Cuban Crisis - 22 AC&W Squadron placed on Defcon 3 at 1723Z. One week supply of food was placed in the Operations kitchen. Two dormitories were set up - one for AW and the other for officers and men - capacity 30. A Deputy Battle Commander on duty at all times. Battle Commander on 15 minute standby. All flights placed on 15 minute standby and increased manning implemented. Security checks in Operations building carried out hourly, around the clock.

Cuban Crisis - Fire arms issued to all officers and WOs. 22 AC&W Squadron placed on Defcon 5 at 0020Z.

Ground Training - W/C Allan received extensive briefings and lectures on all aspects of AC&W procedures.

Section VI – Security

The following is an outline of the activities of the Security Section for the period.

2 Jun 62

Miscellaneous - A PMC operated by AB JL Hood of HMCS Shearwater was backed into the ditch at the rear of the guardhouse. Nil injuries. Damage minor.
Discipline - Duty AFP called to the Airmen’s Mess by the PMC, LAC Wallace. LAC Peach was intoxicated and causing a disturbance by attempting to quarrel with Wallace. Peach was removed from the club to the barracks and advised to settle his differences with Wallace in another way.

7 Jun 62

Discipline - LAC Peach was found to be residing in barracks while drawing subsistence allowance. This matter investigated and passed to CAdO for decision.

8 Jun 62

PMC Accident - LAC Perkins, Comm Tech, had an accident on the road between Operations building and Transmitter site with his car. Brakes failed and car rolled back down the hill into a ditch. LAC Murray passenger. Nil injuries. Extensive damage to vehicle. - none to property.

15 Jun 62

Insecurity - 0015 hours. Duty AFP found door to new tower in Operations compound open. Building checked and found in order. Duty Radar Tech informed to keep secure in future.
Loss - LAW Mosdell reported the loss of her wallet in the Airmen’s Canteen on the 12 Jun 62. Investigation conducted and wallet recovered.

17 Jun 62

Discipline - Duty AFP confiscated five bottles of beer from car of LAW Cloughesy parked near Operations Building. Cloughesy and two passengers in the vehicle. LAW Garcia and LAC Holmans subsequently charged in this connection.
Discipline - Commanding Officer reported that the duty lifeguard had not reported for duty. Requested appropriate action be taken. LAC Donovan charged with AWA and awarded three days extra work and drill.

18 Jun 62

PMC Accident - RCMP informing AFP that Mr. JA MacKinnon of the Central Heating Plant had been involved in an accident on the Beaverbank Road. Nil injuries. Damage not known at this time.

21 Jun 62

PMC Accident - Farmers Dairy truck backed into FS Yearly’s car which was parked beside the Station Grocery Store. Nil damage to truck and very minor damage to car. Matter of damage settled between parties involved. Farmer Dairy covered by insurance.

22 Jun 62

Insecurity - 0005 hours. Duty AFP found refrigerator door in the Officers Mess bar insecure. Bartender summoned, check made, nothing missing. Bartender failed to lock up before leaving.
Discipline - Duty AFP confiscated the car keys of 136410 LAC CP Martin of Station Rockcliffe who was visiting the unit. Martin’s car was parked behind the guardhouse but he attempted to walk out the gate in a very intoxicated condition.
PMC Accident - Commanding Officer reported that F/O McCahill had an accident with his car in front of the school. Requested an investigation and report. Nil injury. Extensive damage to front of PMC. Apparent impaired driving involved here.

23 Jun 62

Theft - Mrs. Hughes, wife of Cpl. Hughes, PMQ 54 reported the theft of $1.00 from her wallet left in the ladies washroom while she was in the swimming pool. Investigation continuing.

24 Jun 62

Insecurity - Duty AFP found main door of Rec. Centre forced open while on check at 0640 hours. Door was secure on earlier check. All appeared in order inside the building. Door was damaged slightly.

28 Jun 62

Discipline - Search of PMC at the main gate, operated by LAW Glendinning, resulted in a part bottle of gin being found under the front seat. LAW Petten a passenger in the vehicle claimed ownership. Report submitted.

29 Jun 62

Theft - Commanding Officer reported that Mike Boissoneault, son of WO2 Boissoneault had a $1.00 bill stolen from his clothes while he was swimming. Investigation being made by NCO i/c AFP.

