In accordance with Secret Organization No. 166, formation of No 2 Filter Detachment (with Establishment of 7 Officers, 15 WD Officer, 26 Airmen, 125 Airwomen, and 8 civilians), came into effect for Operation and function as a unit on disbandment of No Group Headquarters and accommodation on the second floor of Belmont House occupied for Administrative, Medical Inspection Room, and Unit Sub Stores Sections, Filter Section in basement and space occupied on the eighth floor by Signals Section, also Canten and Recreational Centre being retained. S/L AL Mills (C3229) on attached duty from No. 4 Group Headquarters, Prince Rupert, assuming temporary Command, F/O WE Ellis (C8989) assigned to duties of Adjutant on posting from No. 2 Group Headquarters. All accounting for this Unit to be carried out by RCAF Station, Patricia Bay.

BC Telephone Company advise that instructions received to remove all telephones, excepting one outside line from Service Police Office at Main Entrance. This question being taken up with Western Air Command with a view to obtaining adequate telephone communication facilities for all sections necessary to effect efficient function.

WD Officer reports having great deal of difficulty maintaining services at WD Barracks, Kildonan House, due to shortage of help provided by Establishment. The question of maintenance will also present a problem since no carpenter to be employed by this Detachment, despite same service required to be maintained as when under the function of No 2 Group Headquarters. Committee appoiinted under Chairman of F/L AP Reed (C8492), to organize the units effort in the Sixth Victory Loan Campaign.

Outside telephone service provided for Adjutant with an extension to Service Police and Filter Section, Operations Room, some improvement over previous arrangement but telephone congested with calls, incoming and outgoing for all sections. Advice received from WAC that all emergency maintenance for WD Barracks and Gorden Head WT Station, to be carried out by local contract on LPO action by Accounting Unit. Maintenance of Belmont Building to be responsibility of Dept of Public Works.

W/C HA Smith (C1242)(now attached to No 2 Filter Detachment since posting to WAC from No 2 Group HQ on disbandment) proceeded to Western Air Command Vancouver to present problems of accommodation, communications, maintenance and personnel requirements etc, for consideration.

Difficulty encountered by the heavy demands for transport between Victoria and Patricia Bay from Officers on Temporary Duty from Western Air Command and other units as well as personnel on posting, necessitating their clearance at RCAF Station, Patricia Bay, accounting unit for this detachment, also Dental and Medical appointments requiring transport to that station.

Sqn/O J Cameron (V30011) reported on temporary duty from Western Air Command. F/L WA Garland (C11667) appointed President and A/S/O EJ Gray (V30635) Member to comprise Stock-taking Board to take stock of Central Warehouse, and Canteens, Belmont Building and Kildonan House on 31st March, 1944. Due to location of this Detachment in city of Victoria, the three MT drivers provided on establishment are greatly over-burdened with many requests for transportation from Officers visiting neighbouring units on temporary duty or on official business within the city., a report of the situation being made to Western Air Command for consideration with a view to increasing the transport section to meet demands, or reducing the work of the MT Section to a degree in keeping with the Establishment.

Instructions received from Western Air Command to vacate all space presently occupied in Belmont House, other than space on ground floor in use by Filter Section (Operations) and the 8th Floor to be used only by No 2 Filter Detachment, sections occupying space on 2nd floor are according to move to the 8th floor immediately. Plan of space made available on 8th floor and submitted by Western Air Command being checked against requirement of Detachment. Officer Commanding finds such accommodation inadequate as provision of 3 telephones and 2 extensions being insufficient to meet communication needs for efficient function, a revised Plan (showing whole available space of 8th floor necessary to be occupied) being prepared with report to be submitted to Western Air Command for consideration and approval, also request being made for 5 telephones and 4 extensions, considered necessary to meet present immediate requirements. Mr Dawson of the Dept. of Public Works recommends that offices on 8th floor be repainted before occupancy and suggestion forwarded to Western Air Command that authority be obtained from the Superintendent of Government Buildings, Dept. of Public Works, Ottawa, for this work to be proceeded with. The first meeting of the Station Fund Committee for the taking over from No. 2 Group Headquarters was held at 1600 hours. Meeting of Canteen Committee also held at 1500 hours and future policy and management fully discussed and clarified.

