1 December 1958 – 31 May 59

SECURITY

James Park School – Students Traffic Safety Patrols

Students Traffic Safety Patrols were commenced, on a permanent basis by AF Police in Apr 59 at the James Park DND School. Older students carry out these patrols on PMQ roads, under the supervision of AF Police. All students have received instruction by way of lectures and films presented by the AF Police and a member of the RCMP Highway patrol. Tickets to movie shows are presented each week to the students that carry out their assigned duties most efficiently. At the end of each school term a special prize is to be presented to the most outstanding performing safety patrols during that term.

Vulnerability Test – ADCHQ

On 20 May 59 at 2100 hours, this Unit underwent a Vulnerability Test by the ADCHQ Test Team, lead by F/L GH Howson. Ten members of the above mentioned team took part. The object of the test was to penetrate and capture or ‘destroy’ essential buildings –Operations Building, Pumphouse, RX and TX Sites. Four members of the team ‘attacked’ the Unit. All were speedily ‘captured by AF Police. They were later ‘released’ in order to attempt a further penetration of the Operations building and were subsequently ‘recaptured’ by SGs, without penetrating the Ops Compound. The RX and TX sites each attacked by three team members, all of whom were ‘captured’ without penetrating the sites. Alert ended 0240 hrs, 21 May 59.

OPERATIONS

2 Dec 58

Synthetic ECM Triangulation exercise #13 was conducted with ADC Triangulation Centre. Time of commencement was 0230Z and finish was 0305Z. Throughout the period there were a total of 6 SAC B-47s on training missions which penetrated the sub-sector.

3 Dec 58

During the twenty-four hour period there were four synthetic ECM Triangulation exercises conducted with ADC triangulation centre.

4 Dec 58

3 SAC B-47s penetrated the sub-sector during this period. A synthetic ECM triangulation exercise was conducted with ADC Triangulation Centre. Exercise #14 commenced at 1815Z and finished at 1909Z.

6 Dec 58

This unit experienced both electronic and mechanical ECM from 1915Z to 2005Z. The jamming aircraft were 4 B-29s call sign Kenneth 6, 7, 8 and 9.

8 Dec 58

Electronic ECM was seen which lasted from 2230Z to 2232Z. The jamming source was a B-47 outside the sub-sector. From 1430Z to 1455Z this unit conducted a synthetic ECM triangulation exercise with ADC Triangulation Centre. Work commenced this date to change equipment to new locations for one room system.

10 Dec 58

Synthetic ECM exercise #9 was conducted with ADC Triangulation Centre. Exercise commenced at 0325Z. During the period there were several SAC training missions penetrated the sub-sector. These were made up of flights of 6 B-52s and three flights of 6 B-47s along with their tankers to complete airborne refuelling.

The sub-sector was penetrated by 1 B47 on a training mission.

15 Dec 58

This unit experienced electronic jamming from 2236Z to 2307Z. The source of the jamming was unknown.

16 Dec 58

During the period the sub-sector was penetrated by a flight of 3 B-47s and a flight of 4 B-47s on SAC training missions. Electronic jamming was experienced from 2203Z to 2206Z. Source of jamming was unknown. SAC exercise "Full Force" was run this day. This exercise was to be participated in by units of 2 ADCC. A flight of 6 CF-100 aircraft were moved from Station Bagotville to Station Chatham to give this unit an all weather control capability.

17 Dec 58

During this period the sub-sector was penetrated by several SAC training missions. These missions were composed of flights of 3 KC-97s, 2 B-47s, 2 B-47s and 3 B-47s. Electronic jamming was experienced from 0040Z to 0105Z, also from 0725Z to 1035Z. The source of the jamming was unknown.

There were two flights of B-47s penetrated the sub-sector on SAC training missions. The flights consisted of 3 and 4 aircraft.

F/L Ralston transferred to 2 ADCC.

6 Jan 59

F/O RAD Arthur was taken on strength from Station North Bay. Two flights of B-47s penetrated the sub-sector on SAC training missions. One flight was 6 aircraft and the other was 2 aircraft.

