    COMMENTARY

    Administration and Personnel:

    During this period, Major William J Olsen, A0813768, arrived. Major Olsen is to assume command on 7 July 1960. Other key personnel changes have or will soon be made due to completion of tours at this overseas unit. A list of key personnel, as of 30 June 1960, follows:

    On 15 June 1960, this unit was reassigned from 30th Air Division (SAGE) to the Sault Ste Marie ADS for administrative support responsibility.

    Operations:

    The surveillance section of the operations room has been relocated to form a unit utilizing one-half (1/2) of the lower dias. This section now consists of two (2) surveillance scopes, with an additional scope for the Surveillance Supervisor. In addition, a position has been created for the Surveillance Officer, giving him joint use of a small tactical switchboard with the surveillance supervisor. This centralized position enables better coordination between adjacent sites and also allows for better internal supervision. The Early Warning Board has been modified to give greater coverage, i.e., both the Mid-Canada Line and the Distant Early Warning Line. This board is now located on the wall at the Surveillance Officer’s position, enabling him to plot and display MCL and DEW Line penetrations so that more accurate and timely Pinetree Line penetration estimated can be made.

    The AN/GPS-T2, 15-J-1C, and associated equipment have been relocated in the old projection room. The forward wall of the room was removed to provide access to it from the upper dias. This change has resulted in improved working space for the STP Team. The vacated area is now used for mission briefings and as a break-room for operations personnel.

    Communications and Electronics:

    Reference last quarters report concerning telephone cable installations. The temporary overhead cables have now been buried. Discrepancies which still exist in the installation include the use of materials other than those specified in the contract, and excessive slack in the above-ground cables. No information has been received as yet as to what actions GEEIA will take.

    Depot level maintenance was performed during this quarter on the AN/FPS-3C, the inside and outside plants, both telephone and antenna systems, and all radio equipment.

    The new dial PBX, reference previous reports, was installed and became operational on 21 June 1960. Considerable difficulty has been experienced with misalignment of selector switches in the PBX and also with the TELCO Ltd. (British) phone installed with the equipment. The phones are extremely lightweight and fragile, with the result that four (4) were broken in the first three (3) weeks of operation.

    Three (3) additional Tactical Circuits were installed terminating at RCAF Station Edgar, RCAF Station Foymount, and RCAF Station North Bay. The North Bay line is not yet operational due to terminating difficulties at North Bay.

    Supply:

    There was a change of Supply Officers during this period and the Squadron Supply Account was transferred with a minimum of discrepancies.

    The auditors reviewed the records during this period and disclosed no discrepancies. To prepare for the change of Squadron Commanders, a new inventory was accomplished to identify proper stock and serial numbers for such equipment as weapons, office machines, binoculars, and test equipment. Procurement of barracks supplies and BOQ furniture was contracted for and delivery is expected during the first quarter of FY 1961.

    UAL approval has been obtained for test equipment for the AN/FPS-6B radar set which is programmed for installation at this site. Requisitions are being prepared and some test equipment has already been received.

    Civil Engineering:

    Contracts completed during this quarter include reconstruction of the Motor Pool parking area, and the aircraft hangar apron, reference report ending 30 September 1959. A modification is presently underway to enlarge the administrative parking lot. When completed, the parking lot will have two (2) double rows of plug-in receptacles and one (1) single row, to be used for engine block-heaters during the extremely cold winters.

    Special Services:

    Eleven (11) new boats and motors were received on 22 May 1960 for use by Squadron personnel.

    The Squadron beach, located on base, has been greatly enlarged. A section for small children has been fenced in and the water level within the area reduced to approximately one (1) foot, making a controlled area where children may play safely. A swimming area for adults has also been marked off with floats and no boats are allowed in this area. Life rings have been purchased and installed, and a life-guard stand is under construction.

    Motor Pool:

    The squadron’s first Jeep Pickup truck was received this quarter. Jeeps are to replace the present weapons carriers and carryalls, which are completely inadequate and obsolete.

    The squadron still has a shortage of adequate storage facilities.

    On 13 April 1960, the 4602ns Support Wing conducted a staff visit and no major discrepancies were noted.

    Medical Services:

    A staff visit was conducted by Headquarters, Air Defense Command, on 19 April 1960. The team was headed by Brigadier General Strickland and his staff. The Medical Section was found to be satisfactory.
