Section II COMMENTARY |

Administration and Personnel: During the period several changes were made in key personnel, a current list of which follows: (see the matrix at the end of this report) Due to a shortage of clerk-typists in the various squadron sections, the Administrative section has had to assume administrative responsibility for the Civilian Engineering, Motor Transportation, Provost Marshal, and Food Service Sections, in addition to their normal duties. Forms Management has been revised in accordance with the new AFM 5-4. Nine (9) military offences occurred during this quarter, culminating in five (5) Special Courts-Martial. Again, the majority of offences were committed by a nucleus of four (4) sub-standard airmen. It is felt that this rate is not excessive and will improve with the elimination of these airmen from active duty; action which is underway. Operations: Additional Weapons Controllers, AFSC 1744/41, as approved on the last UMD, and included in the last Historical Report, have arrived, and the Controller manning problem has been relieved. The airman manning problem for Operations is still acute, as only 59 airmen in the 273X0 field are assigned, while we are authorized 70. The Systems Training Program for the 3rd NORAD Division has been standardized at 3 problems per week, with one each of the following type problems being presented: Surveillance only; Surveillance with intercept action; and Division-wide Battle Staff participation. Communications and Electronics: Two (2) new tactical circuits, terminating at RCAF Station Falconbridge and RCAF Station Senneterre became operational in October. Ten (10) additional tactical circuits programmed for this reporting period have not been installed due to a lack of cable facilities caused by incomplete contractual negotiations. A new cable scheme consisting of additional cable pair to meet our increased operational requirements is now expected to be implemented and installed starting January 1960. Considerable cross-talk difficulties were encountered during this period among the Radio, Tactical, and Telephone circuits. The trouble was partially traced The balance of this report is missing. |
