22 AIRCRAFT CONTROL AND WARNING SQUADRON, HALIFAX, NS

INFORMATION
- Prior to the activation of aircraft control and aircraft warning squadrons, Detachments of RCAF personnel are located at each site to take over buildings from the contractor, and to perform other essential administrative services.
- Because of the Detachment status of these personnel, it is difficult to introduce administrative procedures which can continue in effect after the date on which limited operations commence. This problem could be minimized by activating the aircraft control and aircraft warning squadrons on an administrative status pending completion of construction and installation of electronic equipment. Such a change in organization status would not affect the phased build-up of the establishments for each of these units.
INTENTION
- To activate 22 Aircraft Control and Warning Squadron (22 AC&W Sqn) Halifax, NS for administrative purposes only.
EXECUTION
Effective Date
- For administrative purposes only, 22 AC&W Sqn is to be activated effective 1 Jan 54. For operational purposes, the activation of this Sqn is to be 15 Mar 54, which is the limited operations date provided by Pinetree Project Office.
Role
- Prior to the operational date of activation, the role of this Sqn is to:
- Take over and maintain buildings and services as they are completed by the contractor.
- Provide other RCAF administration as required on the site, and report on the progress of construction.
- Subsequent to the operational date of activation, the role of this Sqn is to provide control facilities for fighter squadrons of ADC, as directed by the Sector Commander referred to in para 8. In the performance of this role 22 AC&W Sqn is to:
- Collect, evaluate, and display information on the air situation within its area of responsibility for use by military agencies and civil defence authorities.
- Provide early warning services within the area of surveillance of its radar.
Command
- The officer appointed to command 22 AC&W Sqn, Halifax, is to be the Commanding Officer of this Sqn as defined by QR(Air) Art 1.02 (xxi)(a)(iii).
Control
- Administrative control of this Sqn is to be exercised by the AOC ADC direct. Operational control is to be exercised by the AOC ADC through the Sector Commander 2 Air Defence Control Sector, St. Margarets, NB.
ADMINISTRATIVE ARRANGEMENTS
Establishment
- Establishment code 120 DN 282 is to become effective 1 Jan 54. However, only those positions of the establishment required to provide maintenance and other essential administrative services are to be considered as being in effect prior to 15 Mar 54.
Personnel
- The transfer or posting of personnel is to be arranged by AFHQ and ADCHQ.
Accounting
- This Sqn is to be self-accounting for materiel, and effective 15 Mar 54 self-accounting for pay also. Between 1 Jan 54 and 15 Mar 54 pay accounting for this Sqn is to be provided by the Commandant, MACHQAU.

- For purposes of QR(Air) art 205.30 and AFAO F5.30 this Sqn is not designated a flying unit.
Supply
- The provision of materiel is to be arranged by the AOC’s ADC and AMC.
Accommodation and Messing
- Accommodation and messing are to be arranged for by the AOC ADC.
Medical, Dental, and Chaplaincy
- Medical, dental and chaplaincy services are to be arranged for by the AOC ADC.