2 Jul 62

Traffic - Mr. Pearce of Burroughs Business Machines warned re traffic regulations regarding his failure to stop at a stop sign at Administration and Main road. Also, red blanket removed from his car prior to his departure from unit.
Theft - D25 completed on information received from AW1 Wheatley reporting the theft of articles from her room. One item recovered.

4 Jul 62

Insecurity - Duty AFPman on patrol discovered third floor fire exist in Operations Building open. Duty Controller advised and door secured.

5 Jul 62

Insecurity - Window found open in Supply Section by duty AFPman. F/L Morrow advised and window secured.

6 Jul 62

Insecurity - Mr. Pearce of Burroughs reported he had found SAGE Annex door open on reporting for work. Investigation revealed that Mr. Mountain of CE Section had been in building to check air conditioning and had left door open although the lock was engaged.
Insecurity - MSE maintenance garage found open with no one in attendance. Cpl. St. Onge advised and door secured.

7 Jul 62

Impaired Driving - LAC Tousignant not permitted to depart unit due to his overindulgence in alcoholic beverages. Keys confiscated.

8 Jul 62

PMC Accident - Two airwomen from this unit involved in an accident while passengers in a PMC. AW1 CL Johnson admitted to hospital with minor injuries. AW Brown shaken up but released after observation.
Trespassing - Two naval personnel apprehended in Airmen’s Canteen after entering unit at rear of CE Section. Both were directed to leave the unit.

12 Jul 62

Trespassing - Two girls from Beaverbank Road (Sanford and Lively) were escorted from unit after being discovered in swimming pool. Girls had been denied entry to unit but apparently entered via hospital road.

13 Jul 62

Discipline - A red blanket was confiscated from LAC PW Kerluke as he attempted to take it with him off unit. Blanket returned to him on his return to unit.

17 Jul 62

Investigation - Investigation conducted by Sgt. Bast into a disturbance in Airwomen’s Quarters reportedly involving AW1 Garcia.

19 Jul 62

Insecurity - One dozen cans of Olands Beer found on bar of Officer’s Mess by duty AFPman while on patrol. Bartender had apparently failed to place beer in lockup on securing of bar.

20 Jul 62

Discipline - Nine bottles of Moosehead Ale confiscated from a PMC owned and operated by LAW JC Harnish. LAW Maguire, a passenger in the PMC, claimed responsibility for the ale. Both airwomen charged. Found guilty of introducing alcoholics to the unit and were each awarded a ten dollar fine.
Impaired - Mr. JB MacDonald of the CE Section found sleeping while in an intoxicated condition in his PMC which was parked in the Administration building parking lot. Duty AFPman removed keys from PMC and left Mr. MacDonald to sleep off the effects.

21 Jul 62

Insecurity - Sports Stores and Central Warehouse in Rec. Centre found open by AFPman on patrol. Sports Stores door secured, unable to secure Central Warehouse door, but outer doors of Rec. Centre were locked - ensuring security.
Impaired - Mr. Ted Blois, employed in the Combined Mess was convicted of impaired driving in Civil Court and awarded a $50.00 fine with a year’s suspension of driving privileges.

23 Jul 62

Insecurity - Officers Mess storage room used for the storage of soft drinks found open by duty AFPman. Bartender was off the unit. Door secured by AFP. Stock check on following day revealed all in order.

25 Jul 62

PMC Accident - F/O EA Brigg of RCAF Station Greenwood while departing this unit in his PMC, had attempted to raise the barrier and at the same time drive under it - and in so doing the barrier dropped on his car. The duty Commissionaire was busy in the guardhouse at the time and F/O Brigg had departed before he got outside.

28 Jul 62

PMC Accident - LAC Malcovitch of this unit, while stopped at the stop sign on the corner of highway and unit was hit in the rear by a PMC operated by F/O GP MacDonald of RCAF Station Greenwood. F/O MacDonald at fault - agreed to pay for damage sustained to Malcovitch’s PMC which appeared to amount to less than $100.00. An appraisal obtained by Malcovitch placed cost of repair at an amount above $100.00, consequently he was advised to report to civilian police.