After investigation, it was decided that a Victory Garden at Kildonan House would be impractical. The soil is a heavy clay which caused last year's effort to burn up in hot weather. Expense of correcting the soil, would not warrant the results. R/T Reception difficult with Nos 10 and 11 Detachments during night due to atmospheric conditions.

An Aircraft Recognition Course commenced for all Filter Personnel, four lectures per each watch. Lectures being given in late evening by Sgt Keen of ADC. This course will put plotters in a better position to deal with and help ADC observers. R/T Reception difficult during night hours wth No 10 Detachment. This date being "Good Friday", Normal Routine prevailed with Skeleton Staff on call.

Trade Test Board arrived this date for purpose of trade testing #2 Filter personnel, F/O TL Bryne, WO1 T Watts, Members. F/O WE Ellis (C8989), Chairman of unit Victory Loan Committee, proceeded on temporary duty to Western Air Command, Vancouver, to attend conference scheduled for 0900 hours, April 10th, 1944, on organization of Western Air Command's effort in 6th Victory Loan Campaign.

F/O Howard, Organization, Western Air Command, was contacted re move to 8th floor. He advised that all space of 8th floor required to accommodate all sections. Equipment and Medical Sections move is now under way, the balance to wait until further action taken on telephones. Contract with Veteran's Sightseeing and Transportation Co, Ltd, expires 24th April, 1944. Western Air Command advised. This service is needed to move shift personnel from WD Barracks to work at Belmont Building. Preparations are under way for moving the Signal's Officer to a new site. Five R/T Operators trade-tested this date. S/L AL Mills, (63229) ceases attachment No 2 Filter Detachment and departed on posting to No 4 Filter Detachment Prince Rupert.

F/O WE Ellis (C8989) returned from temporary duty at Western Air Command after attending conference on 6th Victory Loan Organization. Trade Test held for RTOs. No difficulties experienced in R/T reception.

Trade Test held for Teleprinter Operators. No 8 Detachment reported spurious echoes during period 1530 to 1630. Trade Test Board completed and departed for Patricia Bay. F/L EA Porter returned from temporary duty at Western Air Command.

F/O EF Mulligan (C8518) ceases attachment from RCAF Station, Sea Island on completion of work of Equipment Section on disbandment of No 2 Group HQ. Sixth Vicotry Committee held meeting of campaign for effort of this Detachment in connection with Victory Loan Campaign.

Inspected Gordon Head Detachment, everything in good order. Barrack Block could do with exterior paint job. Limited personnel making it difficult to keep grass and lawns in good shape but to date everything in good condition. Inspected Jordan River Unit, no complaints considering conditions under which personnel are working. Officer i/c Signals made inspection of Gordon Head along with OC in morning. Inspection and pay parade at XI Detachment held in afternoon. The OC and W/C Smith accompanied the Signals Officer. Personnel appointed to following committee. Entertainment Committee, Sports Committee, and House Committee, WD Barracks. Personnel working overtime to move from 2nd floor to 8th floor, Belmont Building. Anticipate move completed with next week as soon as telephones are installed

R/T Monitoring Room changed according to plan approved by WAC. Change over completed this date, no serious breaks occurring. Final arrangements made of installation of telephones No 2 Filter Detachment, 8th Floor and installation commenced. F/L KB Campbell (C9060) accompanied by F/O M Hogg, (C40118) Western Air Command, reported on temporary duty to supervise installation of telephones.

Unit quota of $9500, 6th Victory Loan Campaign exceeded by $200.00, i.e. $9700 fully subscribed up to close of this first day of campaign. Meeting of Entertainment Committee held at Kildonan House at 2000 hours to discuss and arrange future programme of unit entertainment. Three airwomen provided to take part in Pageant at Royal Victoria Theatre under the auspices of the Victoria Rotary Club in support of 6th Victory Loan Campaign.

Thirty-eight tickets received from Finance Committee for distribution to Unit personnel for attendance to Jack Benny show staged by Jack Benny and troupe at MacCauley Auditorium in support of 6th Victory Loan Campaign.

