Dear Sir:

As a result of discussions with Mr. Gilchrist of your Department on 7th August, this letter will serve as an application for an Annual Special License for the dispensing of liquor and beer at Resolution Island Air Station, Resolution Island, North West Territories.

Canadian Marconi Company will shortly assume the responsibility for the operation and maintenance of Resolution Island Air Station on behalf of the United States Air Force. It is intended to dispense beer and liquor in two separate rooms, formerly known as the Officers Club and the NCO’s Club which we will probably retitle as "A" Mess and "B" Mess respectively.

Liquor and beer will be dispensed on a ration basis, i.e. the messes will only be open at certain hours on possibly two or three days per week. The details of the canteen schedule are not firm at the present but the open hours will be restricted.

The attached plan of the building layout at Resolution Island shows the location of the two mess buildings, each consisting of three rooms. One room in each mess is fitted out as a lounge/bar, with the second being a games room and the other a latrine. Storage facilities will consist of the main bulk storage located adjacent to the food cold storage warehouse as shown on the drawing, with a small stock being held in controlled lock-ups within the messes themselves.

The attached drawing has been prepared by our Base Engineer’s Office and is submitted as a temporary measure. A copy of the Site Building Plan "as built drawings" will be procured from Resolution Island, upon receipt of which, the copy will be forwarded to your office.

It is our intention to arrange for the dispatch of approximately 1800 cases of beer through at least two local Breweries some time later this month upon receipt of your concurrence in our application. It is understood that a surcharge of $2.00 per case is payable to your office before shipment is authorized. Future sailing dates to Resolution Island are a matter of question at the present time but it is believed that there will be transport available later this month or early in September.

We trust that the foregoing information is in sufficient detail to permit the issuance of the requested License. We will be pleased to provide any further information that may be required.
