- Purpose:
To establish the duties and responsibilities of the Squadron Fire Marshal, Area Fire Marshals and Fire Wardens.
- Scope:
The provisions of the SOP apply to all personnel assigned the duties of Squadron Fire Marshal, Area Fire Marshals, or Fire Wardens.
- Responsibility:
- Squadron Fire Marshal
:
- Development of Standing Operating Procedures (SOP’s) for fire prevention and protection, evacuation of buildings and fire fighting techniques.
- Training of squadron personnel in all phases of fire prevention and fire fighting with the equipment available to the squadron.
- Coordination with support base agencies in training of personnel and inspections of equipment and facilities.
- Conducting inspections of the squadron areas.
- Determination of fire fighting equipment requirements for permanent installation, UAL justification, and submission of requisitions for such equipment to support base. Fire hazards due to possible enemy attack should be considered when determining requirements.
- Conducting fire drills at least twice each month.
- Area Fire Marshals:
Squadron officers appointed by Squadron PERAM, charged with fire prevention and inspection responsibility for areas into which the installations is divided as outline in Attachment No. 1. Area Fire Marshals are under the jurisdiction of the Unit Fire Marshal in all matters pertaining to fire prevention.
- Designated officer in each case will furnish written instructions and check lists to their Building Fire Wardens, securing signatures indicating acceptance and understanding, and will conduct courses of instruction for Building Fire Wardens quarterly followed by written examinations.
- Officers will perform detailed weekly fire inspections of their buildings and areas and will furnish written reports of such inspections, including copies of daily inspections by the Fire Wardens, to the Squadron Fire Marshal not later than Monday of each week.
- Will be responsible for preparing and posting, in a strategic location for all personnel to see, a Building Layout Plan with the scale of one (1) inch equal to five (5) feet showing the following:
- Location and type of fire extinguishers.
- Location of all exits from building and exit routes for personnel.
- Will be responsible for assigning personnel to the various fire fighting equipment in their areas. These men will stand by same at all fire drills or actual fires unless ordered to move by directions from the Squadron Fire Marshal.
- Will be responsible to see that all personnel in their areas have read, once a month, all the material in the Fire Folder, posted in each Section, and have initialed the Fire Folder Log indicating compliance and understanding.
- Fire Wardens:
Prevention of fires in the assigned building, structure, facility as outline in Attachment No. 1, is the responsibility of fire wardens and cannot be delegated. Fire Wardens will take immediate positive corrective action to eliminate noted deficiencies or malpractices in respect to fire prevention and will include but not be limited to the following:
- Thoroughly inspect to eliminate fire hazards at least once every 24 hours. Recreational facilities and similar activities frequent and irregular fire inspections. Every room, hallway, closet, and other accessible space will be inspected to locate and eliminate possible causes of fire.
- Fire hazards observed during the inspection, or at any time, will be corrected immediate to eliminate or remove such hazards. If beyond capability of the Fire Warden, immediate notification to the Squadron Fire marshal is mandatory.
- Violators of fire prevention directives within the building or area will be sharply cautioned by the Fire Warden. If this does not correct deficiencies, they will be reported to the Squadron Fire Marshal for further action.
- Conduct instruction and written fire prevention examinations of all personnel working or living within their assigned building each quarter.
- The Building Fire Warden will be prepared to report to Squadron or higher headquarters, the relative condition of USAF property assigned to respective Fire Wardens including full and detailed explanation of extent of fire hazards, fire damage, or fire destruction.
- Appropriate authorities will determine degree of responsibility and pecuniary liability of Fire Wardens when the building, structure, or facility to which they are assigned as Fire Wardens is damaged or destroyed by fire.
General:
- Inspections:
- Daily:
Each designated building, area or facility assigned will be inspected daily by the Fire Wardens. Buildings that are unoccupied during portions of the day or night will be inspected immediately prior to being vacated or closed. Irregular and unscheduled inspections of living quarters will be conducted during those hours when personnel might be inclined to be smoking in bed while reading. The Area Fire Marshal will insure that a written report or check sheet is maintained by the Fire Wardens indicating daily inspections performed.
- Weekly:
A physical inspection of each designated building or area will be conducted weekly under the supervisor of the Area Fire Marshal. Inspections will include all first-aid, fire appliances, standpipes, hoses, nozzles, other miscellaneous fire equipment, general housekeeping practices and storage of materials and inflammable liquids.
- Monthly:
A detailed fire prevention inspection will be conducted by the Squadron Commander and the Squadron Fire Marshal. During these inspections the assigned Area Fire Marshal and Fire Wardens will stand-by to accompany the Commander and Squadron Fire Marshal on inspection of their respective areas.