The sub-sector was penetrated by 5 flights of B-47s on SAC training missions during this period. There were a total of 10 aircraft making up these flights.

8 Jan 59

The sub-sector was penetrated by several flights of B-47s on SAC training missions, and there were also 2 KC-97s on a refuelling mission. The flights of B-47s totalled 10 aircraft.

9 Jan 59

There were two flights of 3 B-47s each penetrated the sub-sector on SAC training missions.

12 Jan 59

F/L Ayers came in from Beaverbank on two weeks TD. 6 CF-100 aircraft moved into Chatham to carry out phase 1 of "Exercise Checkerboard". These aircraft were to be used for practice GCI with Midwife.

13 Jan 59

The sub-sector was penetrated by 3 flights of B-47s on SAC training missions. There were a total of 10 aircraft making up these flights. The unit experienced electronic ECM from 1612Z to 1633Z. The jamming source was unknown. Mechanical jamming was experienced from 1839Z to 1975Z. This chaff drop was made by Snapper 27 which was based in Chatham.

Three flights of B-47s penetrated the sub-sector on SAC training missions. These flights were composed of 3, 5 and 6 aircraft respectively.

25 Feb 59

Seven B-52s on a SAC training mission penetrated the sub-sector. The sub-sector was penetrated by 3 B-47s on a SAC training mission. The sub-sector was penetrated by 9 F-100 aircraft which were USAF aircraft designated as High Flight. The unit experienced electronic jamming from 0057Z to 0200Z. The jamming was done by SAC aircraft on a Big Blast exercise mission. The unit experienced electronic jamming from 1830Z to 1850Z. The jamming was received from an aircraft using the call sign Kenneth 12.

26 Feb 59

The sub-sector was penetrated by a flight of 3 B-52s on a SAC training mission. A total of 6 B-47s penetrated the sub-sector on SAC training missions.

27 Feb 59

Electronic jamming was experienced from 1557Z to 1612Z and also from 1720Z to 1742Z. The jamming was received from an aircraft using Kenneth 16 as its call sign.

1 Mar 59

Bangor SAGE using call sign Bankmud began receiving forward tell information from this unit.

2 Mar 59

Electronic jamming was experienced from 1603Z to 1644Z. Jamming aircraft were Kenneth 3 and 7.

3 Mar 59

The sub-sector was penetrated by a B-47 on a SAC training mission.

4 Mar 59

F/O Chambers was taken on strength from Station Gimli. A total of ten B-47s penetrated the sub-sector on SAC training missions. These consisted of a flight of four and a flight of six aircraft.

There were six B-52s penetrated the sub-sector on SAC training missions. Synthetic ECM exercise #22 was conducted with ADC triangulation centre. The exercise commenced at 1930Z and was completed by 2020Z.

This unit experienced both electronic and mechanical jamming from 1915Z to 1956Z. The jamming source was Kenneth 2, 4, 7 and 16.

There were a total of sixteen B-47s penetrated the sub-sector during this period. These aircraft were on SAC training missions.

Electronic jamming was experienced from 1718Z to 1835Z and from 2230Z to 2335Z. In both cases the jamming aircraft was Boneyard 2.

17 Mar 59

The sub-sector was penetrated by a flight of 3 B-52s on a SAC training mission. At 2015Z the sub-sector was moved on alert Apple Jack. The unit experienced electronic jamming from 1645Z to 1715Z. The jamming was done by Exercise Blast Off aircraft. Electronic and mechanical jamming were seen by the unit from 2046Z to 2148Z.

The all clear for exercise Blast Off was sounded at 1538Z.

A total of twelve B-47s on SAC training missions penetrated the sub-sector. Synthetic ECM exercise #25 was conducted with ADC triangulation centre. The exercise commenced at 1415Z and was completed at 1455Z.

Seven B-47s on SAC training missions penetrated the sub-sector. A single B-66 also penetrated. Synthetic ECM exercises #16 and #18 were conducted with ADC triangulation centre. These exercises commenced at 0002Z and were completed by 0123Z.

14 May 59

This exercise involved the penetration of the sub-sector by CF-100 aircraft acting as a faker force. Aircraft were scrambled from Chatham to intercept the fakers. Four B-47s on SAC training missions penetrated the sub-sector.