29 Jul 62

PMC Accident - RCMP Halifax advised that an accident involving personnel of this unit had resulted in the death of AW1 CL Johnson. Three other persons, Mr. Pearce of Burroughs Business Machines, the driver, AW1 MGM Donovan and Mr. Wright of Burroughs (Barrington) were hospitalized as a result of injuries received in the accident. Sgt. Bast attended autopsy and identified AW Johnson at funeral home following morning.

Insecurity - South door of Supply Section found open by duty AFPman. Door secured and F/L Morrow was informed.

4 Aug 62

Insecurity - Second floor door of FPS-6 tower found open by AFP. Radar Crew Chief advised and door secured.
PMC Accident - Sgt. R Stokes involved in an accident on the Kelly Lake Road. Approximately $100.00 damage sustained to his car when he hit and killed a deer.

7 Aug 62

Discipline - LAC JM Donovan, while approaching main gate, indicated with a signal he was going to the Hobby Shop Garage and as is the practice was permitted to leave unit without signing out in the register. Donovan did not go to the Hobby Shop garage but instead, turned right on the Beaverbank Road. Apparently this was not the first time Donovan had done same. Donovan was warned by Sgt. Bast and advised he would now be required to sign out at gate on all occasions after 1800 hours.

9 Aug 62

Sgt. Gillies reported that LAC JM Donovan was absent from his place of duty in the Operations Building. Sgt. Bast located Donovan asleep in his bed in quarters, approximately 1 ¼ hours absent. No further action taken by AFP.

14 Aug 62

Investigation - Cpl. Mallett conducted investigation into injury sustained by LAC JK Read while in attendance at a crew party in the Airmen’s Canteen 9 Aug 62. LAC JD Muss was airman involved in fracas with Read which resulted in Read receiving a fractured jaw.

15 Aug 62

Theft - LAW DJ Wells (FtrCop) reported the theft of her wrist watch while in the dressing room of the Rec. Centre. Wrist watch subsequently recovered by Sgt. Bast during investigation.

Discipline - Duty AFPman called to Snack Bar by Mrs. B Machon (waitress) as she was experiencing difficulty with 3 boys who were throwing salt and sugar about the place and making nuisances of themselves generally. Memo submitted to CAdO with names of boys involved.

Mr. JC Parent (ex RCAF), a visitor to the unit, was issued a daily pass which had not been signed by the person visited (WO Rankin) on Parents departure from unit. Mr. Rankin was advised that WO Rankin would have to initial pass prior to his departure. Mr. Parent became angry but went to his car as though he meant to comply. Instead when the barrier was raised to permit the exit of another PMC, Mr. Parent also left the unit. The following morning Mr. Parent phoned Sgt. Bast to apologize and explained that his child had been sick and his wife upset when he left the station previous evening, which had prompted him to take the action he had. He was advised to return the daily pass.

PMC Accident - F/L R Morrow (SSO) reported he had been involved in an accident with a car driven by Mr. Robery Romkey, Lower Sackville, on Highway #3 near Boutiliers Point. No injuries. Approximately $50.00 damage to F/L Morrows PMC.

Discipline/Impaired - Duty AFPman confiscated keys to PMC belonging to LAC ES Mullins of RCAF Station Greenwood, due to Mullins’ condition through consumption of alcoholic beverages. Permitted to depart after period of time in which he sobered to the satisfaction of AFP.

PMC Accident - 68197 LAC DG Parker, RCAF Station Mont Apica, PQ, while visiting this unit during the evening of 29/30 Sep parked his PMC in Airwomen’s parking lot. At time of entering PMC prior to departing from unit, Parker noticed that the right rear fender had been damaged. Parker reported same to AFP who conducted investigation at scene with negligible results. Damage to Parkers PMC approximately $30.00. Investigation to continue.

Nuclear Alert - Staff on alert basis and carrying periodic patrols of station and transporting supplies to Security Guards. When Nuclear Fallout alarm sounded, staff checking barracks and messes for personnel then proceeding to Rec. Centre.

MV Accident - 37086W LAW DL Roberge reported that she had been involved in a motor vehicle accident while driving PMC license #12-44-41. Cpl. Nelson to investigate. AWs PMC struck an Imperial Oil tanker license #C37060 which was unloading fuel at the Operations building. Approximate damage to both vehicles $150.00. MVA report completed.
Insecurity - Door leading to Snack Bar (lock R-8) found open. Premises checked and secured.