ASO PM Heading, V.30599, attended luncheon held at Government House by Lieut Governor of province of BC, in honour of Jack Benny and troupe. Arrangements made by Officer Commanding with RCAF Station, Patricia Bay for all personnel of Detachment so desiring to attend all entertainment in future at Patricia Bay Station.

W/C ECM McCullagh, C.3454, Western Air Command Padre, visited Detachment and held conference with OC. S/L WG Henstridge, C.1728, Western Air Command, reported on temporary duty and discussed problems of motor transport with Officer Commanding and Adjutant. A great deal of difficulty being experienced in supplying demands for MT and it is obvious that Establishment of personnel and vehicles to cope with situation is inadequate. At 0900 hours this date five officers of WAC requested MT be provided for No 6 Convalescent Hospital, Colwood and to RCAF Station, Patricia Bay. In addition, seven other personnel of detachment on sick parade and up for clearance on posting required to be transported to RCAF Station, Patricia Bay. Officer Commanding, accompanied by the Adjutant, conducted an inspection of grounds at Gordon Head W/T Station, in company with Mr James Turner (farmer), Hayward Farm, Royal Oak, BC, with whom arrangements were made to pasture a number of sheep within the area for the season of 1944 on authority of W/C Hollingum, Organization Officer, WAC, due to the limited establishment at this Station where personnel were finding it difficult keeping the grass trimmed and mowed. It is considered that the grounds with the area are to be put to good use as a result of this arrangement.

Two airmen and two airwomen provided to form a guard of honour representing RCAF with Army and Navy personnel, at the unveiling Honour Roll Plaque at Victoria High School at 1930 hours. Very satisfactory progress made during first week of 6th Victory Loan Drive and this unit's effort to date resulted in exceeding quota by $1250 making a total subscribed of $10,750 by 151 personnel.

F/L IM Mawdesley (C3547) reported on temporary duty in Signals Section from Western Air Command Headquarters. F/O WE Ellis (C8989) Unit Chairman, 6th Victory Loan Campaign, and S/O HV Barker-Benfield (V30503) accompanied by F/O AD Solomon (V7181),Signals Officer, proceeded to X-1 Detachment, Jordan River, to canvas personnel for Victory Loan subscriptions. F/L TFM Porteous (C7053), WAC personnel Counsellor Officer, accompanied by A/S/O PA Solberg, V30521, reported on temporary duty and held conference with Officer Commanding on personnel counselling, organization and function. Fire Committee Meeting held with the President, F/O AD Solomon (C7181) in the Chair. The matter of responsibility in the event of fire on the floors occupied by the Navy, Army and those allocated for civilian use was discussed. This matter will be held in abeyance until the next meeting until the heads of these departments can be interviewed. It was suggested that Fire Drills be carried out at the WD Barracks and by personnel in the Belmont Building.

The Western Air Command Band in charge of F/L AH Walls, C5622, Public Relations Officer, and F/O JH Marsh, C29924, Photo Officer, reported on arrival for Air Force Day Parade in support of 6th Victory Loan Campaign and departed for Vancouver on return to Western by CPR Boat at 2359 hours.

Captain Netherton, CDC, HMCS Naden, visited Detachment and held conference with Officer Commanding, with reference to arranging adequate dental service and appointments for personnel, full consideration being given to this problem and the difficulties experienced to date. As a result of this conference, a satisfactory plan was worked out. Inspection of Gordon Head W/T Station and check of inventory by the Sigs-Radar Officer. Additional personnel posted to Jordan River thus bringing Detachment up to strength.

Arrangements made commencing this date for the Education Officer, F/O AD Allred (C13217), RCAF Station, Patricia Bay, to visit the Detachment and be available from 0900-1260 hours every Friday, for the purpose of interviewing personnel and deal with all Educational matters.

Normal Routine. Good progress being made towards reaching objective of $2000 over quota of $9500 set for Victory Loan, and to date $1650 of this additional objective obtained.

Normal Routine. A Unit dance was held at Kildonan House (WD Barracks) from 2100-0030 hours, for the benefit of all personnel. Music was supplied by the Orchestra from RCAF Station, Patricia Bay. The affair proved an outstanding success and the desire of all personnel was expressed for more entertainment of this nature at Kildonan House (at home), rather than at a downtown hotel or dance hall.

