomplished on all personnel who were due for testing 23 through 27 October 1961. The 30th ADIV (SAGE) IG Team conducted an inspection on 2 and 3 October 1961. No discrepancies were reported for the administrative section. The Resident Auditor from Selfridge AFB, Michigan conducted a Terminal Audit of the station during the week of 4 December 1961. All classified documents on the station were screened. Many documents were destroyed and the remainder were transferred to the RCAF. Final RCS Reports were submitted as each section phased out. All outstanding Special Subjects for Inspection Reports were closed out effective 15 November 1961. The PDO Account, 5031, was closed effective 20 November 1961. The Unit Mail Room operation was turned over to the RCAF on 29 December 1961. Colonel RW DaVania, Commander, SMADS, signed the station over to Group Captain Hockney, OC Ottawa Sector, who represented the AOC RCAF/ADC at the handing-over ceremony on 20 December 1961 at 1500 hours. The ceremonies were followed by a reception in the Officer’s Lounge at 1600 hours. Local dignitaries present paid respects to the outgoing USAF Commander, and met the incoming RCAF Commander. The official hand-over of the station to the RCAF became effective 0001 hours, 1 January, 1962 when Major William J Olsen relinquished the command to Squadron Leader Forbes-Roberts. 912 – CIG-S: During the month of October 1961, S/Sgt. Maidle was reassigned to the Zone of Interior. During the month of November 1961, Captain Liebert and A/1C Wilson were reassigned to the Zone of Interior. A/1C Grego, A/1C Haywood and A/2C Welsh were assigned to the Air Police Section on temporary duty. During the month of December 1961, S/Sgt. Lawson, A/1C Lowe, A/1C Haywood and A/2C Welsh were reassigned to the Zone of Interior. A/1C Lampson and A/1C Patton were reassigned to the Air Police Section for a 20 day period of temporary duty and departed on 24 December. There was one theft reported this period which involved government property, one (1) Air Force Parka, taken by person or persons unknown. There was one reportable accident during this period which occurred off station and was minor in nature. The status of discipline and the morale were considered to be excellent. 912 – IDC: Contracts completed during this period consisted of Repair of Heating System (Airmen Dining Hall) and Repair of Heating System (Water Reservoir). There were ten projects completed by station personnel, military and civilian, this period. There were two projects partially completed by civilian personnel during this period. Expenditures for this period was somewhat higher for maintenance and repairs. Approximately 16,818 man hours were required to accomplish the mission of the station over power plants, central heating, water and sewage disposal plants. Material costs were much higher during this period due to the phase over of the station to the RCAF. 912 – CSG: The medical equipment was turned over to the RCAF on 21 November 1961 and all the drugs on 5 December 1961. All narcotics were inventoried by Captain Wadsworth and M/Sgt. Hickman on 22 November 1961, and was sent by registered mail to Medical Supply Depot, Camp Borden, Ontario. The narcotic safe was shipped to 918th Squadron on 24 November 1961. A medical text entitled Fractures and Sprains a Pharmacy Balance, a carbon monoxide tester, a chlorine comparter and a restraint jacket were shipped to 4602ns Support Wing for distribution to other installations. An RCAF Medical Aid Sergeant reported for duty on 28 November 1961. As personnel cleared the Medical Section their immunizations were brought up to date. All personnel who were scheduled for flying physicals qualified except two airmen whose assignments were changed. Dr. Levine, Veterinarian, from Kinchloe AFB, Michigan arrived this station 29 November 1961 to administer inoculations to remainder of pets being returned to Zone of Interior. All office reports scheduled for records staging were turned over to Records Section and the remainder destroyed by burning. Medicare existed on all USAF Dependants until 31 December 1961. Personnel remaining after 1 January 1962 who incur medical treatment will forward DA Form 1863 to 4602nd Support Wing for payment. Local Purchase of drugs terminated on 28 December 1961. RCAF personnel assumed medical care for the station on 1 December 1961. A total of three (3) days were lost due to accidents during this period. 912 – ODC: This section anticipated in three key exercises during this reporting period. (a) Operation Skyskield II, NORAD Wide, 13 and 14 October 1961: Extremely heavy ECM from target aircraft considerably handicapped this station’s capability. Attempts were made to control fighter interceptors through electronic and mechanical jamming with results far below our usual performance. (b) Operation Desk Top IV, NORAD Wide, Rerun, 26 October 1961: This was a synthetic exercise, the results of which were considered excellent from our viewpoint. As filmed exercises go, this particular problem was accomplished with relative ease. (c) Exercise "Mute 1", 26 NR, 7 and 8 December 1961: Operational Readiness Inspection. This station’s participation was, for the most part, confined to the first part of a two phase exercise. Maximum control capability was attained and maintained throughout Phase I with very little intercept activity resulting. Phase II of the exercise was merely a surveillance problem, involved with target initiation, identification and surveillance as they proceeded through our area of responsibility toward 26 NR. Both phases were found to be extremely easy due to the light traffic load. The last seven airmen on formal OJT completed their training and were administered the APT 27370A. All seven received a qualifying score and to date four have been upgraded to the 7 level. No other airmen were on formal training during the period due to the phase out of the section to RCAF control on 15 December 1961. After the phase out date only 6 officers and one NCO remained in Operations, these scheduled for transfer after phase out date. A considerable training load was placed on this section with the beginning of the phase out period on 1 November 1961. All RCAF Controllers had to be thoroughly checked out and certified combat ready. All RCAF personnel had to be trained in the NORAD and COIN ACW procedures in use at this station, as well as being trained on the radar and communications equipment assigned to the unit. All the training was completed prior to the phase out date except for the following: (a) One of the ten RCAF Controllers had not completed his training and certification. (b) The last 22 RCAF airmen who arrived on 10 and 11 December 1961 had barely started their training and will by necessity complete it under the supervision of the RCAF training personnel. (c) Turnover of property inventory and classified operational material to the RCAF occurred on 5 December 1961. 