Discipline/Impaired - Mr. JA McKinnon, Station Engineer detained at main gate while under the influence of alcohol. PMC parked in guardhouse lot. Mr. McKinnon allowed to leave the unit after a reasonable length of time.

Insecurity - Weight lifting and adjacent storage rooms found open in basement of Rec. Hall. Both rooms checked and secured.

Discipline/Impaired - Mr. Keith McIvor, Mount Uniacke, detained at main gate under the influence of alcohol. While duty AFPman on another call, Mr. McIvor attempted to leave the unit but backed up approximately 200 feet and ended up in the ditch on the wrong side of the road. Mr. McIvor was taken home by friends and arrangements were made to have PMC towed from ditch.
Discipline - Duty AFPman received call from Rec. Centre regarding disturbance and attended. Edgar Charles Doull, Middle Sackville and Allan Bonar, Sackville escorted from unit under the influence of alcohol.

Security - AFP checking all civilians employed within the Operations compound and carrying out constant patrols during daylight hours.
Training - FS Bast instructing Officer personnel in the use and handling of the 9mm pistol at station range.
Security - AFP shift increased to two men per shift. One man in the Operations area and the other at the main gate.
Security - Pistols and rifles issued to Officers and Airmen on guard detail.

MV Accident - 159915 LAC David John Brown reports that he had been involved in a Motor Vehicle Accident at Halifax. Brown’s PMC, License #11-41-38, was struck by another vehicle at an intersection. MVA report completed.

MC Accident - Cpl. Nelson investigating accident approximately 2 miles south of Station on Beaverbank Road. PMC license #124441 driven by LAW Roberge had gone off the road. Roberge and LAW Kirley had been injured slightly so Nursing Sister was called to treat them. Other passengers were Law’s Hicks and Moore. LAW Roberge will make accident report. Incident reported to RCMP due to injuries but will require no action by them. Accident report submitted.

Discipline - F/L Majocha CAdO informed AFP to submit D22 on incident LAC Read and LAC Muss. Actioned.
Discipline/Dress - F/L Majocha CAdO informed AFP that all personnel shall wear their service caps at all times in vehicles while in uniform.
Security - F/L Majocha CAdO informed AFP that half of the service personnel would be confined to camp for the week end from the domestic area. Sections informed to provide list.

Discipline - Cpl. Compton, OC, requested AFP assistance at Airmen’s Canteen. LAC Robins actioned. Mr. L Strudwitch of Halifax, a guest of Cpl. M Embrett, had become obnoxious and had insulted LAW Rostad and refused to leave when asked to do so by the OC. Strudwitch left willingly when LAC Robbins appeared.
Security - Routine patrol disclosed that there were not any Security Guards situated in the Operations guard room. FS Bast notified who in turn notified Duty Director. FCO personnel will now be detailed as Security Guards.

Security - Patrol disclosed that Receiver and Transmitter sites gates were left open while sites unmanned during lunch. Doors secured by AFP. Personnel arrived at site and were instructed to secure sites when unmanned.

MV Accident - Sgt. Mosher "misjudged" corner in front of PMQ 19 and struck rock parking area in front of PMQ 35-36. Approximately $100.00 damage to PMC. No damage to property. Sgt. Mosher had been drinking. OO in attendance. Accident report and memo submitted.
MV Accident - F/L Bernston drove his PMC into ditch in front of Officers Mess while trying to turn around. No damage occurred. F/L Bernston had been drinking. CTSO requested that PMC be towed out. Sgt. Stokes actioned. Memo submitted.

Discipline - Two men were stopped while entering the unit who said that they were from Station Chatham and were asked for their "I" cards. One man produced his and stated that the other had left his at his home in Chatham. "I" card produced was in the name of Lefler another airman from Station Chatham while the airman in possession of this "I" card signed his name as Wilson. FS Bast notified. Memo submitted.

MV Accident - Mrs. Touchie, Armdale, Halifax, reported that LAC Donovan and LAW Holmes had been injured in a MVA at St. Louis de Camp, PQ. AFP actioned.

Security - Mr. James Romeo and Mr. John Gibson arrived from Griffis AFB (Rome Air Materiel Area) without prior notification from ADCHQ. PAdO advised that message was received from Griffis AFB direct to ADCHQ but that no authority was received from ADCHQ. S/L Keele advised on arrival and authorized their entry into Operations Building.