F/L JH McClinton, C10925, APM, WAC, reported on temporary duty and held conference with Officer Commanding on Service Police problems of the Unit and requirements of patrol in the Victoria area, departing for WAC at 2359 hours, via CPR boat.

Victory Loan Committee striving hard to obtain objective before close of campaign following day. $11,300 subscribed with $200 yet needed to acquire objective.

Signal received from WAC advising that applications for Victory Loan Bonds will be received up to 1300 hours, 16th May, on close of Campaign. A/C Smith, General Staff Officer, accompanied by G/C EC Luke, SAO, WAC, visited Belmont House and conferred with the Officer Commanding on Filter Room efficiency and function.

Dental Officer reported 0900 hours and accommodation was obtained in the former location on the 7th floor under arrangements made by WAC. A complete check of all personnel made and the section will continue to function until all necessary Dental Treatment of personnel is completed.

S/L AB Tingey RAF78628, reported on temporary duty from Air Force Headquarters to make complete check of procedures and function of Filter Room and MLO Section. Final report on 6th Victory Loan sales forwarded to WAC this date, $11,450 subscribed by 162 personnel and quota exceeded by $1950 (120%).

S/L FC Foy, C.2615, Auxiliary Services Officer, reported on temporary duty accompanied by F/O JH March, C.29924, Photographic Officer, WAC, reported on temporary duty in connection with inspection of Air Cadets of the Victoria Area conducted by CO RCAF Station, Patricia Bay and Air Cadet Officials at Royal Athletic Park at 1430 hours. The Officer Commanding and Adjutant attended the inspection on invitation by the local Air Cadet Officials.

A Security lecture was given at Kildonan House by the Officer Commanding and F/O AD Solomon, C7181, Unit Security Officer at 2030 hours attended by all personnel off shift. The Film "Next of Kin" was also shown with a great deal of interest. This being a parade ordered by the Officer Commanding, with no absences.

The wearing of Khaki Summer dress for officers and other ranks to be put into effect this date but due to weather conditions in the area made optional until June 1st. Group Captain WE Baker, C.12, Senior Equipment Officer, WAC, reported on temporary duty.

An inspection was made of Kildonan House, Belmont House, Gordon Head W/T Station, by Group Captain WE Baker, Senior Equipment Officer; W/C Sharpe, PMO (WAC); Squadron Leader Young, Hygiene Officer, WAC, accompanied by the Officer Commanding. Many recommendations were made, all of which can be carried out depending upon personnel available and the co-operations of W&B Section, RCAF Station, Patricia Bay. F/L WA Carlyle, C.4400, Fire Prevention Officer (FPO), WAC, and F/O JS Golightly, C14988, of Organization Section, WAC, reported on temporary duty at 1600 hours.

A complete inspection of Belmont Building, Kildonan House (WD Barracks), Gordon Head W/T Station, was made by F/L WA Carlyle, FPO, WAC, accompanied by the Officer Commanding. F/O WE Ellis, C.8989 (Adjutant), proceeded to RCAF Station, Patricia Bay, in connection with accounting matters, inventories, etc, preparatory to turning over responsibilities prior to departure on temporary duty to RCAF Station, Rockcliffe to attend personnel counsellors course No 4.

F/L WA Carlyle, FPO, WAC, ceased temporary duty at this Detachment departing for WAC 2359 hours. Wing Commander HJ Hollingum, SOO, WAC, visited this Detachment. Accompanied by the Officer Commanding, F/L Garland, he made a complete inspection of the Belmont Building, then visited Mr Dawson, the Director of the Dept of Public Works. Mr Dawson requested that a Board of Officers be appointed to hand over the Belmont building to the Dept of Public Works and assured W/C Hollingum and F/L Garland that it would be a mere formality, being completely satisfied with the building in its present state. W/C Hollingum also inspected the WD Barracks at Kildonan House.

Unit Signals-Radar Officer visited No 7 Detachment at RCAF Station, Patricia Bay to check into difficulty experienced in height finding at that Detachment, also to check on calibration. A "Bingo" Night was held at Kildonan House, WD Barracks, which proved most popular, a very successful and enjoyable evening was the sentiment expressed by all personnel attending.