Four B-47s on SAC training missions penetrated the sub-sector.

The sub-sector was penetrated by 3 B-47s on SAC training missions.

Five B-47s on SAC training missions penetrated the sub-sector. Electronic jamming was experienced from 1305Z to 1335Z. This jamming came from 3 B-52s participating in exercise Wedding.

22 May 59

Six B-47s on SAC training missions penetrated the sub-sector. Electronic jamming was experienced several times throughout the period. 0005Z to 0048Z, 0427Z to 0510Z, 2142Z to 2149Z. Source of the jamming was unknown.

24 May 59

Two B-47s on SAC training missions penetrated the sub-sector. 2 B-66s also penetrated.

25 May 59

A flight of 4 F-102s which penetrated the sub-sector were given flight following to Harmon AFB.

26 May 59

The sub-sector was penetrated by 3 B-47s on SAC training missions. 2 B-66s also penetrated. This unit conducted a broadcast control exercise utilizing CF-100 aircraft from Chatham and RCN Banshee aircraft from Shearwater. The aircraft were used turnabout as targets and interceptors.

SUMMARY

Role 1 Dec 58 – 31 May 59

This unit continued to function in its assigned role, as directed in ADC plans.

Identification 1 Dec 58 – 31 May 59

During this period 21 Squadron carried 16,138 tracks of which 60 were classified unknown. Of this total 53 were later identified, leaving 7 tracks remaining unknown.

Surveillance 1 Dec 58 – 31 May 59

As the one room operations system is maintained this unit remains responsible for the display of all tracks in #2 Sector. During this period a total of 26,567 flight plans were received. Tote boards continue to be used extensively for displaying amplifying track data.

Aircraft Control 1 Dec 58 – 31 May 59

Provisions of control for air to air firing and flight surveillance for training aircraft of 1 (F) OTU at Station Chatham continues throughout the period. An average of 3 controllers operating on regular day shift compiled a total of 1539:19 scope hours. A total of 4,106 missions were flown by 1 (F) OTU during this period. There were a total of 1,476 handovers completed with adjacent units of the RCAF and USAF. Following is a breakdown of controllers activity:

Personnel 1 Dec 58 – 31 May 59

During this period there were an average of 122 FtrCops divided into six crews and also day staff and training requirements. There were an average of 8 senior NCOs and 15 Cpls acting as supervisory personnel during this period. Controller strength for this period came to an average of 14. There were six officers employed as crew controllers, with the balance of the controllers working on a normal day shift.

Training 1 Dec 58 – 31 May 59

Controller and FtrCops training programs were handled by one officer, one Senior NCO, 3 Cpls and one LAC.

FtrCops Trade Advancement Courses

Two TA courses were held during Mar-Apr 59 with 32 FtrCops attending. Each course was of a two week duration and conducted accordance with ASI 3/4/7.

Radar Reporting Course

Three Radar Reporting Courses were held during Jan 59 with 15 FtrCops group 3 attending. Each course was of a three day duration and covered Radar Reporting procedures listed in NORADR, ASIs, and 21 AC&W Squadron SOPs.

Display Course

Eleven Display Courses were held during the period covered by this narrative with 55 FtrCops group 1 attending. Each course was of a three day duration and dealt with displaying procedures (Tote and GSM) listed in NORADR, ASIs, and 21 AC&W Squadron SOPs.

Week-End TA

Week-end TA was held every Saturday and Sunday and consisted of lectures and demonstrations to familiarize personnel with new equipment and procedures. Approximately 127 FtrCops attended.

Crew Competition Tests

Five monthly Crew Competition Tests were held with all FtrCops on strength writing. Each test covered one subject of the FtrCop trade and consisted of 50 questions of the multiple choice type. These tests are designed to challenge the tradesmen to meet his responsibility of self-study.

Question of the Day

As an aid to FtrCops’ self-study programmes, one question pertaining to their trade is displayed daily on Tote Boards.

Special TA Assignments

Five FtrCops who showed weaknesses in their trade knowledge were given personal instruction.