912 – MTP: Seat belts were received 18 October 1961 and were installed in all passenger carrying vehicles by 30 November 1961. Phase out of the Motor Pool Section started on 17 November 1961 by releasing three USAF personnel and receiving three RCAF personnel. Inventory of vehicles and construction, shop equipment and shop tools were completed on 20 November 1961. Three remaining USAF personnel were released on 1 December 1961. AF Forms 588 (Vehicle Record) was shipped to 4602nd Support Wing on 1 December 1961. This completed the phase out of the section. 912 – BEX: The primary effort this period was directed toward closing the Branch Exchange. A stock reduction sale on 3 October 1961 greatly depleted the merchandise on hand. However, minimum essential items such as cigarettes, razor blades, etc., were stocked until the Exchange was closed on 1 December 1961. The Exchange Gas Station and laundry service operated until 15 November 1961. The RCAF began operating the snack bar on 15 November 1961. Most of the Exchange fixed assets were turned over to the RCAF. The remaining assets and merchandise were picked up by personnel from the Lowther Exchange on 4 December 1961 and trucked to the 639th Squadron. Final reports and records were sent to the Central Exchange Officer in Ottawa prior to 15 December 1961. A/1C Pearce, Exchange Manager, departed PCS on 14 December 1961. 912 – OAC: The RCA contractor has completed 95% of equipment installation at the GATR Site. An uneven floor, shortages of government furnished equipment and unfavorable weather slowed progress. The C&E phase out for turn over to the RCAF has been the primary area of activity during this period. The RCAF assumed radar and radio maintenance responsibility 10 December 1961, communications center responsibility 26 December 1961 and Crypto responsibility 26 December 1961. The USAF teletype machines were disconnected from service and shipped in accordance with instructions on 31 December 1961. USAF used the assigned Canadian routing indicator for the last five days of operation so that operational continuity was maintained. The RCAF received their Crypto material as scheduled and disposition instructions for USAF account arrived on 19 December 1961. The turn over of KL-7s and rotors was made as instructed and the USAF Crypto account was closed out on 26 December 1961. The following was accomplished in addition to the above during this period: (a) Physical inventory of all C&E tool kits. (b) Termination of longline contracts and leased telephone lines was accomplished by 4602nd Support Wing with the RCAF negotiating their own contracts for service to commence on 1 January 1961. (c) Cancelled Technical Order account 0029 and teletype routing indicator. (d) All classified material was inventoried. Documents required by RCAF were transferred to their account. Other documents were destroyed or transferred as required. (e) Terminated MARS activity at this station. (f) All records screened for staging or turn over to RCAF. (g) Cancellation of Communications Service Authorization was affected by 4602nd Support Wing. (h) All construction and equipment installation work in progress and not completed prior to 1 January 1962 was accepted by RCAF. (I) Telephone records audited during week of 4 December 1961 and Class B Telephone Service discontinued on 1 December 1961. 912 – MSS: The Supply Section has phased out during this period pursuant to the provisions of Joint Plan for Handover of Group III Pinetree Radar Sites to the RCAF, 15 August 1961, as amended. Consideration was given to the following areas and action accomplished as indicated: (a) The initial Supply Section and Material Phase Out Plan set forth the following objective to be achieved: (1) Maintain normal operation throughout phase out period. (2) Anticipate problem areas in advance to insure phase out is accomplished according to plan. (3) Phase out personnel concurrent with phase out of functional area concerned. (4) Determine and record the inventory and monetary value of all squadron assets. (b) The Supply Officer maintaining phase out control over Tab L, M, and N to the 912th Squadron Site Phasing Plan, 15 September 1961, as amended. (c) Tab L Supply. Normal operations was maintained throughout the phase out period. Personnel were phased out according to plan. Disposition instructions were received and all excesses were shipped accordingly. An audit was conducted by the Resident Auditor, Selfridge AFB and the supply account was found to be satisfactory. The certificate of transfer of all organizational property was signed and approved 15 December 1961 by RCAF and USAF supply officer and commanders, respectively. The following is a resume by functional area and a grand total of documentation completed to effect the transfer. (see the matrix at the end of this report) Tab M Comptroller. The squadron Financial Program was reduced to a minimum during the handover period. The squadron cumulative current obligation through 19 December 1961 amounted to $62,876.00 of an approved program amount to $87,628.00 for a six month period. Tab N Commercial Transportation. All property was shipped and individual household goods were shipped according to plan. All outstanding accounts have been resolved and the records disposed of in accordance with AFM 181-5. 912 – FLT: During the period of this report, the following was accomplished and experienced by this section: (a) Aircraft hours flown since last report: 80:05 hours. (b) Total Fuel used: 948 Imperial gallons. (c) Aircraft out of commission for routine maintenance: 20 hours. (d) Aircraft L-20A, Serial Number 52-6092, transferred to 507th Fighter Wing on 15 December 1961. |