Meeting of the Entertainment Committee held to complete the final arrangements and organization of the Unit Picnic scheduled to be held Saturday afternoon and evening, 26 August, at Colwood. The Airmen's Smoker held at Gordon Head was attended by thirty Airmen, F/L WA Garland, OC, the Adjutant and Signals Officer. This get together proved to be a profound success and amusement was provided by those volunteering to demonstrate their talent, including the OC, the Personnel Counsellor of RCAF Station, Patricia Bay, F/L DJ Patterson, who was also present as the guest of honour; the chef of Gordon Head Airmen's Mess also entertained with his box of tricks. Full advantage was taken by the Personnel Counsellor of this occasion to enlighten the Airmen on the subject of Counselling Service available in the RCAF and the Post War Rehabilitation Programme. Much interest was in evidence as indicated by the number of questions put forth by the Airmen, which were readily answered by F/L Patterson.

Officer Commanding, accompanied by the Adjutant and the President of Fire Committee, also WDO, conducted an inspection of Kildonan House, WD Barracks, and Gordonhead W/T Station. Cleanliness and neatness of Kildonan House and Barracks much improved. "B" shift Operations personnel, on invitation of Capt VC Best, Chief Observer, ADC Ganges, proceeded to Ganges for the purpose of picking fruit which was donated to the WD Mess. The day's outing was much enjoyed by the personnel concerned. F/L JJ McGarry (C11886) RC Padre, RCAF Station, Patricia Bay, visited the Unit on welfare of RC personnel. A fire hazard which might have developed into a serius conflagration, was discovered at 2010 hours in the wiring of the Fire Alarm system at Kildonan House, WD Barracks, by a short caused by breakdown of the insulation BX cable in the rafters. Main switch was pulled immediately upon discovery, Fire Piquet alerted and Oak Bay Fire Department called in to investigate, temporary measures taken and temporary repairs made by W&B following day, pending complete check and necessary repairs withing a few days. The occurrence was investigated by F/O AD Solomon, President Fire Committee.

Visit and inspection of X-1 Detachment, Jordan River by F/L AE Bloch of No 3 RD, F/O CC Aston, (RO3) WAC, accompanied by the Unit Signals-Radar Officer and the Adjutant, inspection made of Operations site and Technical Equipment. The Adjutant, who is Chairman of the Unit Victory Loan Committee, made a complete canvas of all personnel of X-1 Detachment and the response received was very gratifying. S/L LO Bradley, Medical Officer, made an inspection of Kildonan House, WD Barracks and improvement was noted.

Protestant Church Parade, held at 1015 hours of all officers, airmen and airwomen, off shift work, at Kildonan House. F/L James, Padre, RCAF Station, Patricia Bay, conducted service and the lesson was read by the Officer Commanding. One flight of airwomen participated in parade with personnel from RCAF Station, Patricia Bay and the Army and Navy for Drum-Head Service held in Beacon Hill Park, sponsored by the National War Finance Committee for the Seventh Victory Loan Campaign.

Review of all available office space on the 8th floor, Belmont Building by F/L WA Garland, Officer Commanding and the Adjutant with S/O JE Loutet (V30360) of Org Branch, WAC and report made to WAC. F/O AG Kirbey (C8571) of the Victory Loan Committee, WAC, visited the Unit to check on organization and progress of the Unit effort in the campaign. A "Variety Night" of entertainment was given by "Bonnie Ward" Concert Party at Kildonan House and an enjoyable evening was had by all personnel in attendance.

Quota for Seventh Victory Loan of $11,100 exceeded by $50.00 this date. As a number of personnel are yet to be recanvassed, it is expected that the Quota will be exceeded by a substantial percentage by the close of the campaign.

In co-operation with the National War Finance Committee, one WD Officer and one NCO airwoman, were detailed to attend at the "Bond Shell" programme at 1445 hours in the final appeal to the public in support of the Seventh Victory Loan Campaign.

The final meeting of the Unit Victory Loan Committee was held at 1500 hours with all Team Captains and canvassers in attendance, the purpose of the meeting was to discuss the final results of the Unit effort. An Inter-Service Basketball Game took place at Givenchy at 2000 hours between the Unit WD Basketball team "The Kildonians" and "Givenchy" (Wren Team), the Kildonians winning with a score of 41 to 2.