STP

All personnel of the Training Section took part in every STP exercise held at this unit. They were employed on the TOR team, Fighter Ops, and as Fighter Pilot on the 15-JID.

Contact Training – GObC Personnel

Five FtrCops group 3 from the Rimouski GObC Detachment were given contact training in accordance with ADCI.

Ops T Appointments

F/O C Campbell was appointed Ops (T) in Jan 59.

F/L DS Miller was appointed Ops (T) as replacement to F/O Campbell in May 59.

TELECOMMUNICATIONS

GENERAL

In this report a brief description is given of major incidents that occurred in the Telecommunications Section during the period 1 Dec 58 to 31 May 59. It is broken down into two main divisions.

RADAR HISTORY

AN/GPS-T2 Trainer was placed in operational use at the beginning of December, providing moving targets from a film source as required.

FPS-6 Installation: The magnetrons for the FPS-6 were changed from type QK 338 to QK 338A and daily logs have been kept of the life history of the new magnetron. A considerable improvement in the life of the FPS-6 magnetrons has been obtained by changing to the new type. The new fibreglass radome was found to leak water due to the fact that the radome was not caulked when it was originally installed. This will be done at a later date. An MRP from CGE was called to check the antenna alignment of the FPS-6 and eliminate abnormal vibration in the antenna.

The change-over to one-floor operation was commenced early in march when new cables were cut and prepared for the move of the Radar Scopes from the Report Room on the fourth floor to the Operations Centre on the first floor. The move of the equipment was completed during the first two weeks in April.

Peaking and Overhaul: During the first week in April a crew of technicians from the Northern Electric Company arrived to do the annual overhaul on the FPS-3 Search Radar. During May the FPS Height Finder was given an annual peaking, which was done entirely by RCAF technicians on the unit. This was the first time that an annual overhaul or peaking had been carried out entirely by RCAF technicians.

COMMUNICATIONS HISTORY

GT28 Transmitter Experiments: TCA are continuing to use the GT28 installation to broadcast weather information to their aircraft flying the North Atlantic Route.

ATU Hut: As mentioned in the last Historical Narrative, sometimes these wooden ATU Huts have burnt at other units due to RF energy. On the 4 Feb this same fate happened to the wooden ATU Hut located at St Margarets. The fire which started in the roof was controlled by the Fire Section so that only the roof of the building was destroyed. Fortunately the equipment was salvaged with practically no damage and was re-installed in the new cement building. A crew came in from Cossor Limited to install this equipment in the new building and to complete the splicing of the coax cable.

UHF Changes: During the month of January one multi-channel UHF TX/RX was removed from the Transmitter Site and installed in the Right Tower to add to the back-up facilities and give greater coverage on UHF.

HF Changes: The HF Antenna installation has been changed to agree with the new net requirements. Antennas have been cut and re-located to give maximum effectiveness to the HF nets.

Telephone Maintenance: The RCAF maintenance of the Telephone System at St Margarets has proved that this type of maintenance is definitely superior to that provided by civilian technicians. The Telephone Section has been extremely busy changing over to one-floor operation, moving telephone positions and improving the general cleanliness and orderliness of the system.

Telegraph Maintenance: During December and January the Field Maintenance Party #3 was formed and increased from the original two technicians to a total of six. The first week in February the FMP initiated their monthly visits to Stations Chatham, Beaverbank, Sydney and Gander. On the first visit the general condition of equipment was found to be poor and considerable work was required just to bring equipment to an operational state. Since that time the equipment at all stations has been improved so that all teletype are fully reliable.

TRAINING COURSES

Radar Section

Four Cpls trained on local SSTS Course and 1 FS, 1 Sgt and 1 Cpl travelled to the USA for 5 weeks training on the FPS-20.

Telegraph Section

Sgt Brazeau departed at the beginning of April for a 10 week course at Station Clinton.

Exercise

During May an Infiltration Exercise was conducted but both the RX and TX withstood the attack, and all infiltrators were put out of action at each site. In the month of June a large telecommunication exercise, Desk Top 11, was conducted and considerable experience was obtained from this exercise.
